Insurgencies thrive in regions where government legitimacy is absent. In the post-war Philippines, Captain Charles T. R. Bohannan of the Army’s Counter Intelligence Corps became actively aware of this dynamic. Bohannan is best known for his later work with Edward Lansdale and Ramon Magsaysay in defeating the Huk Rebellion (1950–1954). Here the author examines Bohannan’s early investigative work against Japanese war criminals, wartime Filipino collaborators, and the rising threat of communist subversion most associated with the Huk. All of these experiences fed into what would be the successful campaign against the Huk, chronicled in his seminal work, Counter Guerrilla Operations: The Philippines Experience, and offers lessons on the investigative (as opposed to tactical or psychological) nature of effective counter-insurgency work, as it relates to both legitimacy in governance and the rise of insurgencies.  相似文献

Rejecting the orthodoxy of French diplomatic historiography that de Gaulle was the founder of a new French independence and effected a revolution in French diplomacy after freeing himself from the Algerian yoke in 1962, this essay argues that de Gaulle sought from 1958 to make Algeria a central plank of his diplomatic strategy. That strategy sought to transform the relationship with Algeria in order forit to become the key to a neo-colonial French community, the basis for French leadership in Europe and the foundation of a new relationship of equality with Britain and the United States. However, largely as a result of de Gaulle's own making this policy failed to materialise.  相似文献

Abstract

This article examines the ‘incremental/fair share model’ that was proposed by Alex Mintz in 1988 concerning the budget allocation of the U.S. Department of Defense. Although Mintz was unable to confirm the correctness of his model, this study demonstrated it to be statistically significant. In the statistical analyses, I used the two-stage least squares method and Durbin’s h-test to better scrutinize the model’s adequacy. Few previous studies have addressed the allocation of the U.S. defence budget; consequently, the incremental/fair-share model should constitute a starting point for further research on the U.S. defence budget allocation.  相似文献

ABSTRACT

This author wrote his doctorate thesis on post-conflict army reconstruction, submitting it in 2011. Continued research on the subject in the intervening seven years indicates that his theoretical propositions can be refined and improved. This article examines refinements to the model, and then applies those refinements in detail to the Afghan case. In so doing, it shifts the focus from potentially altruistic state-building to a case that was driven by pure national-strategic interests. Issues surrounding the liberal peace ideology dominate recent army reconstruction in conflict-affected states. The liberal peace underpinning is of supreme importance, so much so that in many discussions, it is internalised and accepted virtually without thought. This paper will advance the body of knowledge by establishing, for the first time, a theoretical basis for the widespread failure of army reconstruction in Afghanistan. The empirical basis builds on extensive previous research by other scholars. The resulting model can also be applied to better explain outcomes in other similar cases.  相似文献

This article examines the role of the Army in India in internal security duties during the inter-war years. It contends that the army's approach was much more pragmatic and nuanced than hitherto assumed. Evidence is presented to show that the army's internal security doctrine underwent far-reaching changes after the massacre in Amritsar in 1919. Thenceforth, minimum force became the central imperative and the other doctrinal principles served to reinforce it. The army also evolved a tactical drill which closely adhered to this doctrine. The article argues that the changing attitudes towards use of force are evident in the role of technology in internal security duties. Lastly, it examines the system of training which played a crucial role in ensuring compliance with the army's evolving approach to internal security.  相似文献

In an important and stimulating article, Stephan Frühling and Andrew O’Neil argue in favor of applying institutionalist theory to understand the alliance politics of U.S. nuclear weapons strategy. But what promise does institutionalist theory really hold in thinking about highly unequal alliances nested in their particular threat environments? I argue that much work remains to be done to determine how much better institutionalist variables explain intra-alliance dynamics over alternative arguments that emphasize power and interests. Balances of power and the nature of threat environments may already account for key aspects of extended deterrent relationships supported by the United States in Europe and Asia. Ironically, the implication of this more traditional interpretation of alliances is that more continuity than change will characterize how Donald Trump will manage U.S. security relationships as President.  相似文献

The defense establishments of all major powers are changing to reflect changes in the foundations of national security strategy and resource allocation. The authors believe economists should play an active role in formulating these changes and offer an orientation to the U.S. debate, presenting three major alternatives: the “Base Force” (Bush Administration), Mr. Aspin's Force “C,” and the “Low” Alternative (Prof. Kaufmann and Dr. Steinbruner). These alternatives are compared using first‐order measures of capabilities, budgets and risk. Budgetary estimates are based on newly‐developed analytical tools.  相似文献

Abstract

This article answers three questions: What is the nature of the Long War? How is progress (or lack thereof) to be assessed? Where is it likely to go next? An appreciation of Clausewitz shows that practical centers of gravity exist for the Long War, and that the conflict pivots upon the ability to persuasively link ideology to events via a strategic narrative. A close examination of an illustrative case study, the interaction between the US and the late Abu Musab al-Zarqawi in Iraq 2004 – 2006, shows that Al Qaeda has suffered a severe setback, but also that the nature of the war is set to shift yet again. Further tangible progress for the US requires waging the Long War as a global counterinsurgency based on a strategy of ‘selective identification’ (versus pure ‘disaggregation’) as well as an understanding of how to more effectively craft a strategic narrative.  相似文献

This article uses captured Iraqi state records to examine Saddam Hussein's reaction to US arms to sales to Iran during the Iran–Iraq War (the Iran/Contra scandal). These records show that ‘Irangate’ marked a decisive departure in Saddam's relations with the United States. Irangate reinforced Saddam's preexisting suspicions of US policy, convincing him that Washington was a strategic enemy that could not be trusted. Saddam concealed his anger to preserve a working relationship with the Reagan administration, but this episode nevertheless cemented his negative views of the United States and forged a legacy of hostility and mistrust that would inform his strategic calculus for years to come.  相似文献

Charles Ted Rutledge Bohannan (1914–1982) became an integral agent of US counterinsurgency operations during the early Cold War, contributing to both the success of the COIN effort to defeat the communist Huk insurgents in the Philippines and the stalled COIN efforts in Vietnam. In the early 1960s, he wrote a short and compact analysis of the US and Filipino experience of guerrilla warfare, from the Philippine–American war until the defeat of the Huk Rebellion. It was never published. Reprinted here, Bohannan's analysis of lessons learned makes a substantial contribution to the history of American ideas of unconventional warfare by an expert who contributed these lessons to the successful defeat of an insurgency in South East Asia.  相似文献

In modern warfare at and from the sea, logistics are crucially important to the implementation of strategy and conduct of operational campaigns. Between August 1943 and March 1944, a British joint service mission led by Major-General John Lethbridge travelled to North America, the Pacific, and India to study the organisation, equipment, and methods necessary for coming offensive operations against Japan. The British obtained valuable information from the Americans and connected with those countries of the British Empire most directly involved. The Lethbridge Mission's progress and findings informed evolving Admiralty planning for supporting naval forces to be sent to the Indian and Pacific Oceans in pursuance of British wartime strategy.  相似文献

Between 1957 and 1959 the West German company Telefunken and the Bonn government became prime targets in the French army's campaign against the Front de Libération Nationale's (FLN) efforts to establish communications networks. To the French military, the prevention of sales of Telefunken equipment to the FLN or its allies constituted a matter of strategic importance. To the Germans, it was an act of economic protectionism that exposed France's continued misgivings of Germany. The problem exerted a considerable strain between Paris and Bonn, and even threatened to harm German-Arab relations. The Telefunken affair thus highlights the Algerian war's international ramifications. It further reveals the responsibility of the French military in the internationalisation of that war.  相似文献

South Africa's military has, since the First World War, been an oft-used and effective tool in the conduct of South African foreign policy, but this role has not always translated into power for Defence Department principals in its formulation. South African Defence Ministers for most of the country's history have played a minor role in the making of foreign policy; despite a change in this dynamic between approximately 1975–1990, the post-apartheid era has once again seen a diminishment of Defence's power in this arena. This article examines why Defence Ministers have generally been such weak players, with an eye toward disaggregating whether this was a product of interpersonal relationships with Cabinet and – most importantly – the Head of State, or whether this influence (or lack thereof) was more a function of South Africa's international standing. While determining who has influence on this process is difficult given the primacy of the national leader in making foreign policy and a lack of insider accounts by participants in the process, this article relies upon several interviews with participants and knowledgeable observers that help illuminate the process and Defence's role in it.  相似文献

This article explores why the offensive predominates military tactical thinking. With survey results showing an offensive bias among 60 per cent of senior Swedish officers and as many as 80 per cent in the case of the army, it is clear that this is not just a problem of the past but is equally relevant today. The article asks why there is a tendency to perceive and understand offensive tactics as the preferred choice and the way to conduct battle that should be encouraged and preferred. Drawing on existing research and the findings of a pilot study, ten propositions for why the offensive bias exists are tested using a mixed-method approach. Based on the findings, the article develops a model to understand why the offensive dominates military tactical thinking. It is found that the two key constitutive factors behind the offensive bias are military culture and education. These factors most directly and profoundly influence an officer’s identity, perceptions, and thinking. Military culture and education, in turn, work as a prism for four other factors: military history, the theory and principles of war, doctrine and TTPs, and psychological factors.  相似文献

Recent scholarship has largely ignored systematic differences in the existential threats that nuclear-weapon possessors pose to other states. This study theorizes that the capacity to pose existential threats shapes nuclear-armed states’ willingness to use military force against one another. We explore three hypotheses regarding how nuclear-based existential threats can deter conflict or encourage it, including under the conditions proposed by the stability–instability paradox. We rely on a statistical analysis of nuclear-armed dyads from 1950 to 2001 and employ the Nuclear Annihilation Threat (NAT) Index to capture variation in the existential threats nuclear-armed states pose to one another. We find that being able to pose an existential threat to another state emboldens potential initiators to use military force but does not deter attacks. The emboldening effects are particularly strong under the hypothesized conditions of the stability–instability paradox. Our study provides unique contributions to ongoing debates over the political effects of nuclear weapons.  相似文献

As Chancellor of the Exchequer during the late 1920s, Winston Churchill was at the center of British strategic decision making about how to respond to the naval challenge posed by Japan's rise as a rival sea power. Churchill downplayed the likelihood of war with Japan. The leadership of the Royal Navy disagreed: they saw Japan as a dangerous threat to the security of the British Empire. Examining this dispute between Churchill and the Admiralty highlights the awkward political, economic, and strategic tradeoffs confronting British leaders between the world wars.  相似文献
