Nuclear deterrence is sometimes treated as a known quantity—a definite thing that keeps us safe and ensures our security. It has also often been used as a justification for possessing nuclear weapons. Nuclear deterrence, however, is based on an unexamined notion: the belief that the threat to destroy cities provides decisive leverage. An examination of history (including recent reinterpretations of the bombing of Hiroshima) shows that destroying cities rarely affects the outcome of wars. How is it possible that an action that is unlikely to be decisive can make an effective threat? Recent work on terrorism suggests that attacks against civilians are often not only ineffective but also counterproductive. And a review of the practical record of nuclear deterrence shows more obvious failures than obvious successes. Given this, the record of nuclear deterrence is far more problematic than most people assume. If no stronger rationale for keeping these dangerous weapons can be contrived, perhaps they should be banned.  相似文献

Several years ago, Ward Wilson presented in this journal a wide-ranging challenge to what every generation of national security scholars and practitioners since the end of World War II has been taught about nuclear weapons. He asserted that nuclear deterrence amounts to far less than its proponents have claimed and provocatively suggested that nuclear deterrence is a myth. Relying upon both empirical and theoretical objections to nuclear deterrence, he concluded that its failures were clear-cut and indisputable, whereas its successes were speculative. Yet in spite of a flourishing trade in scholarly articles, think tank reports, blog posts, and opinion pieces concerning nuclear deterrence, nobody—including nuclear weapons scholars—has ventured more than a limited critique of Wilson's essay. There are, however, serious shortcomings in Wilson's arguments—deficiencies that make his essay an unpersuasive brief against nuclear deterrence. Wilson's thesis could be correct. His arguments, however, are unlikely to persuade any skeptical members of Congress, upon whom future progress in arms control depends, to reconsider the value they attach to nuclear weapons and nuclear deterrence.

Responding to Derrin Culp's critique, the author argues that distinguished nuclear theorists may be wrong because groups of experts have been wrong in the past, that city attacks are central to nuclear deterrence theory because killing civilians en masse is what nuclear weapons do best, and that understanding how effective city attacks would be in war is crucial to understanding how well they would work as threats. Moreover, while it is undeniable that nuclear deterrence works some of the time, this simply is not good enough. Because any failure of nuclear deterrence could end in catastrophic nuclear war, nuclear deterrence must be perfect or almost perfect. This is a very difficult standard to reach.  相似文献

The prospect of the United States continuing to reduce the size of its nuclear arsenal to “very low numbers” has raised questions in Japan and South Korea, where US extended deterrence guarantees are premised on the “nuclear umbrella.” In both countries, however, concerns focus less on numerical arsenal size than on the sufficiency of specific nuclear and non-nuclear capabilities to meet evolving threats and on the degree of broader US commitment to these alliances. This article assesses developments in US-Japan and US-South Korea relationships in response to the Obama administration's nuclear disarmament policies, focusing on how the evolutionary course of those relationships may in turn condition prospects for sustaining this US nuclear policy direction. The analysis finds that the challenges of deterrence credibility and allied reassurance are difficult and long-term, but also that US nuclear arsenal size is secondary to broader political, strategic, and military factors in meeting these challenges. The evaluation concludes that strong alliance relationships and strategic stability in East Asia can be maintained while the size of the US nuclear arsenal continues to decline, but also that deterioration of these relationships could imperil core US nuclear policy and nonproliferation objectives.  相似文献

France still sees its nuclear arsenal as essential both as insurance against future major risks and as support for an independent foreign policy. There is a wide consensus in the country to maintain a nuclear deterrent, both among political parties and the general public. A modernization program is under way that will ensure the continued efficacy of the French nuclear force well into the 2030s, and France has adopted a fairly restrictive interpretation of its disarmament commitments under the Treaty on the Non-Proliferation of Nuclear Weapons. This suggests that the likeliest future direction of France's nuclear policy is conservatism. However, other scenarios remain possible, especially in the domain of transatlantic and/or European cooperation.  相似文献

This article applies the concept of nuclear ambivalence to the case of the Islamic Republic of Iran. Nuclear ambivalence differs from other approaches to understanding nuclear proliferation in that it focuses on the deeply misunderstood relationship between the two potential uses of nuclear power: energy and weapons. According to this theory, the civilian applications of nuclear technology cannot be separated from the potential military applications and vice versa. Ambivalence, therefore, extends into the realm of states’ nuclear intentions, making it impossible to know with certainty what a potential proliferator's “true” intentions are. This article will demonstrate that the concept of nuclear ambivalence applies in the case of Iran, suggesting that current international nonproliferation efforts run the risk of encouraging rather than discouraging Iranian weaponization. The final section outlines recommendations for policy makers to reverse this counterproductive nonproliferation approach.  相似文献

Significant nuclear reductions by the United States can affect other states in one of five ways: by directly altering their strategic calculations and postures; by indirectly altering their strategic calculations and postures by affecting the behavior of third-party states; by undermining formal US deterrence commitments; by eroding the United States's perceived ability to provide “informal” deterrence through the maintenance of an active global presence; and by creating normative pressure for states to emulate US nuclear reductions. Only the erosion of “informal” deterrence is likely to affect South Asia; to the extent that significant US nuclear reductions affect South Asia, then, their impact is likely to be destabilizing.  相似文献

This article offers a survey of risks that might arise for strategic stability (defined as a situation with a low probability of major-power war) with the reduction of US and Russian nuclear arsenals to “low numbers” (defined as 1,000 or fewer nuclear weapons on each side). These risks might include US anti-cities targeting strategies that are harmful to the credibility of extended deterrence; renewed European anxiety about a US-Russian condominium; greater vulnerability to Russian noncompliance with agreed obligations; incentives to adopt destabilizing “launch-on-warning” strategies; a potential stimulus to nuclear proliferation; perceptions of a US disengagement from extended deterrence; increased likelihood of non-nuclear arms competitions and conflicts; and controversial pressures on the UK and French nuclear forces. Observers in North Atlantic Treaty Organization (NATO) states who consider such risks significant have cited four possible measures that might help to contain them: sustained basing of US nonstrategic nuclear weapons in Europe; maintaining a balanced US strategic nuclear force posture; high-readiness means to reconstitute US nuclear forces; and enhanced US and allied non-nuclear military capabilities. These concrete measures might complement the consultations with the NATO allies that the United States would in all likelihood seek with respect to such important adjustments in its deterrence and defense posture.  相似文献

In No Use: Nuclear Weapons and U.S. National Security Policy, Thomas M. Nichols calls for a constructive rethinking about the history of nuclear weapons and the attitudes that have grown up around them. Despite dramatic reductions since the end of the Cold War, the United States still maintains a robust nuclear triad that far exceeds the needs of realistic deterrence in the twenty-first century. Nichols advocates a new strategy of minimum deterrence that includes deep unilateral reductions to the US nuclear arsenal, a no-first-use pledge, withdrawing US tactical nuclear weapons from Europe, and ending extended nuclear deterrence for allies. The weakest part of his argument eschews nuclear retaliation against small nuclear states that attack the United States, opting instead to use only conventional weapons to guarantee regime change. He admits this will entail enormous cost and sacrifice, but cites the “immorality” of retaliating against a smaller power with few targets worthy of nuclear weaponry, which totally ignores the massive underground facilities constructed to shield military facilities in many of these states. Despite this, Nichols's thoughtful approach to post-Cold War deterrence deserves thoughtful consideration.  相似文献

ABSTRACT

The extended deterrence relationships between the United States and its allies in Europe and East Asia have been critical to regional and global security and stability, as well as to nonproliferation efforts, since the late 1950s. These relationships developed in different regional contexts, and reflect differing cultural, political and military realities in the US allies and their relations with the United States. Although extended deterrence and assurance relations have very different histories, and have to some extent been controversial through the years, there has been a rethinking of these relations in recent years. Many Europeans face a diminished threat situation as well as economic and political pressures on the maintenance of extended deterrence, and are looking at the East Asian relationships, which do not involve forward deployed forces as more attractive than NATO’s risk-and-burden-sharing concepts involving the US nuclear forces deployed in Europe. On the other hand, the East Asian allies are looking favorably at NATO nuclear consultations, and in the case of South Korea, renewed US nuclear deployments (which were ended in 1991), to meet increased security concerns posed by a nuclear North Korea and more assertive China. This paper explores the history of current relationships and the changes that have led the allies to view those of others as more suitable for meeting their current needs.  相似文献

Regrettably, moral arguments are largely absent from the current debate on nuclear disarmament. Indeed, complementing politico-strategic thinking with ethical categories could significantly strengthen the abolitionist call. To fill the gap, this article analyzes the evolution of the nuclear ethics of the Roman Catholic Church and especially its position on nuclear deterrence. If this strategy was granted interim and strictly conditioned moral acceptance during the Cold War, nuclear deterrence is today increasingly considered ineffective, an obstacle to genuine disarmament, and hence morally unjustifiable. In the new security context, the conditions for the Catholic Church's “interim nuclear ethics” have altered, and nuclear disarmament has become a feasible option and an alternative strategy to deterrence.  相似文献

Claims that China is the only nuclear power currently expanding its arsenal fail to take into account the technical, historical, and bureaucratic realities that shaped China's nuclear posture and drive its ongoing modernization. China's strategic modernization is largely a process of deploying new delivery systems, not designing new nuclear warheads; the majority of its new missiles are conventionally armed. Today, China maintains the smallest operationally deployed nuclear force of any of the legally recognized nuclear weapon states, operates under a no-first-use pledge, and keeps its warheads off alert. The modernization of China's delivery systems is the culmination of a decades-long plan to acquire the same capabilities deployed by the other nuclear powers. U.S. concerns about this modernization focus too much on deterring a deliberate Chinese attack and ignore the risk that modernized U.S. and Chinese forces could interact in unexpected ways during a crisis, creating uncontrollable escalatory pressures. To manage this risk, Washington should assure Chinese leaders that it does not seek to deny China's deterrent, in exchange for some understanding that China will not seek numerical parity with U.S. nuclear forces.  相似文献
