In two landmark articles, longtime scholars Kenneth N. Waltz and Thomas C. Schelling have re-emphasized the utility of nuclear deterrence over nuclear nonproliferation (Waltz) and nuclear disarmament (Schelling). While the thrust of the articles is seemingly different, both are rooted in the same intellectual ground: an epistemology that assumes problem-free inferences, drawn from past experiences, are applicable in future scenarios; a foundational rooting in strategic rationality that entangles them in unsolvable contradictions concerning comparable risks of different nuclear constellations, namely deterrence versus proliferation and disarmament; and a bias in framing the empirical record that makes nuclear deterrence more conducive to security than nuclear disarmament. The common normative-practical denominator, then, is to let a nuclear weapon-free world appear both less desirable and less feasible than it might actually be. 相似文献

After the conclusion of the 2008 Preparatory Committee (PrepCom) for the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Nonproliferation Review interviewed Ambassador Yukiya Amano of Japan, who presided over the 2007 session of the PrepCom in Vienna. He provided valuable insights into his preparations for the PrepCom and shared his thoughts on some of the most pressing issues that confronted his chairmanship and the PrepCom as a whole. This article examines the positions held by Brazil under the administration of Luiz Inácio Lula da Silva (2003–present) on nuclear nonproliferation, arms control, and disarmament regimes and on contentious issues in those areas. Under Lula's government, Brazil has wanted to mediate between nuclear weapon and non-nuclear weapon states to consolidate its position as a strong negotiator and to benefit from the possible gains of this position in terms of greater participation in international institutions. It has also wanted to pressure nuclear weapon states to fulfill their disarmament obligations in order to reduce asymmetries in its relations with powerful nuclear weapon countries. At the same time, Brazil has tried to preserve its autonomy and flexibility to protect commercial secrets and preserve national security in relation to its own nuclear program. 相似文献

“Nuclear threshold states”—those that have chosen nuclear restraint despite having significant nuclear capabilities—seem like the perfect partners for the reinvigorated drive toward global nuclear disarmament. Having chosen nuclear restraint, threshold states may embrace disarmament as a way to guarantee the viability of their choice (which may be impossible in a proliferating world). Supporting disarmament efforts affirms their restraint, both self-congratulating and self-fulfilling. Additionally, the commitment to their non-nuclear status springs at least in part from a moral stance against nuclear weapons that lends itself to energetic support of global disarmament. However, threshold states also offer significant challenges to the movement for nuclear weapons elimination, in particular in relation to acquisition of enrichment and reprocessing facilities. This article analyzes both the challenges and opportunities posed by threshold states by examining the cases of Brazil and Japan. 相似文献

The 2005 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) failed to produce any agreed action plan for addressing nuclear disarmament or proliferation. Detailed discussions and negotiations on such a plan were much curtailed because of procedural wrangles. This article describes the evolution of the conference and argues that changes in the international political environment and problems inherent in the revised NPT review process agreed at its 1995 Extension Conference contributed to the meager outcome. The main issues raised by delegations in their plenary statements, working papers, and the limited time available for interactive discussion are summarized, and three perspectives are offered on the reasons for the lack of any substantive product. Finally, the implications of that failure for the NPT, its review process, the wider regime for international nuclear governance, and nuclear disarmament, nuclear nonproliferation, and the peaceful use of nuclear energy are examined. 相似文献

This viewpoint takes stock of the changes in the strategic nuclear landscape in recent decades and reflects on its consequences on the policy community. It finds that the number and scope of issues have expanded considerably; they have manifested themselves in many more regions of the world; and they have become deeply politicized and polarized. The consequences have been twofold: the nuclear policy field has seen the development of an increasingly diverse expert community composed of highly specialized functionalists and regionalists, and it has become ever more divided into two entirely separate ideological camps—one that believes in deterrence, the other in disarmament. The stove-piping of expertise and the widening gap between deterrence and disarmament ideologies are immensely problematic because, in different ways, they stand in the way of the emergence of a better and safer nuclear future. Looking ahead, it is critical to “bust the silos of expertise” and to build bridges between the deterrence and disarmament ideological camps. Only such a community-building effort will help solve today’s and tomorrow’s nuclear challenges. 相似文献

There are important similarities between the pattern of behavior Karl Marx identified with respect to commodities—a pattern he called “fetishism”—and the pattern of behavior identified in this article with respect to military force. Marx identified money as the mature expression of commodity fetishism; the author identifies nuclear weapons as the mature expression of the fetishism of force. As such, nuclear weapons function as the currency of power in the international system. This article lays out a theory of nuclear fetishism by adapting four themes that are characteristic of the pattern of behavior known as fetishism: materiality, historicality, efficacy, and reification. By applying these categories to the fetishism of nuclear weapons, the author shows that nuclear weapons represent a new social form consistent with, yet distinct from, other fetish objects. 相似文献

This article argues that the nuclear nonproliferation norm (NNPN) is a social fact with a relatively independent life of its own and that it has a powerful impact on the behavior of both nuclear-weapon states (NWS) and non-nuclear-weapon states (NNWS). It challenges the application of critical constructivist research on norms to the NNPN and the idea that its legitimacy and structural power depend on contestation “all the way down.” State and non-state actors play an important role in explaining the dynamics of the NNPN, but agential constructivism runs the danger of “throwing the baby out with the bath water,” neglecting the structural impact of the NNPN on state behavior. The article examines the limitations of norm-contestation theory, arguing that some norms are more resistant to contestation than others. The NNPN is more difficult to contest than new norms (such as the Responsibility to Protect) because it is rooted in fifty years of nonproliferation nuclear diplomacy. The US-India nuclear deal is not a case of “norm change” but a violation of the NNPN. The “core” of the NNPN has not changed since the US-India nuclear deal. The conflict confronting NWS and NNWS is about the implementation of “type 2” norms (organizing principles) and “type 3” norms (standardized procedures), and not about the “hard core” of the NNPN. 相似文献

Regrettably, moral arguments are largely absent from the current debate on nuclear disarmament. Indeed, complementing politico-strategic thinking with ethical categories could significantly strengthen the abolitionist call. To fill the gap, this article analyzes the evolution of the nuclear ethics of the Roman Catholic Church and especially its position on nuclear deterrence. If this strategy was granted interim and strictly conditioned moral acceptance during the Cold War, nuclear deterrence is today increasingly considered ineffective, an obstacle to genuine disarmament, and hence morally unjustifiable. In the new security context, the conditions for the Catholic Church's “interim nuclear ethics” have altered, and nuclear disarmament has become a feasible option and an alternative strategy to deterrence. 相似文献

ABSTRACTWhile nuclear suppliers compete in markets, they simultaneously partner in other fields. This produces a delicate relationship between civilian nuclear programs and nuclear weapon proliferation. This study explores how export competition affects suppliers’ conditions of supply related to nuclear nonproliferation. We investigated three export cases (India, North Korea, and South Korea) and identified four effects that competition has on the conditions of supply related to nonproliferation. First, under highly competitive conditions, suppliers might hesitate to enforce the conditions of supply to avoid negotiation conflicts with recipients. Second, suppliers focus on politically and economically attractive recipients while mostly ignoring unattractive ones, perhaps allowing proliferation problems to fester out of view in marginal states. Third, suppliers can build consensus on the conditions of supply to avoid being the only party experiencing negotiation conflicts. Fourth, suppliers can constrain others from relaxing the conditions of supply to maintain economic benefits and nonproliferation norms. The first two effects accelerate proliferation while the last two promote nonproliferation. Although the extent of these effects can vary with changes in nonproliferation norms, they can contribute to our understanding of the relationship between nonproliferation and civilian nuclear programs. 相似文献

The current nuclear nonproliferation order is no longer sustainable. The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) has weakened considerably over the years, with nuclear have-nots displaying increased dissatisfaction with the status quo. Meanwhile, demands for civilian nuclear technology have led to increased proliferation risks in the form of dual-use technologies. Arms control as we currently understand it—piecemeal treaties and agreements—is no longer sufficient to address the growing threat of proliferation and the frailty of the NPT. This article calls for a bolder nonproliferation agenda pursuing multilateral nuclear disarmament. Disarmament is, in fact, technologically achievable; a lack of political will stands as the only remaining roadblock to a world free of nuclear weapons. A better understanding of the technological feasibility of disarmament, as well as recognition of the diminishing strategic value of nuclear weapons, will help to erode this political reluctance. 相似文献

This paper uses game theory and modeling to address the role of incentive structures and information dynamics in nuclear inspections. The traditional argument is that compliant states should be willing to allow inspections to prove their innocence, while proliferating states are likely to impede inspections. This argument does not take into account the historical variation in inspection, signaling, and sanctioning behaviors. Using a game theoretic analysis and model, it is shown that the separation of proliferators from nonproliferators only occurs when the likelihood of proliferation is high and punishment costs are moderate. The model assumes that states can choose how much to cooperate with inspectors and must pay opportunity or secrecy costs when inspections are effective. The results are tested against a set of real-life cases, providing support for the claims of historical variation and the model's deductive propositions. 相似文献

In 1995, South Africa was in a special position. It was: a new party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the first country to voluntarily renounce nuclear weapons, led by a charismatic leader, and seen as a champion of disarmament principles. Yet South Africa’s new leaders were also interested in affirming their position within the Non-Aligned Movement, which was adamantly opposed to the NPT’s indefinite extension. Why, then, did South Africa decide to support the indefinite extension of the NPT in 1995? Existing scholarship has ascribed too much credit to pressure from the United States, overlooking domestic debates in South Africa and the bifurcation between professional diplomats and political elites. This article, building on new archival sources and in-depth oral-history interviews with major actors, demonstrates that South African diplomats opposed indefinite extension while South African policy elites allocated little attention to the topic until late in the game. The findings contribute to our understanding of South Africa’s norm entrepreneurship, as well as the politics of global nonproliferation. 相似文献

This article applies the concept of nuclear ambivalence to the case of the Islamic Republic of Iran. Nuclear ambivalence differs from other approaches to understanding nuclear proliferation in that it focuses on the deeply misunderstood relationship between the two potential uses of nuclear power: energy and weapons. According to this theory, the civilian applications of nuclear technology cannot be separated from the potential military applications and vice versa. Ambivalence, therefore, extends into the realm of states’ nuclear intentions, making it impossible to know with certainty what a potential proliferator's “true” intentions are. This article will demonstrate that the concept of nuclear ambivalence applies in the case of Iran, suggesting that current international nonproliferation efforts run the risk of encouraging rather than discouraging Iranian weaponization. The final section outlines recommendations for policy makers to reverse this counterproductive nonproliferation approach. 相似文献

For more than a decade, Iran has been referring to a fatwa issued by its Supreme Leader, Ali Khamenei, proscribing nuclear weapons. The fatwa, however, not only failed to influence the process that led to the resolution of Iran’s nuclear crisis, but also has been met with a good deal of skepticism. The most commonly held suspicions about the credibility of the fatwa can be summed up in five central questions: (1) Has the nuclear fatwa actually been issued? (2) Does the fatwa apply to all the aspects of nuclear weapons including their production, possession and use? (3) What is the juridical status of the fatwa? (4) Was the nuclear fatwa issued only to deceive other nations? (5) Is the fatwa really irreversible? This article tries to answer these questions by providing a chronological review of the fatwa and analyzing all the relevant statements by Khamenei. The analysis is conducted against the background of Islamic principles, Shi’a jurisprudence and the history of the Islamic Republic of Iran. The article concludes that the fatwa is a credible religious decree and could indeed contribute to the cause of nuclear disarmament. 相似文献

As worries have grown about global warming and the sustainability and price of fossil fuels, the demand for nuclear energy has increased, and nuclear power is increasingly viewed as a reliable and clean resource. However, the so-called nuclear renaissance coincides with an international security environment in which the norms of nuclear nonproliferation seem to be eroding. Turkey, a non-nuclear weapon state, plans to generate nuclear power to meet future energy demands, but it is aware of and concerned with regional proliferation trends. Questions have also been raised regarding Ankara's rationale for using nuclear energy, as well as its potential motivations and capabilities regarding future proliferation. ABSTRACTThere have been calls for the abolition of nuclear weapons from the day they were invented. Over the last fifteen years, some indications can be found that such calls have been getting louder, among them Barack Obama's famous 2009 speech in Prague. In this article, we investigate if support for a comprehensive norm that would prohibit development, possession, and use of nuclear weapons is really growing. To assess the current status of that norm, we use the model of a “norm life cycle,” developed by Martha Finnemore and Kathryn Sikkink. We then analyze 6,545 diplomatic statements from the review process of the Treaty on the Non-Proliferation of Nuclear Weapons as well as from the UN General Assembly First Committee on Disarmament and International Security, covering the years 2000 to 2013. The evidence shows that a comprehensive prohibition can be considered an emerging international norm that finds growing support among states without nuclear weapons and nuclear weapon states alike. Only a core group of states invoke the norm consistently, however. This leads us to conclude that the “tipping point” of the life cycle, at which adherence to a new norm starts to spread rapidly, has yet to be reached. 相似文献

How do we assess the health of international regimes? Many analysts have insisted recently that the nuclear nonproliferation regime is in urgent need of repair or that it should even be discarded because of its supposed ineffectiveness. However, it is essential that statements about the regime being in crisis be scrutinized for veracity and utility. While the spread of nuclear weapons poses an undeniable and serious threat to international security, a mistaken crisis mentality with respect to the regime could lead to rash attempts to alter it in unnecessary or ineffective ways or, at worst, to discard it completely. This paper returns to a theoretical framework that differentiates regimes, across both issue areas and time, to provide a more specified evaluation of regime health. By disaggregating the nuclear nonproliferation regime and assessing the individual and interactive health of multiple dimensions, a number of dimension-specific, regime-strengthening policy recommendations emerge. 相似文献

ABSTRACTThere is a lingering disagreement among scholars on how the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) affects nonproliferation and disarmament outcomes. Drawing on constructivist scholarship on international norms, this article examines the extent of the NPT's effect in the case of Ukraine's nuclear disarmament. In the wake of the Soviet Union's collapse, Ukraine found itself host to the world's third largest nuclear arsenal. Despite Ukraine's initial commitment to become a non-nuclear state, it proceeded along a difficult path toward NPT accession. Most controversial and directly at odds with the NPT was Ukraine's claim to ownership of its nuclear inheritance as a successor state of the Soviet Union. This article argues that, while much domestic discourse about the fate of these nuclear weapons was embedded in the negotiation of Ukraine's new identity as a sovereign state vis-à-vis Russia and the West, the NPT played an important, structural role by outlining a separate normative space for nuclear weapons and providing the grammar of denuclearization with which Ukraine's decision makers had to grapple. 相似文献

This article assesses the successes and failures of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) since its creation in 1968 by developing and applying a set of “metrics” to each of the NPT's substantive articles as well as to its withdrawal provisions. In light of this analysis, the article also puts forward some specific proposals for strengthening the NPT and its implementation, with a view to the debate and decisions at the upcoming 2010 NPT Review Conference. A concluding section turns explicitly to the 2010 NPT Review Conference and proposes pursuit of agreement on three NPT Action Plans: one for nonproliferation, one for peaceful uses, and one for nuclear disarmament. Combining vision and practicable steps, these Action Plans would set out a roadmap for action between the 2010 and the 2015 NPT Review Conferences. They could provide a foundation for substantive exchanges—in this case, on progress toward their implementation—during the preparations for the 2015 conference. 相似文献
