This article uses a geographic approach to examine one aspect of the nuclear black market: the coordinators who bring buyers and sellers together, and transport goods between them. The most important factor in determining the geographical structure of a proliferation network is the network coordinator's access (or lack thereof) to unique state resources. Coordinators with access to state resources and prerogatives can avoid embedding themselves in hostile countries or relying on commercial infrastructure, often leading to territorially diffuse logistical networks. Coordinators without such access are forced to rely on commercial infrastructure and favorable local political, economic, and social conditions, often resulting in territorially centralized logistical networks. This is illustrated through case studies of Abdul Qadeer Khan's supply networks to Pakistan, Libya, and Iran. The article concludes with some observations about the implications of a geographical approach for understanding nuclear proliferation networks.  相似文献

This article examines Kazakhstani nuclear decision making from December 1991 to May 1992. The study is based on unique archival data and reveals how Kazakhstan's policy makers solved a nuclear dilemma that the nation faced in its first years of independence. The article reconstructs the internal policy-making process behind the decision made by President Nursultan Nazarbayev and his circle of advisors to accept non-nuclear status. The author argues that Almaty elaborated a deliberately ambivalent strategy toward the republic's nuclear status with the aim of maximizing the state's strategic interests. The article reviews external pressures affecting Nazarbayev's course of action and discusses policy options articulated during this period.  相似文献

In reply to Ward Wilson's response, the author notes that Wilson's current position about the effectiveness of nuclear deterrence is relatively agnostic compared to his original essay and that he now uses a much finer brush to define his qualms about nuclear deterrence. The perfectibility, rather than the existence of nuclear deterrence, is the paramount issue. The author also contends that in remaining fixated on civilian deaths and using Hiroshima and Nagasaki as his litmus test, Wilson fails to adequately consider whether there are other potential nuclear harms—fundamentally different in scale, scope, and moral and existential ramifications—that potentially can terrify societies enough to make nuclear deterrence a perfect or nearly perfect mode of security.  相似文献

ABSTRACT

The recent use of chemicals in warfare in Syria and Iraq illustrates that, despite the important work of the 1997 Chemical Weapons Convention (CWC), the world has not yet been totally successful in stopping the use of indiscriminate toxic agents in conflicts, either by states or non-state actors. Michael Crowley's excellent and timely new book, Chemical Control, analyzes the use of “riot control agents” (RCAs) and “incapacitating chemical agents” (ICAs), including launch and dispersal systems, by police, paramilitary, and military forces over the last decades and raises the challenging question about where the red line might be drawn between banned and permitted uses of chemicals. He discusses this problem not only in the context of the CWC, which allows use of RCAs for civilian riot control, but also in the context of international law, human rights, and criminal justice, including the Biological and Toxin Weapons Convention and other disarmament and abolition regimes. He proposes a “holistic, three-stage approach” to addressing this issue “for effective regulation or prohibition of the weapon or weapon-related technology of concern.” As we approach the global abolition of a whole class of weapons of mass destruction in the next decade or even sooner, Chemical Control is helpful in better understanding and solving the dilemma of what's actually banned or permitted under international law, and precluding states undermining the chemical weapons ban.  相似文献

ABSTRACT

There is a lingering disagreement among scholars on how the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) affects nonproliferation and disarmament outcomes. Drawing on constructivist scholarship on international norms, this article examines the extent of the NPT's effect in the case of Ukraine's nuclear disarmament. In the wake of the Soviet Union's collapse, Ukraine found itself host to the world's third largest nuclear arsenal. Despite Ukraine's initial commitment to become a non-nuclear state, it proceeded along a difficult path toward NPT accession. Most controversial and directly at odds with the NPT was Ukraine's claim to ownership of its nuclear inheritance as a successor state of the Soviet Union. This article argues that, while much domestic discourse about the fate of these nuclear weapons was embedded in the negotiation of Ukraine's new identity as a sovereign state vis-à-vis Russia and the West, the NPT played an important, structural role by outlining a separate normative space for nuclear weapons and providing the grammar of denuclearization with which Ukraine's decision makers had to grapple.  相似文献

ABSTRACT

There have been calls for the abolition of nuclear weapons from the day they were invented. Over the last fifteen years, some indications can be found that such calls have been getting louder, among them Barack Obama's famous 2009 speech in Prague. In this article, we investigate if support for a comprehensive norm that would prohibit development, possession, and use of nuclear weapons is really growing. To assess the current status of that norm, we use the model of a “norm life cycle,” developed by Martha Finnemore and Kathryn Sikkink. We then analyze 6,545 diplomatic statements from the review process of the Treaty on the Non-Proliferation of Nuclear Weapons as well as from the UN General Assembly First Committee on Disarmament and International Security, covering the years 2000 to 2013. The evidence shows that a comprehensive prohibition can be considered an emerging international norm that finds growing support among states without nuclear weapons and nuclear weapon states alike. Only a core group of states invoke the norm consistently, however. This leads us to conclude that the “tipping point” of the life cycle, at which adherence to a new norm starts to spread rapidly, has yet to be reached.  相似文献

Pakistan, the fastest growing nuclear weapon state in the world, has established over the last decade a nuclear management system it holds to be “foolproof.” Despite the explosion of radical groups challenging the writ of the state, it dismisses concerns by critics that its nuclear weapons are not safe and secure as “preposterous” and an attempt to “malign” the state. This article examines Pakistan's nuclear management system in four functional areas: command-and-control, physical security, nuclear surety, and doctrine. It describes what is publicly known in each area, identifies areas of omission and inadequacy in each one, and examines several premises of the nuclear program the author considers to be unfounded. Comparing these deficiencies in Pakistan's nuclear management system to the current problems plaguing the US nuclear management system, the author concludes that complacency and unfounded confidence in the efficacy of such programs, if not addressed and corrected, could lead to a future nuclear catastrophe in South Asia.  相似文献

Several years ago, Ward Wilson presented in this journal a wide-ranging challenge to what every generation of national security scholars and practitioners since the end of World War II has been taught about nuclear weapons. He asserted that nuclear deterrence amounts to far less than its proponents have claimed and provocatively suggested that nuclear deterrence is a myth. Relying upon both empirical and theoretical objections to nuclear deterrence, he concluded that its failures were clear-cut and indisputable, whereas its successes were speculative. Yet in spite of a flourishing trade in scholarly articles, think tank reports, blog posts, and opinion pieces concerning nuclear deterrence, nobody—including nuclear weapons scholars—has ventured more than a limited critique of Wilson's essay. There are, however, serious shortcomings in Wilson's arguments—deficiencies that make his essay an unpersuasive brief against nuclear deterrence. Wilson's thesis could be correct. His arguments, however, are unlikely to persuade any skeptical members of Congress, upon whom future progress in arms control depends, to reconsider the value they attach to nuclear weapons and nuclear deterrence.

Though historians debate whether Eisenhower seriously pursued a nuclear test ban agreement at the close of his presidency, few have closely examined his consideration of the issue during his first term in office. Publicly, his administration ridiculed Democratic presidential candidate Adlai E. Stevenson's highly publicized test ban proposal in 1956. In fact, Eisenhower's private inclination to ban testing antedated Stevenson's campaign proposal by two years. A review of the administration's techniques of countering Stevenson's test ban proposal reveals the use of heated rhetoric, clever deception, and outright lies to manipulate public understanding of the test issue and to conceal the depth of Eisenhower's own sincere desire to limit, or even cease, tests.  相似文献

In 1897 and 1898, Winston Churchill participated in what late Victorian Britain termed ‘small wars’, first on India's northwest frontier and then in the vast wasteland of the Sudan. Churchill chronicled his experiences in these conflicts in personal letters, dispatches to newspapers, and in his first two books, The Story of the Malakand Field Force and The River War. These writings provide a snapshot of a particular period in the formative years of the great statesman, demonstrating through Churchill's eloquent analyses many of the contradictions concerning the conduct of small wars that have emerged in the present era.  相似文献

The ultimate goal of Iran's nuclear programme remains uncertain. While the nuclear reactor of Bushehr has finally been connected to the power grid, the nuclear fuel enrichment activities and their location cause concern to the international community. Thirty years of nuclear investments demonstrate a negative cost–benefit analysis: technical constraints and economic and infrastructural requirements constitute a burden on the implementation of a nuclear programme. Due to expanding and increasing religious extremism and terrorism coupled with political instability in Pakistan, most western observers believe that Pakistan's nuclear weapons are not secure and could be taken over by terrorists. This would have adverse implications for the region and for global peace, especially for the security of USA and Europe. This article argues that this perception is based on a flawed understanding and knowledge of how Pakistan's command and control setup has evolved and operates. Pakistan's nuclear weapons are as safe as any other state's nuclear weapons. Pakistan has also been active in supporting and participating in global efforts to improve nuclear safety and security. Over the years, Pakistan has been quite open in sharing information regarding how it is improving its command and control system with western governments as well as scholars. This article argues that the steps Pakistan has taken to secure its nuclear weapons are adequate and that Pakistan would continue to further strengthen these measures; however, it is the expanding religious extremism, terrorism and anti-Americanism in the country which make the international perception of Pakistan extremely negative and then seep into the perception of Pakistan's nuclear weapons safety and security.  相似文献

Post-Cold War “lab-to-lab” collaborations on unclassified scientific issues between U.S. and Russian nuclear weapons laboratories set the stage for bilateral cooperation in materials control and other nuclear areas. They also became the major element in a cooperative process initiated by a Presidential Decision Directive to ensure Russia's compliance with the Comprehensive Nuclear-Test-Ban Treaty. These collaborations have always been highly favored by leaders of the Russian nuclear weapons complex—the same leaders who oversee Russia's participation in various government-to-government programs. This article reviews these collaborations and examines the possibility that U.S. rebuffs of Russian proposals and the U.S. failure to keep promises of expanded collaboration could contribute to Russia's reluctance in major programs and even lead to a return to nuclear testing by Russia. The author argues that a renewed U.S. commitment to the process should be an immediate goal of the Obama administration and is an essential step in re-engaging Russia to solve the nuclear problems remaining from the Cold War. During the 2016 American presidential campaign, Democrats and Republicans alike repeatedly raised concerns at the prospect of Donald Trump being in charge of America’s nuclear arsenal based on his seemingly unstable personality. Unfortunately, this emphasis on Trump’s character distracted attention from any in-depth investigation into his long-standing interest in nuclear issues. This article seeks to remedy this shortcoming by highlighting the nuclear legacy Trump will inherit from Obama, surveying his statements on nuclear issues over more than three decades, and providing an analysis of constraining factors on his administration’s nuclear agenda, particularly domestic institutions. It finds that most of Trump’s views on nuclear issues are relatively consistent with past Republican presidents. Where he is unique, however, is in his use of social media, which has potential implications on nuclear signaling.  相似文献

ABSTRACT

South Africa's nuclear disarmament is a unique historical case, notable in part for the dramatic shift from deception to cooperation. The unprecedented transparency it demonstrated in order to convince the international community of the veracity of their disarmament is heralded as an exemplar for verifiable denuclearization. Less known is how this case affords insights into how a nuclear weapon program can be clandestinely hidden by the ambiguity provided by an otherwise completely legitimate, peaceful, nuclear energy program. Using a variety of open sources, including newly declassified internal South African and US government reports, it can be shown that South Africa employed a variety of deceptive tactics before it disarmed, and even for nearly two years after becoming a signatory to the Treaty on the Non-Proliferation of Nuclear Weapons. This article reviews that information to derive instructive lessons on the lengths that a nuclear proliferant state might go to conceal its true capabilities and intentions, and to thwart international discovery of the existence and full extent of an existing—or, in this case, a former—nuclear weapon program.  相似文献

ABSTRACT

Since the 1950s, the United States has engaged in nuclear sharing with its NATO allies. Today, 150-200 tactical nuclear weapons remain on European soil. However, the Treaty on the Non-proliferation of Nuclear Weapons (NPT) prohibits the transfer of nuclear weapons to non-nuclear weapon states. The potential discrepancy between text and practice raises the question of how the NPT's negotiators dealt with NATO's nuclear-sharing arrangements while drafting the treaty that would eventually become the bedrock of the international nonproliferation regime. Using a multitiered analysis of secret negotiations within the White House National Security Council, NATO, and US-Soviet bilateral meetings, this article finds that NATO's nuclear-sharing arrangements strengthened the NPT in the short term by lowering West German incentives to build the bomb. However, this article also finds that decision makers and negotiators in the Lyndon B. Johnson administration had a coordinated strategy of deliberately inserting ambiguous language into drafts of Articles I and II of the Treaty to protect and preserve NATO's pre-existing nuclear-sharing arrangements in Europe. This diplomatic approach by the Johnson administration offers lessons for challenges concerning NATO and relations with Russia today.  相似文献

This article is an extended book review of the Turkish book Commanders' Front (Komutanlar Cephesi, Istanbul: Detay Publishing, 2007), written by prominent Turkish journalist Fikret Bila, who compiled a series of interviews with retired Turkish military commanders and two former presidents. It provides a foreign perspective on counterinsurgency/terrorism strategies and lessons learned from Turkey's small war against the Kurdistan Workers' Party (PKK). The interviews reveal the generals' views on Turkey's long-standing fight with the PKK, discussing topics ranging from the social aspect of the PKK problem to mistakes made in arming local militia. In addition, it presents the Turkish perspective on US policy in Iraq.  相似文献

In February 2012, Iran announced its willingness to resume negotiations with the Western powers. This statement followed in the wake of a damning report by the International Atomic Energy Agency (IAEA) Board of Governors and the imposition of additional sanctions by the international community on an Iranian economy already under pressure. Tehran's announcement also coincided with increased speculation regarding an Israeli military strike on Iranian nuclear facilities. At the same time, however, this seemingly positive step appeared to be undermined by Iran's concomitant announcement that “huge” technical progress has been made on Iran's nuclear programme. This article will explore the significance of the recent political, diplomatic and technical developments in the Iranian nuclear affair and situate them in the broader context of Tehran's nuclear strategy. The analysis will assess the potential for this latest phase in the Iranian nuclear crisis to reverse Iran's current trajectory and initiate a rapprochement between Iran and Western powers.  相似文献
