Some of the most active arms races are taking place between developed and less developed countries. The inability of less developed countries to compete financially, as well as technologically, with developed countries may be forcing the former to acquire terror weapons (TWP). The Iran–Iraq war in the 1980s and the events of 9/11 proved that the use of TWP is no longer a mere threat; there are several organizations and countries that will not hesitate to use them. This study develops a model of resource allocation in an arms race between a developed country that is characterized by state‐of‐the‐art technology and high GDP, and a less developed country whose technological capability and GDP are much lower. The model is used to predict the optimal mix of weapons of the two countries that are engaged in the arms race. Applying the model to the arms race between Israel and Syria demonstrates its use.  相似文献

Current U.S. nuclear weapons strategy, force structure, and doctrine contribute to the threat of nuclear terrorism in several ways. First, the U.S. nuclear stockpile presents opportunities for nuclear terrorists to seize the materials they need. Second, U.S. nuclear forces remain a key justification for Russia's maintenance of similar nuclear forces that are less well protected. Third, America's continued embrace of nuclear weapons encourages and legitimizes other states to seek nuclear weapons that they will have difficulty securing from terrorists. The national security interests of the United States would be better served by a strategy to shrink the global footprint of nuclear weapons and provide the highest possible levels of security for the most minimal possible deterrent forces. Given the inability to secure nuclear weapons and materials perfectly or to eliminate terrorism in the foreseeable future, reducing the global inventory of nuclear weapons and materials is the most reliable way to reduce the chances of nuclear terrorism.  相似文献

ABSTRACT

The popular use of the term “weapons of mass destruction” (WMD) can be understood to imply a relationship between nuclear, chemical, and biological weapons proliferation insofar as it assumes that the separate weapons technologies can be usefully grouped into a single analytic category. This article explores whether WMD is actually a useful construct. It begins by reviewing the literature on nuclear, chemical, and biological weapons proliferation, including a recent study that sought to estimate the relationship between the pursuit and acquisition of these different weapons. It then explores some policy inferences that academics and policy makers may be tempted to draw from these studies, particularly regarding the Barack Obama administration's pursuit of deep nuclear reductions. It argues that many of these policy inferences are premature at best and misleading at worst. It concludes with a call for additional research into the causes and consequences of chemical and biological weapons proliferation, and a call for scholars to remain cautious in their desire to draw premature policy implications from their studies in order to be “policy relevant.”  相似文献

The Asia-Pacific is emerging as a critical region in the fight against the proliferation of weapons of mass destruction. The Proliferation Security Initiative (PSI) is an aggressive global strategy designed to interdict the transport of these weapons and associated technologies. However, some observers have suggested that the Asia-Pacific has given the PSI a less than enthusiastic reception. The authors posit a more sanguine view. They caution against taking such a holistic approach to the region. Asia does not speak with one voice when it comes to security, and opposition to the PSI is not as widespread nor deep-rooted as may have been anticipated. In addition, the PSI's informal structure encourages flexibility, enabling states to participate in certain activities while eschewing others that may be technically or politically untenable.  相似文献

The second session of the Preparatory Committee for the 2015 Review Conference (RevCon) of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) highlighted two issues in particular—progress toward a Middle East Weapons of Mass Destruction–Free Zone and the Joint Statement on the humanitarian impact of nuclear weapons—that may not only greatly affect the health and vitality of the NPT and the 2015 RevCon, but possibly also have implications for the international nonproliferation regime as a whole. ABSTRACT

The threat of terrorist use of weapons of mass destruction remains a daunting concern. Governments have undertaken several initiatives at the national and international level to prevent such illicit use, yet challenges remain. Notable is the absence of a single collaborative international forum of experts dedicated solely to bioterrorism prevention. The establishment of a Bioterrorism Prevention Initiative could be a possible solution to address this gap. This article explores possibilities for such an initiative and the ways in which it could strengthen the existing bio-nonproliferation regime.  相似文献
