On the Balanced Development of Compulsory Education --With the group administration of N school district as an example

The balanced development of compulsory education is a topic of the times. ＇Faking the group development of the second school district as an example, this paper explores the changges brought about by group and bundled development from the management model, operation mechanism, safeguard measures and other aspects. It also further expounds the ap- proaches and methods which call improve the overall quality of education through the group development of school districts, to achieve quality resource sharing and improve the school running level of weak schools.
