对推进环境保护与治理法治化的思考

目前，环境问题已成为世界各国政府、民众和企业界共同关注的热点。温家宝总理2010年3月5日在全国人大第十一届三次会议上所作的《政府工作报告》中，对“加强环境保护”提出了一系列宏伟目标任务。虽然我国目前已颁布了以环境保护法为基础的一系列法律法规，但与当前我国经济发展的要求和改变环境污染严峻的形势还有较大差距。阐述了当前环境保护立法存在的问题，并就推进环境保护与治理法治化提出了见解。

Thinking about Environmental Protection and Legal Enforcement

Environmental issues has become a hotspot worldwide. In the government＇s work report delivered by Premier Wen Jiabao in the third session of the 11 th NPC, environmental protection was highlighted. Although a series of laws were proclaimed on the basis of environmental protection, they can not bridge the gap between economy development and grave pollution. To go through with the report, this paper elaborates the issues in environmental protection and legislation, meanwhile presents some personal views on those problems.
