Current U.S. nuclear weapons strategy, force structure, and doctrine contribute to the threat of nuclear terrorism in several ways. First, the U.S. nuclear stockpile presents opportunities for nuclear terrorists to seize the materials they need. Second, U.S. nuclear forces remain a key justification for Russia's maintenance of similar nuclear forces that are less well protected. Third, America's continued embrace of nuclear weapons encourages and legitimizes other states to seek nuclear weapons that they will have difficulty securing from terrorists. The national security interests of the United States would be better served by a strategy to shrink the global footprint of nuclear weapons and provide the highest possible levels of security for the most minimal possible deterrent forces. Given the inability to secure nuclear weapons and materials perfectly or to eliminate terrorism in the foreseeable future, reducing the global inventory of nuclear weapons and materials is the most reliable way to reduce the chances of nuclear terrorism. 相似文献

Nuclear deterrence is sometimes treated as a known quantity—a definite thing that keeps us safe and ensures our security. It has also often been used as a justification for possessing nuclear weapons. Nuclear deterrence, however, is based on an unexamined notion: the belief that the threat to destroy cities provides decisive leverage. An examination of history (including recent reinterpretations of the bombing of Hiroshima) shows that destroying cities rarely affects the outcome of wars. How is it possible that an action that is unlikely to be decisive can make an effective threat? Recent work on terrorism suggests that attacks against civilians are often not only ineffective but also counterproductive. And a review of the practical record of nuclear deterrence shows more obvious failures than obvious successes. Given this, the record of nuclear deterrence is far more problematic than most people assume. If no stronger rationale for keeping these dangerous weapons can be contrived, perhaps they should be banned. 相似文献

There are important similarities between the pattern of behavior Karl Marx identified with respect to commodities—a pattern he called “fetishism”—and the pattern of behavior identified in this article with respect to military force. Marx identified money as the mature expression of commodity fetishism; the author identifies nuclear weapons as the mature expression of the fetishism of force. As such, nuclear weapons function as the currency of power in the international system. This article lays out a theory of nuclear fetishism by adapting four themes that are characteristic of the pattern of behavior known as fetishism: materiality, historicality, efficacy, and reification. By applying these categories to the fetishism of nuclear weapons, the author shows that nuclear weapons represent a new social form consistent with, yet distinct from, other fetish objects. 相似文献

As the United States and Russia contemplate the next stage of nuclear arms reductions beyond the 2010 New Strategic Arms Reduction Treaty, another issue enters the agenda—that of the impact of possible deep reductions on the shape of the global nuclear balance. As the gap between the US/Russian arsenals and the arsenals of “second-tier” nuclear weapon states narrows, the familiar shape of the global balance, which remains, to a large extent, bipolar, is likely to change. The article explores the Russian approach to the relationship between further US-Russian reductions and the prospect of “nuclear multipolarity,” and assesses the relative weight of this issue in Russian arms control policy as well as the views on the two specific regional balances—the one in Europe (including UK and French nuclear weapons) and in Asia (the possible dynamic of the Russian-Chinese nuclear balance). 相似文献

Russian naval nuclear fuel and reactors pose both proliferation and environmental threats, ranging from the possible theft of highly enriched uranium fuel to the radioactive contamination of the environment, whether due to accident, neglect, or sabotage. Current conditions at Russian naval bases, together with a history of accidents and incidents involving Russia's nuclear fleet, make a convincing case for the large-scale assistance that the G8 is now providing to improve the safety and security of Russian naval reactors and fuel. However, virtually no data has been released to allow accurate, reliable, and independent analysis of reactor and fuel properties, risking misguided international efforts to assist in the areas of nuclear cleanup, nonproliferation, and security. This article identifies and assesses relevant properties and developments related to reactor and fuel design, provides a comprehensive presentation of Russian nuclear naval technologies, and examines technological trends in the context of proliferation and environmental security. 相似文献

How do we assess the health of international regimes? Many analysts have insisted recently that the nuclear nonproliferation regime is in urgent need of repair or that it should even be discarded because of its supposed ineffectiveness. However, it is essential that statements about the regime being in crisis be scrutinized for veracity and utility. While the spread of nuclear weapons poses an undeniable and serious threat to international security, a mistaken crisis mentality with respect to the regime could lead to rash attempts to alter it in unnecessary or ineffective ways or, at worst, to discard it completely. This paper returns to a theoretical framework that differentiates regimes, across both issue areas and time, to provide a more specified evaluation of regime health. By disaggregating the nuclear nonproliferation regime and assessing the individual and interactive health of multiple dimensions, a number of dimension-specific, regime-strengthening policy recommendations emerge. 相似文献

In his 2009 Prague speech and the 2010 Nuclear Posture Review, President Barack Obama committed the United States to take concrete steps toward nuclear disarmament while maintaining a safe, secure, and effective nuclear deterrent. There is an inherent tension between these two goals that is best addressed through improved integration of nuclear weapons objectives with nuclear arms control objectives. This article reviews historical examples of the interaction between the two sets of objectives, develops a framework for analyzing opportunities for future integration, and suggests specific ideas that could benefit the nuclear weapons enterprise as it undergoes transformation and that could make the future enterprise compatible with a variety of arms control futures. 相似文献

Although globalization has created opportunities for nuclear and biological proliferation dangers to take root and grow, it also has opened the door to new solutions. Original ideas and approaches are needed to develop a stronger, more flexible next-generation nonproliferation strategy that accounts for the increasingly important integration of economic, political, and technological issues. The foundation of this strategy should focus on tapping the power of market-based mechanisms, understanding how commercially driven decisions affect proliferation threats, establishing new partnerships, and forging cohesion among the current nonproliferation mechanisms. The implementation of such a strategy will require forceful leadership, a cultural shift from both policymakers and the range of stakeholders, and consensus building within the international community. 相似文献

The United States faces a series of strategic and policy conundrums as it attempts to promote strategic stability in the Persian Gulf and the wider Middle East. This article examines the relationship between a reduced US nuclear arsenal and strategic stability in the Persian Gulf and the Middle East. It argues that a series of interrelated political and military factors play a much more significant role in regional security and stability than the US strategic arsenal, which has never, with a few extraordinary exceptions, played a direct role in maintaining regional security. The United States has constructed a system of regional stability based on conventional deterrence and defense that has seen it forward base forces at various installations in the region in combination with efforts to arm, train, and equip host-nation militaries. Nuclear weapons have never played a prominent role in this regional system. Evidence presented in this article suggests that there is no compelling reason for the United States to abandon and/or modify the defensive system of conventional deterrence and defense by adding nuclear-backed guarantees to the mix. 相似文献

The Obama administration has made a great effort to increase the role of advanced conventional weaponry in US national security thinking and practice, in part to help reinvigorate the global nuclear disarmament agenda by reducing the role played by nuclear weapons in the US defense posture. However, such a strategy is fundamentally flawed because increases in US conventional superiority will exacerbate US relative strength vis-à-vis other powers, and therefore make the prospect of a nuclear weapon-free world seem less attractive to Washington's current and potential nuclear rivals. Consequently, it is highly likely that the impact of efforts to increase US advanced conventional superiority through ballistic missile defense and a conventional “prompt global strike” program will ensure that the Obama administration is adopting a pathway to nuclear abolition on which it is the sole traveler for the foreseeable future. 相似文献

An increasing number of countries recognize the special risks of nuclear terrorism associated with the civilian use and storage of and commerce in highly enriched uranium (HEU). They are especially concerned that non-state actors might gain access to HEU and use it to build and detonate improvised nuclear devices. The risk is aggravated by the very large global stocks of HEU, some of which are inadequately protected. Although HEU has few commercial uses, and most experts believe it is technically feasible to substitute low-enriched uranium for HEU in nearly all civilian applications, efforts to reduce HEU stocks have been impeded by a variety of economic, political, and strategic considerations. This article uses a geographic approach to examine one aspect of the nuclear black market: the coordinators who bring buyers and sellers together, and transport goods between them. The most important factor in determining the geographical structure of a proliferation network is the network coordinator's access (or lack thereof) to unique state resources. Coordinators with access to state resources and prerogatives can avoid embedding themselves in hostile countries or relying on commercial infrastructure, often leading to territorially diffuse logistical networks. Coordinators without such access are forced to rely on commercial infrastructure and favorable local political, economic, and social conditions, often resulting in territorially centralized logistical networks. This is illustrated through case studies of Abdul Qadeer Khan's supply networks to Pakistan, Libya, and Iran. The article concludes with some observations about the implications of a geographical approach for understanding nuclear proliferation networks. 相似文献

The stage may be set for what could be a historic turning point in America's reliance on nuclear weapons to meet its fundamental national security interests. Proponents of a refurbished nuclear stockpile and infrastructure are convinced that nuclear weapons will remain central to U.S. security interests, yet they admit that there is no national consensus on the need for and role of nuclear weapons. Nuclear opponents are gravely concerned that to the extent nuclear refurbishment creates a global perception that nuclear weapons remain essential instruments, it will eviscerate nuclear nonproliferation measures precisely at a time when nuclear ambitions are growing. Moreover, opponents see deterrence through advanced conventional weapons as decisively more credible than any nuclear alternative. With hopes of elevating discourse to the national level, this article examines the key current arguments pro and con within the specialist community and forecasts changes in the U.S. nuclear arsenal over the next decade. The U.S. Congress, charged with overseeing U.S. nuclear weapons policy and programs, usually addresses such policies and programs through the annual authorization and appropriations process, focusing mostly on questions of how many and what types of weapons the United States should deploy, with little attention paid to questions about nuclear weapons strategy, doctrine, and policy. The oversight process has brought about some significant changes in the plans for U.S. nuclear weapons, including the elimination of funding for the Robust Nuclear Earth Penetrator study and the shift of that funding into a study of the Reliable Replacement Warhead. But with the focus on authorizations and appropriations, along with the divided jurisdiction over nuclear weapons policy and programs in congressional committees, Congress has not, either recently or during the Cold War and post–Cold War eras, conducted a more comprehensive review of U.S. nuclear weapons strategy, policy, or force structure. Changes in committee jurisdictions could affect the oversight process, but as long as nuclear weapons policy and programs remain a relatively low priority for most members of Congress, and the country at large, it is unlikely that Congress will pursue such a comprehensive debate. 相似文献
