Success and failures of the Gripen offsets in the Visegrad Group countries

The Soviet-led Council for Mutual Economic Assistance member, Central European countries found themselves in a difficult political and economic situation after the collapse of the Soviet Union. Three post-Eastern Bloc countries formed the Visegrad Group to strengthen their ties to the West, but the need for foreign investment, job creation and technology transfer was urgent.

This is when military modernisation also came into the picture and the counter-trade—as known as offset—as a tool to help these economies. A trade practice which was meant to energise these economies via defence acquisitions linked economic programmes.

Two Visegrad Group member countries, Hungary and the Czech Republic decided to sign offset agreement with the defence firm SAAB to license Gripen fighter aircrafts. This study intends to analyse if these deals were able to help governments to reach their objectives or the two countries were unable to take advantage of the offset programmes.

Investigating the surface integrity of aluminium based composites machined by EDM

In the present work, the surface characteristics of Electrical Discharge Machined (EDM) Al (6351)SiC and Al (6351)SiCB₄C composites are investigated. The composites are prepared by employing the conventional stir casting technique, as it can produce better particle dispersion in the matrix. The detailed experimental study is performed on the composites by varying current (I), duty factor (τ), pulse on time (T_on), and the gap voltage (V) in order to analyze the Heat Affected Zone (HAZ) formed in the sub surface and the average crater diameter formed on the machined surface of the composites as an output function. The formation of recast layers, presence of bubbles and the surface texture of the composites at various machining conditions are observed. The results show that the increased Metal Removal Rate (MRR) increases the depth of HAZ and the average crater diameter on the machined area. Further, the addition of B₄C particles to the composite produces more surface defect than the AlSiC composite.     

Change as a cost driver in defence procurement

This paper discusses change transactions that occur in connection with the procurement of defence systems. The bases for the reasoning are the ideas of Miller and Vollman (1985 Miller JG Vollman TE (1985) The hidden factory – cutting the explosive growth of overhead costs requires mastery of more than just what happens on the shop floor Harvard Business Review Sept–Oct 142 150  [Google Scholar]) and Eppinger (2001 Eppinger DE (2001) Innovation at the speed of information Harvard Business Review January 149 158  [Google Scholar]). These researchers argue that unplanned flows of information lead to change transactions, causing significant overhead costs. According to this paper, change transactions in defence procurement could be caused by (a) the changes in technology taking place during the long lifetime of a defence system and (b) the structure and contents of the agreements between the defence agent (the procurer) and the defence industry (the supplier).     

THE FATE OF DISPUTED TERRITORIES: AN ECONOMIC ANALYSIS

This paper presents a simple model to characterize the outcome of a land dispute between two rival parties using a Stackelberg game. Unlike Gershenson and Grossman (2000 Gershenson, D. and Grossman, H.I. 2000. Civil conflict: ended or never ending?. Journal of Conflict Resolution, 44(6): 807–821.  [Google Scholar]), we assume that the opposing parties have access to different technologies for challenging and defending in conflict. We derive the conditions under which territorial conflict between the two parties is less likely to persist indefinitely. Allowing for an exogenous destruction term as in Garfinkel and Skaperdas (2000 Garfinkel, M. and Skaperdas, S. 2000. Conflict without misperceptions or incomplete information: how the future matters. Journal of Conflict Resolution, 44(6): 793–807. [Crossref], [Web of Science ®] , [Google Scholar]), we show that, when the nature of conflict becomes more destructive, the likelihood of a peaceful outcome, in which the territory’s initial possessor deters the challenging party, increases if the initial possessor holds more intrinsic value for the disputed land. Inventory policies for a make‐to‐order system with a perishable component and fixed ordering cost

We consider a make‐to‐order production system where two major components, one nonperishable (referred to as part 1) and one perishable (part 2), are needed to fulfill a customer order. In each period, replenishment decisions for both parts need to be made jointly before demand is realized and a fixed ordering cost is incurred for the nonperishable part. We show that a simple (s_n,S,S) policy is optimal. Under this policy, S along with the number of backorders at the beginning of a period if any and the availability of the nonperishable part (part 1) determines the optimal order quantity of the perishable part (part 2), while (s_n,S) guide when and how much of part 1 to order at each state. Numerical study demonstrates that the benefits of using the joint replenishment policy can be substantial, especially when the unit costs are high and/or the profit margin is low. © 2009 Wiley Periodicals, Inc. Cell structure of microcellular combustible object foamed by supercritical carbon dioxide

In order to solve the issue that the combustible objects for cased telescoped ammunition (CTA) didn't burn completely during the combustion process, the microcellular combustible objects were foamed with numerous cells in the micron order to improve the combustion performance by the supercritical carbon dioxide (SCCO₂) foaming technology. As the cell structure determined the combustion properties of microcellular combustible objects, the solubility of SCCO₂ dissolved into the combustible objects was obtained from the gravimetric method, and scanning electron microscope (SEM) was applied to characterize the cell structure under various process conditions of solubility, foaming temperature and foaming time. SEM images indicate that the cell diameter of microcellular combustible objects is in the level of 1 μm and the cell density is about 10¹¹ cell⋅cm⁻³. The microcellular combustible objects fabricated by the SCCO₂ foaming technology are smooth and uniform, and the high specific surface area of cell structure can lead to the significant combustion performance of microcellular combustible object for CTA in the future.     

RAIN,GROWTH, AND CIVIL WAR: THE IMPORTANCE OF LOCATION

We re‐examine the Miguel et al. (2004 Miguel, E., Satyanath, S. and Sergenti, E. 2004. Economic shocks and civil conflict: an instrumental variables approach. Journal of Political Economy, 112(4): 725–753. [Crossref], [Web of Science ®] , [Google Scholar]) study of the impact of growth on civil war, using growth in rainfall as an instrument. Miguel et al. (2004 Miguel, E., Satyanath, S. and Sergenti, E. 2004. Economic shocks and civil conflict: an instrumental variables approach. Journal of Political Economy, 112(4): 725–753. [Crossref], [Web of Science ®] , [Google Scholar]) – in our view, erroneously – include countries participating in civil wars in other states. Restricting the conflict data to states with conflict on their own territory reduces the estimated impact of economic growth on civil war. We show how spatial correlations in rainfall growth and participation in civil conflicts induce a stronger apparent relationship in the mis‐classified data.     

AN ENDOGENOUS GROWTH MODEL OF CAPITAL AND ARMS ACCUMULATION

This paper attempts to examine the effect of an anticipated foreign military threat on the steady‐state growth rate and the transitional behavior of the economy. The modeling strategy follows the Sandler and Hartley (1995 Sandler, T. and Hartley, K. 1995. The Economics of Defense, Cambridge: Cambridge University Press.  [Google Scholar]) and Dunne et al. (2005 Dunne, J.P., Smith, R.P. and Willenbockel, D. 2005. Models of military expenditure and growth: a critical review. Defence and Peace Economics, 16: 449–461. [Taylor & Francis Online], [Web of Science ®] , [Google Scholar]) viewpoints to emphasize the role of national defense in affecting growth from the perspective of both the demand and the supply sides. We thus combine the public capital version of endogenous growth with a framework of competitive arms accumulation. It is found that the key factor determining the steady state and the transitional effects of a rise in the foreign military threat on the home weapon–capital ratio, the consumption–capital ratio, and the rate of economic growth, is the degree of relative risk aversion.     

Theoretical study of an energetic material di-1H-1,3,4-triazole derivatives

Computations by density functional theory (DFT) method are performed on a series of di-1H-1,3,4-triazole derivatives with different substituents and linkages. The heat of formation (HOF) is predicted by the designed isodesmic reactions. The predicted results reveal that –N₃ and –NN– groups are effective structural units for increasing the HOF values of the di-1H-1,3,4-triazole derivatives. The HOMO–LUMO gap is affected by the substituents and linkage groups. Detonation performance is evaluated using the Kamlet–Jacobs approach based on the calculated density and HOF. The results indicate that –NO₂, –NF₂, –NH–, –NH–NH– and –NN– groups are helpful for enhancing the detonation properties of di-1H-1,3,4-triazole derivatives. The bond dissociation energy and bond order of the weakest bonds are analyzed to investigate their stability. It is observed that the –CH₂–, –CH₂–CH₂– and –CHCH– groups are effective structural units for improving the stabilities of these derivatives. Considering the detonation performance and the stability, five compounds are screened as the potential candidates for high energy density materials.
