武警院校转型发展期应把学术民主建设摆在重要位置

目前，军队院校的学术民主建设还存在许多不可忽视的问题。加强学术民主建设，是院校转型与发展的迫切需要，是院校实施顺利转型的重要保证，也是院校转型与发展的重要途径。加强院校转型发展期学术民主建设，要大力倡导树立学术民主意识，加强学术为本的制度建设，发挥学术参与决策的作用，坚决纠正和严肃处理学术不端行为，充分发挥院校培养高素质军事人才的职能使命。

The construction is an urgent need for the transformation, an important guar- antee to develop smoothly, a significant route to transform. So setting up academic democracy consciousness should be strongly initiated. System institution should be enhanced. Academy should play direct role in deci- sion-making process. Redress the error of academic misconduct in a harsh way. Give colleges the full play to the cultivation of high-quality military personnel function.
