Planning for a cardiovascular disease reduction program, soon to be initiated by the United States Air Force, has required an evaluation of its expected cost effectiveness. During the course of this evaluation, it was necessary to consider manpower flows and their expected changes in response to the disease reduction program. This paper describes several manpower models that were applied: a simple expected value equilibrium model; a cross-sectional model that considered the length of service of personnel; and a staffing model used to optimize the allocation of paramedics to the many Air Force bases of various sizes. The relevance of these models to the cost effectiveness evaluation is shown but the detailed cost effectiveness results are not presented. 相似文献

The United States military frequently has difficulty retaining enlisted personnel beyond their initial enlistment. A bonus program within each service, called a Selective Reenlistment Bonus (SRB) program, seeks to enhance reenlistments and thus reduce personnel shortages in critical military occupational specialties (MOSs). The amount of bonus is set by assigning “SRB multipliers” to each MOS. We develop a nonlinear integer program to select multipliers which minimize a function of deviations from desired reenlistment targets. A Lagrangian relaxation of a linearized version of the integer program is used to obtain lower bounds and feasible solutions. The best feasible solution, discovered in a coordinate search of the Lagrangian function, is heuristically improved by apportioning unexpended funds. For large problems a heuristic variable reduction is employed to speed model solution. U.S. Army data and requirements for FY87 yield a 0-1 integer program with 12,992 binary variables and 273 constraints, which is solved within 0.00002% of optimality on an IBM 3033AP in less than 1.7 seconds. More general models with up to 463,000 binary variables are solved, on average, to within 0.009% of optimality in less than 1.8 minutes. Technologically advanced aircraft rely on robust and responsive logistics systems to ensure a high state of operational readiness. This paper fills a critical gap in the literature for combat models by closely relating effectiveness of the logistics system to determinants of success in combat. We present a stochastic diffusion model of an aerial battle between Blue and Red forces. The number of aircraft of Blue forces aloft and ready to be aloft on combat missions is limited by the maximum number of assigned aircraft, the reliability of aircraft subsystems, and the logistic system's ability to repair and replenish those subsystems. This paper describes a method of solving aircraft service life problems. The particular application concerns aircraft in the Naval Advanced Jet Training Command. The method of solution is comparative present value analysis of alternative replacement policies. The likely risks of estimation errors are reflected in the comparisons of present values. Differences are noted in the benefits associated with each policy, but external to Naval Aviation. Since the values of these benefits can be determined only at a higher level of decision-making, the result of the study is not a conclusive selection among policies, but a schedule of present values on the basis of which, together with values of the external benefits, a decision can be reached. This paper discusses replacement policies for aircraft used in the Naval Advanced Jet Pilot Training mission. Taking engineering technology and the training syllabus as given, four feasible plans for introducing replacement aircraft into service are evaluated in terms of the present values of differential costs associated with the plans and in terms of the likely errors in cost estimates used in calculation of the present values. The trade-off between present value of costs and planning flexibility is emphasized in choosing a recommended time pattern of aircraft replacement. The specific aircraft mixes considered are the TF–9J/TAF–9J and the TA–4F/A–4B. The first is the currently employed mix; the second is the proposed replacement. The problem is to select an optimal time-pattern of replacement of F–9's by A–4's, given technological differences favoring the A–4 and increasing costs of maintaining squadrons of F–9's. Replacements by aircraft types other than the A–4 are considered impractical. Four feasible plans for introducing A–4's through a 5-year period are evaluated in terms of current best estimates of the related costs of the plans and in terms of the flexibility of modifying each plan given future better information concerning the relevant costs. The possibility for Croatia to obtain new fighter aircraft is not new, as this option has been publicly debated for at least a decade. A sudden decision to advance the acquisition of a limited number of fighter aircraft was made in 2017 with an international tendering process concluding in early 2018. Through open source material, this paper will look at this procurement process by examining the relationship between policy and strategic thinking on the one side, and policy delivery on the other, and evaluate why the tendering process failed in achieving envisaged results. The paper concludes that the problems facing the Croatian aircraft acquisition process stem from at least two interrelated factors: firstly, at the operational level, the failure of the procurement was the direct result of mismanaged tendering procedures linked to the wider public administration reform process; and secondly, at the strategic level, inherently complex civil-military relations and related cultural aspects which have not been adequately addressed over the past decades. The result was a failure to deliver on government policy, something which this paper argues will need to be addressed over the medium to long term. 相似文献

Accurately evaluating the aerodynamic performance of a battle-structure-damaged aircraft is essential to enable the pilot to optimize the flight control strategy. Based on CFD and rigid dynamic mesh techniques, a numerical method is developed to calculate the longitudinal and longitudinal-lateral coupling forces and moments with small amplitude sinusoidal pitch oscillation, and the corresponding dynamic de-rivatives of two fragment-structure-damaged and two continuous-rod-damaged models modified from the SACCON UAV. The results indicate that, at the reference point set in this paper, additional positive damping is generated in fragment-damaged configurations; thus, the absolute values of the negative pitch dynamic derivative increase. The missing wingtip induces negative pitch damping on the aircraft and decreases the value of the pitch dynamic derivative. The missing middle wing causes a noticeable increase in the absolute value of the pitch dynamic derivative;the missing parts on the right wing cause the aircraft to roll to the right side in the dynamic process, and the pitch-roll coupling cross dynamic derivatives are positive. Moreover, the values of these derivatives increase as the damaged area on the right wing increases, and an optimal case with the smallest cross dynamic derivative can be found to help improve the survivability of damaged aircraft. 相似文献

A nonlinear optimization model is developed in this paper to identify the optimal replacement strategy for military aircraft. In the model, the aircraft operating and maintenance (O&M) costs per available year are estimated as a function of age during the aircraft life cycle. After determining the optimal replacement policy, the model is applied to the CF Long-Range Patrol CP-140A Arcturus fleet. Purchased materials often account for more than 50% of a manufacturer's product nonconformance cost. A common strategy for reducing such costs is to allocate periodic quality improvement targets to suppliers of such materials. Improvement target allocations are often accomplished via ad hoc methods such as prescribing a fixed, across‐the‐board percentage improvement for all suppliers, which, however, may not be the most effective or efficient approach for allocating improvement targets. We propose a formal modeling and optimization approach for assessing quality improvement targets for suppliers, based on process variance reduction. In our models, a manufacturer has multiple product performance measures that are linear functions of a common set of design variables (factors), each of which is an output from an independent supplier's process. We assume that a manufacturer's quality improvement is a result of reductions in supplier process variances, obtained through learning and experience, which require appropriate investments by both the manufacturer and suppliers. Three learning investment (cost) models for achieving a given learning rate are used to determine the allocations that minimize expected costs for both the supplier and manufacturer and to assess the sensitivity of investment in learning on the allocation of quality improvement targets. Solutions for determining optimal learning rates, and concomitant quality improvement targets are derived for each learning investment function. We also account for the risk that a supplier may not achieve a targeted learning rate for quality improvements. An extensive computational study is conducted to investigate the differences between optimal variance allocations and a fixed percentage allocation. These differences are examined with respect to (i) variance improvement targets and (ii) total expected cost. For certain types of learning investment models, the results suggest that orders of magnitude differences in variance allocations and expected total costs occur between optimal allocations and those arrived at via the commonly used rule of fixed percentage allocations. However, for learning investments characterized by a quadratic function, there is surprisingly close agreement with an “across‐the‐board” allocation of 20% quality improvement targets. © John Wiley & Sons, Inc. TSO-C151b标准中近地告警包线为通用模型设计,未结合飞机的自身特性。为精确给出飞机过大下降速率告警包线,通过结合飞机自身气动特性和操纵特性,分析告警机理,建立飞机六自由度仿真程序。依据飞机发动机数据、气动力数据、质量特性数据等,建立仿真模型及操作程序,实时模拟飞机各舵面的操作响应过程,以及飞机的运动姿态和飞行轨迹,计算飞机在不同下降速率时拉起的损失高度,设计近地告警包线。实际试飞数据验证了模型设计合理,计算结果准确。同时,将仿真计算得出的告警包线与TSO-C151b对比,给出适用于飞机的近地告警包线使用建议,保证飞机飞行安全。 相似文献
