在大量数据充斥的“微时代”,各个领域的信息以多样化的方式传播到大学生群体中,碎片化的信息为原有高校思想教育带来了机遇和挑战。本文通过“微时代”对大学生思想教育的影响进行总结,调查、归纳其影响产生的原因。“微时代”对现代大学生思想教育的影响具有正、负两面,而究其产生的原因则是大学生对网络的频繁使用及“微时代”信息的隐蔽性。根据这些原因,本文对现在的大学生思想教育工作进行总结,并对未来的教育提出建议。  相似文献

提出一种编码感知的机会路由算法——CAR.它利用机会传输增加编码机会,并通过引入一系列参数衡量"机会"好坏,创造性地解决了交叉数据流下机会路由转发节点的选取问题,解决了流间网络编码和机会路由算法结合时数据包上下跳节点"已知"与"未知"的矛盾.CAR算法能够最大化每次编码传输中原始数据包的个数,仿真表明,它能够显著提高可靠传输协议以及整个网络的传输性能.通过机会传输实现多用户分集,可显著增加流间网络编码机会,引入的转发延时也可增加流间网络编码机会.  相似文献

Many Naval systems, as well as other military and civilian systems, generate multiple missions. An outstanding problem in cost analysis is how to allocate the costs of such missions so that their true costs can be determined and resource allocation optimized. This paper presents a simple approach to handling this problem for single systems. The approach is based on the theory of peak-load pricing as developed by Marcel Boiteux. The basic principle is that the long-run marginal cost of a mission must be equal to its “price.” The implication of this is that if missions can cover their own marginal costs, they should also be allocated some of the marginal common costs. The proportion of costs to be allocated is shown to a function of not only the mission-specific marginal costs and the common marginal costs, but also of the “mission price.” Thus, it is shown that measures of effectiveness must be developed for rational cost allocation. The measurement of effectiveness has long been an intractable problem, however. Therefore, several possible means of getting around this problem are presented in the development of the concept of relative mission prices.  相似文献

The article is a case study. It describes the initialization and subsequent modifications of the selection process used for the annual Award for Excellence in Teaching at the Naval Postgraduate School (NPS). The method treats highly unbalanced data and utilizes some exploratory data analysis techniques in interesting ways. It leads to a defensible choice for a winner in a very messy setting. The award designates a faculty member as “teacher of the year” and includes a stipend of substantial value. The recipient is chosen by a committee which reviews objective information summarized from ballots submitted by franchised voters. The issues encountered have some general content and the handling of a number of them may have broader interest. ©John Wiley & Sons, Inc.

    It is intrinsic to the nature of military competition that the unit acquisition costs of defence systems rise generation by generation. Traditional “bottom‐up” methods of cost‐estimating cannot meet the increasing demands for extensive studies of many options before commencing design and, while “top‐down” estimating techniques are an improvement, in particular by reducing the time required for preparing estimates, they also are inadequate to meet current requirements. A new method has been devised, therefore, further developing “top‐down” methods using Bayesian techniques to make best use of the available information, whether certain or uncertain, and its accuracy established by example.  相似文献

    ABSTRACT

    While many militaries have tried to capitalize on the potential of information operations in internal war, few have succeeded. I argue that military information campaigns fall short of expectations for two reasons. First, the theory of influence militaries generally embrace – communications as a non-lethal weapons system – is largely invalid. While treating information as a weapons system makes it easier to integrate it into the existing military planning system, this overstates the independent effects of communications on behavior and understates the importance of interactive effects of what commercial marketing theory refers to as the “marketing mix” – product, price, promotion, and placement. It would be more appropriate to treat military information operations as a form of marketing: a composite effort to induce a specific behavior in a target audience by applying a combination of material and ideational instruments. The marketing model suggests that the efficacy of information operations will depend not simply on the message and its delivery (promotion) but on the behavior the sender seeks to induce (the product), the costs of that behavior (the price), and the opportunities available for such behavior (the placement).  相似文献

    This article analyzes the public side of the NH90 network consisting of four participating countries (Germany, France, Italy, and the Netherlands) and their industrial partners. Comparable to observations in earlier international projects in the defense sector, the development and production of the NH90 defense helicopter did not match original plans and costs estimates. On the basis of four mechanisms that were intended to facilitate the cooperation between the partnering countries (the General Memorandum of Understanding; coalition formation; the role of the central agency; and the process of vertical escalation) the question is posed whether or not there was a true alignment of national interests and “logics.” The lack of standardization, as well as program delays and issues concerning the division of the work-share, lead to the emerging alignment being characterized as “quasi-alignment” at best.  相似文献

    This paper does not present a new result, rather it is meant to illustrate the choice of modelling procedures available to an analyst in a typical inventory control problem. The same “average cost per unit time” expression is developed by three quite different procedures. This variety of approaches, as well as the recounting of the author's chronological efforts to solve the problem, should be of interest to the reader. The specific inventory problem studied is one where the controller of an item is faced with random opportunities for replenishment at a reduced setup cost; the problem is an integral component of the broader problem of inventory control of a group of items whose replenishments are coordinated to reduce the costs of production, procurement, and/or transportation.  相似文献

    Pathbreaking logistics research over the next 10 years will focus on systems problems. Whereas past research generally has taken a “bottom-up” approach, future investigations are likely to pursue a “top-down” philosophy. Specifically, attention will concentrate on diagnosis of systems' improvement potentials; easy-to-use analytic approaches, inherently approximative, will be devised for quickly ascertaining whether a complex operating system can be substantially and effectively improved. Theories to assist in overall systems design, particularly the setting of boundaries and buffers among systems components, will be developed. At the same time, techniques for accurately forecasting future systems performance will be investigated. Underlying such research will be efforts to gain better understanding of management information requirements, including approaches for monitoring systems performance and providing early warning detection of systems degradation Improved management information systems will have to be coupled with appropriate design of managerial organizations and assignment of decision making responsibilities. Important avenues of research will he development of robust approaches, that is, both mathematical techniques and organizational approaches that are not too adversely affected by limited data, a changing environment, and human frailly. Finally, critical research will be directed at the implementation process, especially the interaction among initiation, design, testing and ultimate adoption This prognosis will explore the above themes in the context of large-scale, complex systems. The decision areas will encompass inventory replenishment, multiechelon hierarchies for stockage and maintenance, procurement, transportation, scheduling, facilities planning, budgeting, reliability and personnel management.  相似文献

    The assessment of a Bernoulli utility function is often accomplished by an approximation process which makes use of ever more information on the preference as it is elicited from a decision maker. Simultaneous approximations of the utility function and the underlying distributions are generally not sufficient for the expectations to converge to the expected value of the respective limits.     The paper considers the economic lot scheduling problem (ELSP) where production facility is assumed to deteriorate, owing to aging, with an increasing failure rate. The time to shift from an “in‐control” state to an “out‐of‐control” state is assumed to be normally distributed. The system is scheduled to be inspected at the end of each production lot. If the process is found to be in an “out‐of‐control” state, then corrective maintenance is performed to restore it to an “in‐control” state before the start of the next production run. Otherwise, preventive maintenance is carried out to enhance system reliability. The ELSP is formulated under the capacity constraint taking into account the quality related cost due to possible production of non‐conforming items, process inspection, and maintenance costs.     Under the administration of President George W. Bush, Pentagon rhetoric has increasingly articulated a more robust vision of space as a future battlefield. This analysis details some of the ongoing spending for research and development programs identified in current U.S. Air Force, Missile Defense Agency (MDA), and Defense Advanced Research and Planning Agency (DARPA) planning and budget documents related to “space control” and “space force projection.” This analysis finds that current support for “space superiority” and “space control” systems remains largely rhetorical—with little actual budgetary support. Unclassified technology development programs included in the six-year Future Years Defense Plan are a decade or more away from deployment. Programs related to offensive counterspace, space-based missile defense interceptors, and space-based strike total slightly less than $300 million in FY 2006 funding. We conclude significantly higher expenditures in research and development would be required to develop and deploy killer micro satellites, space-based missile defense interceptors, and military space planes.  相似文献

    This article examines the problem of optimally selecting from several unknown rewards when there are given alternative, costly sources of information. The optimal rule, indicating the information to be purchased and the reward to be selected, is specified as a function of the decision maker's prior probabilities regarding the value of each alternative.     In some industries such as automotive, production costs are largely fixed and therefore maximizing revenue is the main objective. Manufacturers use promotions directed to the end customers and/or retailers in their distribution channels to increase sales and market share. We study a game theoretical model to examine the impact of “retailer incentive” and “customer rebate” promotions on the manufacturer's pricing and the retailer's ordering/sales decisions. The main tradeoff is that customer rebates are given to every customer, while the use of retailer incentives is controlled by the retailer. We consider several models with different demand characteristics and information asymmetry between the manufacturer and a price discriminating retailer, and we determine which promotion would benefit the manufacturer under which market conditions. When demand is deterministic, we find that retailer incentives increase the manufacturer's profits (and sales) while customer rebates do not unless they lead to market expansion. When the uncertainty in demand (“market potential”) is high, a customer rebate can be more profitable than the retailer incentive for the manufacturer.     This article describes the results of research into the social phenomenon of “respect” as framed by junior members of the British Army, as part of a wider study into the Values and Standards of the British Army. This research was interview based, using qualitative analysis software to detect, manage, and draw conclusions from the qualitative data recorded in those interviews. The data indicated that the primary situation in which “respect” was visualised by the participants was the unit context, and that it comprised a combination of three different strands: respect for rank or “hierarchical respect,” “professional respect” for a person's military competence, and “personal respect” for an individual's character, personal behaviour, and attributes. The overall respect that an individual is given arises from the combination of these three areas. “Respect” as a concept was, in the soldiers’ characterisation, something that had to be earned (except for the “given” represented by rank) and was not stable: a person's fund of respect could go up or down in social value. Respect was also linked to trust: the more respect a person had, the more they could be trusted. Although the unit context was the primary one for discussing their framing of the concept of respect, many of the participants reported a wider dimension in which every human being deserves a basic level of respect simply for being human, and this level could not be forfeited.  相似文献

    The subject of this paper is the utilization of the “infant mortality” or decreasing failure rate effect to improve the reliability of repairable devices. Decreasing failure rate implies the possibility that devices which exhibit it can be improved by “burn-in testing” of each unit. Such a test serves to accumulate operating time while shielded from the full costs and consequences of failure. A general formulation of the burn-in test decision for repairable devices is presented and some special cases are solved. A class of models, indexed by the degree of partial replacement present in the repair process, is considered and numerical results for the optimal policy are given for several members of that class. A comparison of those results reveals the profitability of testing increases with the complexity of the repairable device.  相似文献

    Computer simulation has many advantages. However, one major disadvantage is that, in all too many cases, the attempt to use computer simulation to find an optimum solution to a problem rapidly degenerates into a trial-and-error process. Techniques for overcoming this disadvantage, i. e., for making optimization and computer simulation more compatible, are applicable at two points in the development of the overall computer simulation. Techniques which are used within actual construction of the mathematical models comprising the simulation will be labeled as internal methods, while those which are used after the simulation has been completely developed will be termed external methods Because external methods appear to offer the largest potential payoff, discussion is restricted to these methods, which are essentially search techniques. In addition, the development of an “Optimizer” computer program based on these techniques is suggested Although drawbacks to the use of search techniques in the computer simulation framework exist, these techniques do offer potential for “optimization.” The modification of these techniques to satisfy the requirements of an “Optimizer” is discussed.  相似文献

    We consider the coordination problem between a vendor and a buyer operating under generalized replenishment costs that include fixed costs as well as stepwise freight costs. We study the stochastic demand, single‐period setting where the buyer must decide on the order quantity to satisfy random demand for a single item with a short product life cycle. The full order for the cycle is placed before the cycle begins and no additional orders are accepted by the vendor. Due to the nonrecurring nature of the problem, the vendor's replenishment quantity is determined by the buyer's order quantity. Consequently, by using an appropriate pricing schedule to influence the buyer's ordering behavior, there is an opportunity for the vendor to achieve substantial savings from transportation expenses, which are represented in the generalized replenishment cost function. For the problem of interest, we prove that the vendor's expected profit is not increasing in buyer's order quantity. Therefore, unlike the earlier work in the area, it is not necessarily profitable for the vendor to encourage larger order quantities. Using this nontraditional result, we demonstrate that the concept of economies of scale may or may not work by identifying the cases where the vendor can increase his/her profits either by increasing or decreasing the buyer's order quantity. We prove useful properties of the expected profit functions in the centralized and decentralized models of the problem, and we utilize these properties to develop alternative incentive schemes for win–win solutions. Our analysis allows us to quantify the value of coordination and, hence, to identify additional opportunities for the vendor to improve his/her profits by potentially turning a nonprofitable transaction into a profitable one through the use of an appropriate tariff schedule or a vendor‐managed delivery contract. We demonstrate that financial gain associated with these opportunities is truly tangible under a vendor‐managed delivery arrangement that potentially improves the centralized solution. Although we take the viewpoint of supply chain coordination and our goal is to provide insights about the effect of transportation considerations on the channel coordination objective and contractual agreements, the paper also contributes to the literature by analyzing and developing efficient approaches for solving the centralized problem with stepwise freight costs in the single‐period setting. © 2006 Wiley Periodicals, Inc.
