| 摘 要： | 为了更好地推动西部大开发的实施，积极发展西部地区的高等教育，加快开发中急需人才的培养步伐，教育部实施了“对口支援”西部地区高等学校的计划。在“对口支援”实施过程中，支援高校与受援高校作为不同的主体，面对着不同的环境和条件。本文用SWOT分析法研究“对口支援”的双方学校，以识别各种优势、劣势、机会和威胁因素，对支援高校与受援高校的综合情况进行客观公正评价，并对高校“对口支援”政策的障碍与问题进行了梳理。

| Abstract: | The Ministry of Education implemented the "counterpart support" plan to support universities in West China.The goal aims at guaranteeing personnel training quality,disposing educational resources reasonably,promoting fair education and constructing harmonious society.This research systematically analyzes the policy implementation process of supporting universities and recipient universities from strengths,weaknesses,opportunities and threats. |
