Although most styles of military ethics are hybrids that draw on multiple ethical theories, they are usually based primarily on the model of Aristotelian virtue ethics. Virtue ethics is well-suited for regulating the conduct of soldiers who have to make quick decisions on the battlefield, but its applicability to military personnel is threatened by the growing use of unmanned weapon systems. These weapons disrupt virtue ethics’ institutional and cultural basis by changing what it means to display virtue and transforming the roles soldiers perform and the nature of the military profession itself. I argue that in light of these challenges to virtue ethics, at least as it is traditionally understood within the armed forces, soldiers operating unmanned weapons require a more heavily rule-based approach to military ethics.  相似文献

This paper reviews a wide variety of manpower and personnel models of the goal programming variety. This is done from a strategy-oriented point of view addressing the problems of interest for immediate implementation as well as basic problems of manpower model research development. Particular emphasis in this paper is concerned with how analytical models can be brought to bear on the problems of combining military and civilian manpower into one management system. This includes a discussion of the computer support arrangements necessary to implement the models. First, we discuss an extension of multilevel models to provide an integrated approach to program planning which includes the dynamics of the manpower requirements-inventory relationships of mixed military-civilian manpower systems. Then, focus is given to some of the potential Navy applications particularly in terms of ways the outputs from the global multilevel model might be interfaced with assignment models for operational planning. The paper concludes with a discussion of static and dynamic multiattribute assignment models which operate on the individual man-job matching level. It is at this level of detail that dynamic mixed manpower systems might be constructed for use in equal employment opportunity planning and for local organization design studies.  相似文献

This article explores current developments in Chile, where since the return to democracy in 1990, the elected authorities have reconfigured the nation’s military resources in favour of four action pillars: peacekeeping and international conflict management, landmine removal and gun disarmament, emergency and catastrophe response, and a concern for human, economic and social rights. Successive defence policies offer a valuable case study for exploring the trade-offs between security, traditional and non-traditional threat management and institutional capabilities. The article argues that human security policymaking is not free from undesired outcomes; specifically, regarding how to reconvene the role of the armed forces when conventional war seems a thing of the past. The paper focuses on the interagency policy implications and the challenges ahead for civilians and the military.  相似文献

The special operations forces (SOF) of the industrial democracies have suddenly and rapidly grown in numbers and resources during the past decades. Most explanations for this growth focus on factors external to the armed forces. We argue that the enlargement of SOF is also the result of internal organizational dynamics. First, we compare SOF to other units and military appendages that have grown over the past 30 years in order to delineate what is unique to their development and the special adaptive potential they bring to the armed forces: generalized specialization, boundary spanning roles, and enlargement of military autonomy. Second, we analyze the actions of internal military entrepreneurs and their organizational mentors to show how they use this adaptive potential to “sell” the use of SOF to key policy-makers and decision-makers.  相似文献

Contemporary Russian military theory is dominated by three schools of thought: the ‘traditionalists’, the ‘modernists’ and the ‘revolutionaries’. On the role of technology in future warfare, the traditionalists argue for both high tech and massive forces at the same time. The modernists are ready to trade manpower for technology, whereas the revolutionaries give technology full priority. Both the traditionalists and the modernists believe Russia, because of the country's technological lag and limited resources, should respond asymmetrically to the Western technology challenge. The revolutionaries, on the other hand, maintain that Russia must respond in kind. If not, the country will no longer be able to defend its sovereignty. The currently ongoing radical reform of the Russian military is a partial victory for the modernists, but which model or mix of models that will dominate in the future is first of all dependent on the Russian military's purchasing power and the state of the domestic defence industry.  相似文献

This article provides a detailed look at the history of the Gambia Armed Forces (GAF), a military that has received very little academic attention within the study of African state security forces. It identifies key turning points in the GAF’s history, and highlights the vastly different roles the military played in the state under President Jawara (1965–94) and President Jammeh (1994–2017). Yet, it also highlights important similarities regarding internal patterns within the armed forces and shows the ways in which these continuities may challenge attempts to restructure the security sector. The article draws on archival research and interviews conducted with retired and active duty Gambian military personnel, government officials, and Gambian scholars.  相似文献

Today, few countries fight alone; most fight as allies or partners in multilateral campaigns. The end of the Cold War opened a window of opportunity for multinational military operations (MMOs). These have seen varying degrees of participation, enthusiasm, and success. This special forum is devoted to the politics of multilateral warfare including their formation, maintenance, and durability. The introduction sketches past research and derives some key questions of continuing relevance. The contributions shed light on the domestic and international politics of MMOs, focusing on the implementation of national restrictions and their repercussions for MMOs, party politics of military intervention, the conditions under which states decide to defect from military operations, and the role of junior partners in MMOs. In sum, this forum offers a fresh look at the politics of MMOs, including conceptual contributions to the study of national restrictions, domestic constraints, and coalition warfare.  相似文献

This article elaborates on how structural, normative and functional pressures for change may challenge military organizational characteristics. We problematize theoretically and exemplify empirically what consequences these pressures can have on military organizational characteristics, arguing that they constitute major challenges for managing in particular normative pressures for change. The empirical examples suggest that bureaucratic, hierarchical, narcissistic and greedy traits of the organization are challenged by normative pressures such as value changes and normalization. Another source of challenge is professionalization processes. Structural challenges, on the other hand, are managed by the organization and do not seem to inhibit the workings of organizational characteristics. The plausibility probe conducted questions the sustainability of military organizational characteristics in their traditional disguise, in particular due to legitimacy concerns. It is suggested that future research should be directed towards analyzing how military organizations manage pressure for change and whether their characteristics are questioned.  相似文献

To manage their assets at an enterprise level, defense organizations have turned to portfolio theory for the planning, analysis and management of their military forces and materiel. Despite being well established in the commercial sector, the application of portfolio approaches in defense is problematic. The vexatious question for defense of how to define and measure benefits arising is complicated by the increased utility and effectiveness achieved through networking of military forces and the equipment they use. The authors discuss the challenges for defense in using a portfolio approach and propose a conceptual model for dealing with the effects arising from networking with information and communications technologies.  相似文献

US military operations are increasingly conducted within urban environments and with these operations come the risk of increasing the number of civilian casualties and infrastructure damage. The use of non-lethal weaponry, such as directed-energy weapons, is one method for minimizing collateral damage. This method enables US military forces to effectively fight within urban environments through force escalation capabilities. Using a series of historical examples and future scenarios for urban warfare, this article highlights deficiencies affecting military capabilities in military urban operations, addresses the consequences of collateral damage, assesses the effectiveness of directed-energy weapons in military urban operations and encourages further funding, research and integration of non-lethal weaponry, such as directed-energy weapons, within the US military.  相似文献

The security sector in Africa has often been a threat to citizens instead of being a benefit. Military leaders, feared by politicians for their ability to seize power by force, are often reluctant to be open about problems within the military. The lack of dialogue between politicians, citizens and soldiers has made it difficult for the real problems to be identified or addressed. States need to take stock of their security sector assets, decide how they are to be used and then agree on a clear vision for the future of the military forces within the context of the broader national interest. A defence review, the restructuring of personnel, and a transparent budgeting process can all help to achieve a more motivated and better-equipped force. A properly planned transition from the old system to the new will ensure that only manageable steps are attempted and long-term goals are not sacrificed because of short-term crises.  相似文献

ABSTRACT

In this paper, I reflect upon my experience of working with active military officers-cum-research brokers in research on the Congolese (DRC) armed forces. Drawing upon the traditions of autoethnography and Narrative International Relations, I recount the story of an evolving relationship between one particular military broker and myself. It highlights how military research brokers, while frequently cast not only as capable of handling their own security, but as prime sources of insecurity, often share the general (civilian) research broker’s predicaments of insecurity. In doing so, the narrative also challenges dominant gendered, as well as racialized, ideas of who is at risk when conducting research in conflict settings.  相似文献

Humanitarian operations may pose challenges to which armed forces prepared for warfighting seem rather ill-equipped. It is the aim of this article to examine in what way military ethics should be adapted to humanitarian tasks. Two ideal types of military ethics are defined here: warfighting and humanitarian. The warfighting ethic is supposed to maximise the utility of the military in war and combat and to that end utilises the virtues of loyalty and honour. In contrast, humanitarian obligations require to a larger extent the development of personal integrity and an ability to follow one’s own conscience. The adaptation of military ethics is demonstrated in the case studies of the UK armed forces and the German Bundeswehr. Whereas the moral code of the UK armed forces remains anchored in the principles of the warfighting ethic, the case of the Bundeswehr presents a military ethic closely approximating the humanitarian ideal type.  相似文献
