Scholars and policymakers argue that violent actors – termed ‘spoilers’ – pose a significant threat to civil war peace agreements. Yet existing research, which is overly reliant on single-case studies, has not effectively determined how prevalent spoiling is, or thoroughly examined what its ultimate effects are on peace agreements. This article draws on a newly constructed cross-national dataset of spoiling following 241 civil war peace agreements in the post-Cold War era to analyze spoiling. It finds that spoiling intended to terminate an agreement is not as common as typically assumed, but still plagues a sizeable number of peace agreements. Moreover, most actors who resort to this strategy typically fail in their goals and the agreement is not at risk, despite the high publicity and attention given to these threats. Yet particular types of actors, most notably paramilitaries and state security forces excluded from the agreement, can pose a significant threat to peace.  相似文献

Although soft power is now seen as an indispensable foreign policy tool, its efficacy has rarely been put to a rigorous empirical test. Using data from HARMONIOUS MISSIONs 2010, 2011 and 2013, this article seeks to examine the degree to which the soft power engagement missions of the Chinese hospital ship, the Peace Ark, has advanced Chinese interests. Although any conclusions drawn must be considered preliminary, as so little time has passed between the ship's visits and the current analysis, this research indicates that these missions’ impact on advancing Chinese interests was at best limited. Although observations from a single set of cases are unlikely to settle the debate between soft power advocates and detractors, it is hoped that this research will serve as a catalyst to further empirically based research on this topic.  相似文献

Conflict managers around the world cling to the hope that power-sharing decreases the risk of civil war in post-conflict societies. Distinguishing between territorial and governmental conflicts, we analyse the origin and effectiveness of power-sharing institutions (PSI) and power-sharing arrangements (PSA). Our examination reveals that power-sharing is largely a consequence of the institutional legacy and of the war outcome. While PSI such as proportional representation or federalism cannot prevent a war from recurring, PSA in the form of grand coalitions reduces this risk marginally. However, granting autonomy to a rebellious region increases the danger that the relationship with the government turns violent again. Our results suggest that constitution makers should advocate power-sharing with caution.  相似文献

This study is an exploration of the use of technology-mediated interventions by the Zimbabwe Peace Project (ZPP) in checkmating the country’s insidious culture of political violence and impunity. It disentangles the ZPP’s strategies and the composite reactions they triggered from state functionaries and the aligned security apparatus. The ZPP exploited and deployed an Internet-circulated monthly newsletter, bulk short message service (SMS) alerts, smartphones, radio and Facebook to shine a spotlight on injustice. It is argued that the ZPP’s whistle-blowing strategies used against human rights violators were not necessarily intended to secure immediate perpetrator conviction; rather, they were a partial but exigent attempt at using perpetrator exposure to reveal extralegal activities and checkmate the country’s culture of impunity. The ZPP’s cybernetic naming and shaming strategies embarrassed some offenders, as evidenced by the intelligence operatives and the police’s constant harassment and arrests of ZPP-affiliated activists. The state-controlled media compounded this pressure by casting aspersions on the ZPP’s bona fides, labelling it a foreign-funded organisation that was attempting to destabilise the country. Finally, this study is informed by a broad evidentiary base that includes ZPP reports on its e-archive, oral interviews, policy documents and newspaper accounts.  相似文献
