Abstract

In 2011 a wave of revolutionary movements, the so-called Arab Spring, spread in the Middle East and North Africa. Libya was one of the most affected countries, ending Gaddafi’s dictatorship after an international intervention and a civil war. This paper assesses the effects that this revolution had on Libyan economy. The analysis is made by means of the synthetic control method. Our estimates for the 2011–2014 period show (i) a cumulative loss in the growth rate of per capita real GDP of 64.15%; (ii) a cumulative loss in per capita real GDP of 56,548 dollars; and (iii) a cumulative loss in the aggregate real GDP of 350.5 billion dollars.  相似文献

September 11 2001 precipitated the introduction of anti-terrorism legislation in most states and enhanced cooperation between states around the world. Africa may not have witnessed many incidents of international terrorism on its soil, yet the continent has, in the post 9/11 era, often been referred to as the ‘breeding ground of terrorism’ or the conduit for international terrorists. The assumption that countries with weak governments and failing economies (as in most of the continent) seems to be one of the factors that earned Africa this negative image. While the validity of the assumption is debatable, it is clear that prosecuting cases of terrorism is fraught with legal intricacies. This article deals with the difficulties involved.  相似文献

ABSTRACT

In analysing trends in Chinese defence engagement and their impact on defence development in African states, it is important to consider both China's changing policy priorities and its capabilities for the provision of defence support. China's international ambitions and its economic development contribute to its emergence as a key supporter of defence capability development in Africa, occupying a crucial niche as a provider of support, particularly arms transfers, appropriate to evolving local requirements. The economic and politico-military imperatives driving China's engagement of Africa, which stem from its economic reforms and re-emergence as a great power, are facilitating defence modernisation by accelerating the introduction of modern arms in substantial quantities. The commercial importance of arms exports and the growing importance of strategic ties strongly situate China to help sustain processes of defence capability development in African states over the long term.  相似文献

ABSTRACT

While some Foucault-inspired studies construe local ownership in international interventions as a form of liberal governmentality that aims to govern through freedom, others lambast it as an illiberal governmentality that is likely to be resisted because it undermines local autonomy. However, we still do not know what is the rationality behind local ownership, how it is being operationalized, and why a principle that aims to govern through freedom ends up curtailing it. I argue that local ownership, echoing the colonial principle of indirect rule, is driven by the rationality of advanced democracies on how best to govern global insecurities at a distance. Consequently, ownership is operationalized as responsibilization for externally designed objectives. This often gives rise to local resistance which undermines international efforts to achieve ownership. I illustrate my arguments with evidence from the EU Mission on Regional Maritime Capacity Building in the Horn of Africa (EUCAP Nestor).  相似文献

Abstract

The United States Africa Command (AFRICOM) has been a military success but a strategic messaging failure. The United States’ relationships across Africa cannot be boiled down to military affairs. This paper argues that Africa has many more opportunities than challenges and thus requires a more balanced foreign policy solution from Washington DC than a new military command. For the military engagement that does need to take place, a more low-profile approach would benefit the United States in Africa.  相似文献

ABSTRACT

This article focuses on the final years of South Africa’s nuclear-weapon program, particularly on the decision-making process leading up to the signature of the 1968 Treaty on the Non-Proliferation of Nuclear Weapons (NPT) by the South African government in 1991. In August 1988, after two decades of defiance, negotiations between the apartheid government and the NPT depository powers (the United Kingdom, the United States, and the Soviet Union) ensued at the International Atomic Energy Agency (IAEA) in Vienna. Despite South Africa being the only state to give up its indigenously developed nuclear weapons and subsequently join the nonproliferation regime, little is known about how the national position on NPT accession and IAEA safeguards evolved. Research carried out in multiple archives using hitherto untapped primary sources and interviews with key actors from several countries show how domestic and regional political dynamics influenced Pretoria’s position on entering the nonproliferation regime. In the process, the F.W. de Klerk government managed to skillfully exploit international proliferation fears to advance its own agenda, thereby connecting South African NPT accession with that of the neighboring Frontline States coalition of Angola, Mozambique, Tanzania, Zambia, and Zimbabwe.  相似文献

ABSTRACT

This article examines the strategic purpose of Individual Augmentee Officers (IAOs) for junior partners in multinational military operations through an exploratory case study of Danish IAOs in Iraq and South Sudan between 2014 and 2017. IAOs are individual officers who are moved from their normal functions to be seconded to other units of the armed forces of their own or another country or an international institution. The study concludes that IAOs function as strategically important, yet not necessarily indispensable, supplements to military contingents in several ways: making tangible contributions to the overall mission (contributing), gaining access to information, knowledge, and experience (learning), and lobbying decision-making processes within mission headquarters (lobbying). The usefulness of IAOs depends on whether the junior partner has specific interests and a significant presence in the theatre and whether the mission is conducted as a UN mission, a NATO mission, or an ad hoc coalition.  相似文献

Abstract

How do contemporary secessionist movements gain international recognition of their claims to self-determination? I argue that international recognition is forthcoming when a sufficient number of states believe a claim to self-determination ought to be accepted. That is, states recognize claims to self-determination when they perceive them to be legitimate. To convince outsiders of the legitimacy of their claims, separatist movements invoke resonant norms and symbols in a moral economy that structures decision-making. I contrast this argument with prevailing explanations of recognition dynamics. To illustrate the argument, I examine the diplomacy surrounding Kosovo’s independence bid and unilateral secession.  相似文献

Abstract

In counterinsurgency, the population is the center of gravity. This insight has become a key doctrinal tenet of modern armed conflict. But where does it come from? The razzia, a tactic introduced by the French in North Africa around 1840, first thrust tribal populations into the focus of modern operational thinking. Soon the pioneering bureaux arabes added an administrative, civil, and political element. Eventually, in the 1890s, French operations in Madagascar gave rise to a mature counterinsurgency doctrine. David Galula, a French writer who heavily influenced the American Counterinsurgency manual, is merely the joint that connects the nineteenth century to the twenty-first.  相似文献

The Biological and Toxin Weapons Convention (BTWC) underpins the international regime to control biological weapons. The strength of the treaty however relies on national implementation. The first step for many states party to the Convention is drafting appropriate national laws and regulations. So far, 32 countries in Africa are signatory to the BTWC. More recently, in 2004, the United Nations Security Council adopted resolution 1540, which requires all UN Member States to put in place legislation to prevent the illicit trafficking of material that could be used to develop weapons of mass destruction. The need for such wide-ranging legislation is recognised African countries but its creation and implementation pose specific challenges.  相似文献

The South African Defence Review 2014 is the country's new defence policy. The Review, which is expected to steer South African defence policymaking for the next few decades, discusses in detail the role of the South African National Defence Force (SANDF) in peace missions in Africa and proposes the direct involvement of the country's soldiers in both military and civilian tasks, from peacekeeping to humanitarian assistance, post-conflict reconstruction and development. This paper contains a critical review of the Review with regard to South Africa's envisaged contribution to regional and continental peace and stability. It is argued that humanitarian assistance and post-conflict reconstruction should not be securitised and that the SANDF should only be tasked with peacekeeping and the establishment of stability and security in fragile in-conflict and post-conflict settings. The humanitarian work should be left to humanitarian and aid agencies, while reconstruction and development should be left to organisations such as the New Partnership for Africa's Development, continental and international development organisations, and local actors.  相似文献

ABSTRACT

Today, it is widely held that while authorization may be helpful in assuring that the other jus ad bellum criteria are met, legitimate authority is not itself a condition for just recourse to war. Or, if it is necessary, it is said to be a trivial requirement, as mobilization for war requires some political authorization. Those who would retain the legitimacy requirement have differing views about who the proper authority is. I argue that, reasonably understood, legitimate authorization is necessary for jus ad bellum. Considerations of agency and consent in force combine with the social contract to commit us to deferring to recognized authorities. These obligations are strengthened by the epistemic reliability and pragmatic value conferred by governing institutions and procedures limiting recourse to war. These same rationales imply that the U.N. Security Council should regulate the international use of force. I qualify that if higher authorities fail to act, other subsidiary authorities may then authorize force. However, the move to each subsequent level of authorization must be justified. Understood in this way, the requirement that wars not be fought without legitimate authorization is a non-trivial, necessary procedural jus ad bellum condition.  相似文献

Abstract

This paper seeks to critically appraise Africa's position within the United Nations Security Council from the inception of the UN in 1945 until the end of 2010, spanning the entire history of the world body. A few factors make such an appraisal a useful exercise. These include the ongoing debates about the reform of the Council in particular and the UN as a whole, and the growing interest that many African students and observers of and actors in international relations seem to have developed in recent years in the working of the world body. In this appraisal, emphasis will be placed on the origin and rationale behind the establishment of the Security Council as well as the use of the veto power by its permanent members, with a special reference to Africa.  相似文献

Small countries may not be able to afford all force elements (army, navy, air-force) operated by larger countries and certainly cannot afford all sub-elements (aircraft carriers, submarines, etc). This paper provides a framework for a small country to analyse its force structure, examining the influence of objectives, international co-operation, funding and technological constraints, and uncertainty. We analyse when a small country may choose to retain a balanced structure (with each force element) and when it may choose to drop one or more elements. The issues are illustrated with the decision by the New Zealand government over whether to retain a strike aircraft capacity.  相似文献

ABSTRACT

South Africa's nuclear disarmament is a unique historical case, notable in part for the dramatic shift from deception to cooperation. The unprecedented transparency it demonstrated in order to convince the international community of the veracity of their disarmament is heralded as an exemplar for verifiable denuclearization. Less known is how this case affords insights into how a nuclear weapon program can be clandestinely hidden by the ambiguity provided by an otherwise completely legitimate, peaceful, nuclear energy program. Using a variety of open sources, including newly declassified internal South African and US government reports, it can be shown that South Africa employed a variety of deceptive tactics before it disarmed, and even for nearly two years after becoming a signatory to the Treaty on the Non-Proliferation of Nuclear Weapons. This article reviews that information to derive instructive lessons on the lengths that a nuclear proliferant state might go to conceal its true capabilities and intentions, and to thwart international discovery of the existence and full extent of an existing—or, in this case, a former—nuclear weapon program.  相似文献

Abstract

The article evaluates the security challenges that are likely to occur along international borders in East Africa with the advent of the East African Community Common Market in July 2010. In an attempt to illustrate the porosity of borders and the likelihood that criminals could take advantage of the situation, the author describes the ease with which transnational crime could thrive (in the absence of efficient border security measures) under the guise of informal cross-border trade that derives its basis largely from the customs and historical linkages in the region. Border towns in the region are considered zones of risk but also opportunities for quick money-making ventures and deals that tend to attract a variety of criminals. While the danger is not alarmingly high, there is a likelihood that with the opening up of the East African Community to the free movement of goods and people, criminals will exploit this freedom to commit crimes such as human trafficking, drug smuggling and moving terrorists and contraband goods unless mechanisms are put in place to curtail these activities. Should this not happen, the mission of the East African Community could be jeopardised.  相似文献

Abstract

The creation of the Africa Command (AFRICOM) has reflected the growth in the strategic importance of Africa in US foreign policy since the end of the 1990s. One of the objectives of this new geographical military command is to forge closer links between foreign, security and development policies. However, this approach met with a number of difficulties associated with the challenge of ‘inter-agency cooperation’ among rather disparate actors from foreign affairs, defence and development. In addition, the establishment of AFRICOM has met with fierce criticism in the US and elsewhere – especially in Africa – culminating in the charge that the US foreign and development policies in Africa are being militarised. Although AFRICOM has a number of interesting features, this paper shows that it has reacted to these criticisms by realigning itself more closely with the traditional model of a military command, at the expense of the innovative interagency elements.  相似文献

ABSTRACT

The recent use of chemicals in warfare in Syria and Iraq illustrates that, despite the important work of the 1997 Chemical Weapons Convention (CWC), the world has not yet been totally successful in stopping the use of indiscriminate toxic agents in conflicts, either by states or non-state actors. Michael Crowley's excellent and timely new book, Chemical Control, analyzes the use of “riot control agents” (RCAs) and “incapacitating chemical agents” (ICAs), including launch and dispersal systems, by police, paramilitary, and military forces over the last decades and raises the challenging question about where the red line might be drawn between banned and permitted uses of chemicals. He discusses this problem not only in the context of the CWC, which allows use of RCAs for civilian riot control, but also in the context of international law, human rights, and criminal justice, including the Biological and Toxin Weapons Convention and other disarmament and abolition regimes. He proposes a “holistic, three-stage approach” to addressing this issue “for effective regulation or prohibition of the weapon or weapon-related technology of concern.” As we approach the global abolition of a whole class of weapons of mass destruction in the next decade or even sooner, Chemical Control is helpful in better understanding and solving the dilemma of what's actually banned or permitted under international law, and precluding states undermining the chemical weapons ban.  相似文献

ABSTRACT

While the study of organised violence is considered essential to understanding the history of the West, and accordingly imbued with various layers of meaning and remembrance, war is widely regarded as inimical to the modern nation in Africa and stable development more broadly. Using examples drawn from primarily from East Africa, this paper considers the ways in which warfare in the deeper (‘precolonial’) past has been framed and envisioned in recent decades, in particular by governments whose own roots lie in revolutionary armed struggle and who began life as guerrilla movements. While in some cases particular elements of the deeper past were indeed mobilised in pursuit of contemporary political goals, in many other scenarios histories of precolonial violence were beheld as problematic and unworthy of remembrance. This paper highlights the paradox and ambiguity which has attended the memory of key aspects of Africa’s deeper past.  相似文献
