Defence offsets have often been described as government‐to‐business compensation arrangements or contracts involving “reciprocity beyond that associated with normal market exchange”. This paper argues that it is irrelevant and misleading to use this notion as a criterion for defining offsets.

The paper also explores the apparent inconsistency between the maximising efficiency in defence procurement and the application of offsets requirements. It is shown that defence offsets are a subset of all the price‐quality‐quantity trade‐offs which in general characterise negotiations surrounding complex transactions.

It is argued that although reciprocal or offsetting arrangements are a normal aspect of commercial transacting, the operation of certain offsets schemes namely mandatory offsets obligations, may inhibit the buyer's flexibility in negotiating deals and result in inefficient procurement. This leads us to ask why these offsets schemes have persisted for so long.  相似文献

Abstract

How do warlords build their legitimacy and eventually exert authority? The case of Afghan leader Ahmad Shah Massoud demonstrates that warlords do not only build legitimacy through the internal provision of goods and services to the population under their control, but also build their legitimacy by projecting authority externally, through the development of their own form of diplomacy. In this article, I show that warlords develop complex and complementary legitimisation strategies that extend beyond their territorial realms to include consequential relationships with foreign actors.  相似文献

Designed to harrass and weaken Ian Smith's principal enemy, Robert Mugabe, in his safe haven of Mozambique, Operation ‘Mardon’ involved co‐ordinated incursions over the Rhodesian border on a wide front. The secondary purpose was to persuade the African nationalist insurgents to abandon their incursion routes in the north‐east and south‐east in favour of those from the east where the mountainous terrain favoured their interception. Although other Rhodesian units wreaked more physical damage, D Company, 1st Battalion, the Rhodesian African Rifles, inflicted the heaviest casualties in their classic infantry attack on Mudzi Camp.1  相似文献

The article takes the cases of Peru's Tupac Amaru Revolutionary Movement (MRTA) as the pont of departure to discuss how a insurgent political movement uses the Internet and World Wide Web (WWW). During the 1996–97 Japanese Embassy hostage incident in Lima, Peru, MRTA supporters in Japan, Europe and North America used online technology to relay the group's message to a global public. The resulting direct media access provided the MRTA with an unprecendented level of global publicity. Through referring to the ‘MRTA Solidarity Page’, the types of message transmitted, the forms of transmission (text, video, audio, e‐mail or other), and target publics (national, global, political elites, media), the article outlines the issues and theoretical challenges raised by electronic anti‐government information provision. The Internet and WWW do not alone constitute the threat to state power as some analysts suggest but does in some sense dramatically alter political communication. New media will probably co‐exist with other forms of political communication for some time.  相似文献

Cyprus, a small island state, gained independence from British colonial rule in 1960. For more that half its history as an independent state Cyprus has been under occupation following the 1974 Turkish invasion. Despite the fact that it has faced war, invasion and occupation, Cyprus has allocated a comparatively small proportion of its national income to defence. The average defence burden—military expenditure as a share of GDP—during 1964–98 was around 2.5%. However, as a result of a substantial shift in defence policy during the past decade or so, the defence burden during the 1990s has increased, averaging about 4% of GDP as Cyprus decided to implement an extensive military modernization program aiming to present a more credible military deterrence vis‐a‐vis Turkey. Empirical estimations of a demand function for Cypriot military expenditure suggest that it is positively affected by alliance spillins and external military threat.  相似文献

In this paper, we analyse the dilemma confronted by a small country in relation to the consolidation taking place in the European defence industry. Assuming that Portugal must maintain its armed forces, and must retain a minor defence industry, this industry must be competitive in small niches. Competitiveness must be based on, amongst other elements, technical efficiency and technological change. We investigate this issue, first characterizing the threats faced by the Portuguese defence industry, then investigating its present efficiency and finally, we discuss its role in the consolidation of the European Industry. We conclude that the Portuguese defence industry has no alternative but to opt for innovation and European partnership, which are complementary policies, but which require the active involvement of the stakeholder (i.e. the Government) in effecting these fundamental shifts in direction and emphasis. If this strategy does not succeed, the defence policy should be based on offsets.  相似文献

This paper presents a model for converting legacy defense production facilities into private‐sector economic resources. Specifically, this paper will examine as a case study the first successful conversion of a former U.S. Department of Energy nuclear weapons production installation, including reasons for its success, its costs and benefits, and lessons for public policy. It is envisioned that this model may be useful for mitigating local economic hardship resulting from defense “downsizing” and for privatizing production capacities critical for national defense.  相似文献

Abstract

This article argues that the current conflict in Yemen is better understood as a competition over who controls the state, rather than as a conflict between the state and a non-state actor. It traces the development of the Houthis and shows how the movement managed to seize key government institutions. However, the Houthis lack internal legitimacy and have not been able to position themselves as a nationally relevant political elite. The fragmentation of the Yemeni state has resulted in a shift to more localized struggles over access to resources and power that involve both internal and external actors.  相似文献

Divided societies in the developing world experience wasteful struggles for power. We study the relationship between political stability and resources wasted in the struggle within a model of competitive power contests. The model of power contests is similar in structure to models describing oligopolistic market competition. This analogy helps us in deriving results that are new to the conflict literature. We show, for example, that the Herfindahl-Hirschman index can be interpreted as a measure of power concentration and that a peace treaty between fighting groups has a parallel in tacit collusion between firms in a market.  相似文献

Little has been written about attempts to alter the domestic political systems of these countries, even though this was central to the missions. The latter two cases were selected as extremes on a ‘degree of difficulty’ scale. In Somalia there was basically no governing structure; the US had to build one in order to end the starvation caused by civil war. In Panama the US took over a government in place and had an alternative national leader; the problem was to change the existing state system. The cases reveal a stress on short‐run security issues over long‐term political questions.  相似文献

ABSTRACT

This article examines the strategic purpose of Individual Augmentee Officers (IAOs) for junior partners in multinational military operations through an exploratory case study of Danish IAOs in Iraq and South Sudan between 2014 and 2017. IAOs are individual officers who are moved from their normal functions to be seconded to other units of the armed forces of their own or another country or an international institution. The study concludes that IAOs function as strategically important, yet not necessarily indispensable, supplements to military contingents in several ways: making tangible contributions to the overall mission (contributing), gaining access to information, knowledge, and experience (learning), and lobbying decision-making processes within mission headquarters (lobbying). The usefulness of IAOs depends on whether the junior partner has specific interests and a significant presence in the theatre and whether the mission is conducted as a UN mission, a NATO mission, or an ad hoc coalition.  相似文献

Abstract

The article evaluates the security challenges that are likely to occur along international borders in East Africa with the advent of the East African Community Common Market in July 2010. In an attempt to illustrate the porosity of borders and the likelihood that criminals could take advantage of the situation, the author describes the ease with which transnational crime could thrive (in the absence of efficient border security measures) under the guise of informal cross-border trade that derives its basis largely from the customs and historical linkages in the region. Border towns in the region are considered zones of risk but also opportunities for quick money-making ventures and deals that tend to attract a variety of criminals. While the danger is not alarmingly high, there is a likelihood that with the opening up of the East African Community to the free movement of goods and people, criminals will exploit this freedom to commit crimes such as human trafficking, drug smuggling and moving terrorists and contraband goods unless mechanisms are put in place to curtail these activities. Should this not happen, the mission of the East African Community could be jeopardised.  相似文献

The philosophies of unconventional warfare philosophers can be divided into four schools. The classicists, or early school, represented by Sun Tzu and his ‘indirect approach’, have existed for thousands of years. Marxist‐Leninist revolutionaries gave new emphasis to unconventional warfare as a vehicle for revolution. The theories of these philosophers of the middle school were opposed by those of counterrevolutionaries. With the end of the Cold War, a new strategic environment is emerging, giving rise to new school philosophers reacting to that challenge. They include both those who seek to undermine the nation‐state and those, who, like the earlier counter‐revolutionaries, seek to defend and promote its interests.  相似文献

Despite considerable post‐war planning, the British counter‐insurgency campaign in Kenya did not constitute a Colonial Office strategy for decolonisation. COIN in Kenya had one purpose: to re‐impose law and order, or British control. If for no other reason, this is demonstrated by the initial reluctance of the Colonial Office to intervene. Frequent re‐assessments and postponement of the ending of the State of Emergency, and the subordination of socio‐economic and political reforms to military objectives, show clearly that decolonisation was not high on the British list of priorities in Kenya. This article questions the relationship between COIN and decolonisation, and the validity of models of British counter‐insurgency.  相似文献
