ABSTRACTRussian political leaders and military strategists are growing increasingly concerned about “strategic conventional weapons”—a broad category that appears to include all non-nuclear, high-precision, standoff weapons—and about long-range, hypersonic weapons, in particular. These concerns are complex and multifaceted (and, in some cases, contradictory), but chief among them are the beliefs that strategic conventional weapons could prove decisive in a major conflict and that Russia is lagging behind in their development. US programs to develop and acquire such weapons—namely, the Conventional Prompt Global Strike program—are of great concern to Russian strategists, who argue both that the United States seeks such weapons for potential use against Russia—its nuclear forces, in particular—and because strategic conventional weapons are more “usable” than nuclear weapons. Asymmetric responses by Russia include increased reliance on tactical nuclear weapons, efforts to enhance the survivability of its nuclear forces, and investments in air and missile defenses. There is also strong—but not completely conclusive evidence—that Russia is responding symmetrically by attempting to develop a long-range, conventionally armed boost-glide weapon. 相似文献

ABSTRACTThe United States and China are testing boost-glide weapons, long-range strike systems capable of flying at Mach 5 or faster through the upper atmosphere. For the United States, these systems would provide a conventional prompt global strike capability, which, together with US ballistic missile defense programs, Chinese experts regard as a threat to China's ability to conduct nuclear retaliation. This perception is encouraging the Chinese military to modify its nuclear posture in ways that tend to create greater risks for both sides. If China's own boost-glide systems are meant to carry nuclear payloads only, their deployment would not fundamentally alter the current situation between the two states. However, if they were conventionally armed or dual-purpose, or if the United States could not determine the payloads they carried, the deployment of Chinese boost-glide systems could compound problems of strategic stability created by the introduction of ballistic missile defense, antisatellite, and antiship ballistic missile capabilities. If the technical hurdles can be overcome, it may be difficult for the two sides to refrain from these deployments in the absence of strong mutual trust or an established arms-control relationship. New confidence-building measures and expanded mutual transparency are warranted to avoid creating new dangers. 相似文献

As the United States and Russia contemplate the next stage of nuclear arms reductions beyond the 2010 New Strategic Arms Reduction Treaty, another issue enters the agenda—that of the impact of possible deep reductions on the shape of the global nuclear balance. As the gap between the US/Russian arsenals and the arsenals of “second-tier” nuclear weapon states narrows, the familiar shape of the global balance, which remains, to a large extent, bipolar, is likely to change. The article explores the Russian approach to the relationship between further US-Russian reductions and the prospect of “nuclear multipolarity,” and assesses the relative weight of this issue in Russian arms control policy as well as the views on the two specific regional balances—the one in Europe (including UK and French nuclear weapons) and in Asia (the possible dynamic of the Russian-Chinese nuclear balance). 相似文献

This article critiques recent articles in Foreign Affairs and International Security that argue that in the foreseeable future the United States could acquire an assured first-strike capability vis-à-vis Russia and China thanks to technological improvements in U.S. nuclear delivery systems and a general decline in the numbers and capabilities of Russian nuclear forces. Notwithstanding these articles, this analysis finds that mutual deterrence will persist regardless of the scale of possible future imbalances because deterrence is a highly flexible phenomenon. The pertinent question is not whether the United States will be able, in a surprise first strike, to cripple severely Russian response capabilities, but whether political stakes in any foreseeable conflict could justify the risk of even a small retaliatory strike on the United States. This article also assesses whether the Foreign Affairs and International Security articles could inadvertently exacerbate an already highly charged anti-American sentiment in Russia, possibly laying the foundation for a revitalization and expansion of the Russian nuclear arsenal. 相似文献

Chinese writings on the workings of nuclear stability, deterrence, and coercion are thin and politicized. Nevertheless, it is possible to glean, from direct and inferential evidence, rather pessimistic conclusions regarding Chinese views of nuclear stability at low numbers. While China has been living with low numbers in its own arsenal for decades, today it views missile defense and advanced conventional weapons as the primary threat to nuclear stability. More generally, China views nuclear stability as wedded to political amity. Because none of these would be directly addressed through further US and Russian arsenal reductions, China is unlikely to view such reductions as particularly stabilizing. While there is little in Chinese writing to suggest lower US and Russian numbers would encourage a “race to parity,” there are grounds to worry about China becoming more assertive as it gains confidence in Beijing's own increasingly secure second-strike forces. 相似文献

The Obama administration has made a great effort to increase the role of advanced conventional weaponry in US national security thinking and practice, in part to help reinvigorate the global nuclear disarmament agenda by reducing the role played by nuclear weapons in the US defense posture. However, such a strategy is fundamentally flawed because increases in US conventional superiority will exacerbate US relative strength vis-à-vis other powers, and therefore make the prospect of a nuclear weapon-free world seem less attractive to Washington's current and potential nuclear rivals. Consequently, it is highly likely that the impact of efforts to increase US advanced conventional superiority through ballistic missile defense and a conventional “prompt global strike” program will ensure that the Obama administration is adopting a pathway to nuclear abolition on which it is the sole traveler for the foreseeable future. 相似文献

ABSTRACTWhereas much of the debate about the demise of the 1987 Intermediate-range Nuclear Forces (INF) Treaty has focused on the European context and Russia’s alleged treaty violations, Asia looms large in the minds of proponents of the United States’s immediate withdrawal from the treaty. For many proponents, the fast-changing military balance in Asia and China's conventionally armed missiles constitute a sufficient cause for withdrawal. What does the end of the INF Treaty bode for the US-China military balance? This article argues that, although there are some near-term benefits for the US position in the conventional military balance with China, the advantages offered by prohibited missiles are minor and can be readily substituted by extant capabilities that are compliant with the treaty. Given the negative implications of the end of the INF Treaty for the future of arms control, the costs and benefits of withdrawing from the treaty require further examination; the military balance in Asia is an unpersuasive rationale for withdrawing from an important part of the arms-control architecture. 相似文献

ABSTRACTRelations between the United States and Russia are in a prolonged downward spiral. Under these circumstances, cooperation on nuclear issues—once a reliable area of engagement even in difficult political environments—has all but completely halted. There are urgent reasons to find a way out of this situation, particularly the expiration of the New Strategic Arms Reduction Treaty in 2021. However, seemingly intractable disagreements about noncompliance with the Intermediate-range Nuclear Forces Treaty and US ballistic-missile defense, compounded by the Ukraine crisis, the conflict in Syria, and the accusations of Russian interference in the US election of 2016, threaten the future of arms control. Against this backdrop, policy makers and practitioners should identify ways to re-engage on nuclear issues now so they can be ready to implement them as soon as feasible. This article considers how the Comprehensive Nuclear-Test-Ban Treaty (CTBT) could serve as a platform for US–Russia cooperation on nuclear issues when circumstances permit. Taking into account the challenges posed by ongoing US non-ratification, it identifies a menu of CTBT-related activities short of ratification that the two countries could undertake together. ABSTRACTSince the end of the Cold War, arms control proponents tried to make the case for deep nuclear reductions and other forms of security cooperation as necessary for strategic stability. While different versions of strategic stability analysis did sometimes produce innovative proposals, constructive negotiations, and successful ratification campaigns in the past, this analytical framework has become more of a hindrance than a help. Treating arms control as a predominantly technical way to make deterrence more stable by changing force structure characteristics, military operations, relative numbers of weapons on either side, or total number of nuclear weapons gives short shrift to political factors, including the fundamental assumptions about world politics that inform different arms control logics, the quality of political relations among leading states, and the political processes that affect negotiation, ratification, and implementation. This article compares two logics for arms control as a means to enhance strategic stability, one developed by the Cambridge community in the 1960s and one used by the Reagan administration and its successors, with current perspectives on strategic stability in which flexibility and freedom of action are preferable to predictability and arms control. It also contrasts what the Barack Obama administration has tried to achieve through strategic stability dialogues with Russia and China with how they envision security cooperation. It then presents an approach developed during the Cold War by Hedley Bull for thinking about both the technical and the political dimensions of arms control, and suggests that the logic of Cooperative Security (which shares important features with Bull's approach) is a more appropriate and productive way to think about arms control in the twenty-first century than strategic stability analysis is. 相似文献

This article offers a survey of risks that might arise for strategic stability (defined as a situation with a low probability of major-power war) with the reduction of US and Russian nuclear arsenals to “low numbers” (defined as 1,000 or fewer nuclear weapons on each side). These risks might include US anti-cities targeting strategies that are harmful to the credibility of extended deterrence; renewed European anxiety about a US-Russian condominium; greater vulnerability to Russian noncompliance with agreed obligations; incentives to adopt destabilizing “launch-on-warning” strategies; a potential stimulus to nuclear proliferation; perceptions of a US disengagement from extended deterrence; increased likelihood of non-nuclear arms competitions and conflicts; and controversial pressures on the UK and French nuclear forces. Observers in North Atlantic Treaty Organization (NATO) states who consider such risks significant have cited four possible measures that might help to contain them: sustained basing of US nonstrategic nuclear weapons in Europe; maintaining a balanced US strategic nuclear force posture; high-readiness means to reconstitute US nuclear forces; and enhanced US and allied non-nuclear military capabilities. These concrete measures might complement the consultations with the NATO allies that the United States would in all likelihood seek with respect to such important adjustments in its deterrence and defense posture. 相似文献

President Barack Obama has outlined a course toward lower numbers of US nuclear weapons. Much attention has been paid to the US-Russian context, where deterrence is believed to be basically stable and conditions ripe for gradually reducing arsenals on both sides. But considerably less attention has been paid to the possible implications of lower nuclear numbers on other regions of the world and the reactions of both adversaries and US allies. If nuclear reductions are to be stabilizing and beneficial to security, reassurance and strengthened nonproliferation efforts in various regions need to accompany nuclear cuts. But the specific problems and remedies across regions vary. This article summarizes the results of a multi-author study. It concludes that regions with US allies and formal extended deterrence pledges may pose more vexing problems than those areas of the world without such close allies or commitments. 相似文献

The rise of China has been fuelled by a massive military modernisation programme relying, in large part, on the acquisition of foreign military equipment. The question of how the world’s major powers define their arms transfer policies towards China is therefore crucially important. This article makes two original contributions. First, drawing on neoclassical realism, it proposes an explanatory framework integrating international and domestic factors to explain variations in major powers’ arms transfers. This study examines the failures of the William J. Clinton and Barack Obama administrations to secure ratification of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). It applies an integrated analytical framework for assessing treaty ratification that builds upon previous research in order to understand why the Clinton administration failed to achieve CTBT ratification in 1999 and why the Obama administration has so far failed to advance the treaty in the Senate. The study concludes that CTBT ratification, despite Obama administration pledges of support, remains highly unlikely. 2014–2015 were years of turmoil for strategic relations, with Sino-Russian relations emerging as a particularly interesting set of ties to observe. This article asks whether recurrent Sino-Russian exhortations of friendship are mirrored by their strategic alignment in the defence and security realm, half a century after the end of the Sino-Soviet pact during the communist era. We examine the arms trade between the two countries and with regional partners, but also the recent pattern of bilateral and multilateral military exercises, as a combined test of the security and defence relationship. We are able to show that the image of friendship that both Moscow and Beijing like to promote, while apparent at the UN Security Council and within the BRICS group, remains constrained by rivalry in high-tech segments of the arms industry and by lingering concerns about the prospects of peer interference in their shared regional vicinity. 相似文献
