By way of an evolutionary game model we show that mediation in international conflicts might be harmful to the conflicting parties. In fact, under anarchy both parties can be better off than under an international regime if mediation reduces the parties’ reactive capacities (i.e. their abilites to respond to an aggression). This result is applied to issues currently discussed in the literature on international relations such as the role of the United Nations as a mediator of international conflicts.  相似文献

This article studies a maintenance problem that is applicable for multidivision organizations on lessee-lessor relationships. It is assumed that the parties sign a contract for a fixed time period. Within the period, the lessor is allowed to use the equipment supplied by the lessee. The availability of the equipment that may suffer from breakdown depends on the preventive maintenance policy adopted by the lessor. The properties of this policy as well as other features of the problem are analyzed using a one-period model that takes into account the economic value of the contract as perceived by the lessor and the lessee. The optimal contracting arrangements are analyzed from the perspective of efficient risk sharing and incentive provisions.  相似文献

This paper proposes a new appointment rule for the single-server, multiple-customer service system. Unlike previous appointment rules, which perform well only in specific service environments, the new rule can be parameterized to perform well in different service environments. The new appointment rule is presented as a mathematical function of four environmental parameters, namely, the coefficient of variation of the service time, the percentage of customers' no-shows, the number of appointments per service session, and the cost ratio between the server's idle and customers' waiting cost per unit time. Once the values of these environmental parameters are estimated, the new appointment rule can be parameterized to perform well. The results show that new rule performs either as well as or better than existing appointment rules in a wide range of service environments. © 1998 John Wiley & Sons, Inc. This article analyses the disunity among African states in terms of United Nations Security Council (UNSC) reform, and attributes it to the contest between South Africa and Nigeria. These two countries have been locked in a hegemonic contest for continental domination. To this end, the article notes that African unity, not in terms of protocol but on the basis of principles and cooperation, is sacrosanct in order for the African Union to make a significant contribution to the reform of the UNSC. It is asserted that the contest between South Africa and Nigeria has been symbolised by the continental leadership aspirations of the heads of state of both countries, and recommends that it be tamed through forging diplomatic and strategic partnerships between the ruling parties of these two countries. The influence of external actors on the African countries, particularly that of France, is underscored as a contributing factor in stalling the debate on the UNSC reform. It recommends that South Africa use its strategic partnership within the association of Brazil, Russia, India, China and South Africa (BRICS), particularly Russia and China as permanent members of the UNSC, to influence the realisation of the reform debate.  相似文献

This article analyzes how the conflict environment in which a civilian monitoring mission is deployed influences the monitors' assessment of the operation. It draws on unique empirical material from the experience of the Sri Lanka Monitoring Mission (SLMM), deployed to oversee a ceasefire agreement in Sri Lanka 2002–2008. With material from a survey and in-depth interviews, experiences of the monitors are analyzed and changes over time are traced in relation to the monitors' assessment of the mandate and organizational set-up of the mission. The study points to the difficulty of monitoring missions to address escalation during an ongoing peace process. Its function is dependent on the goodwill of the parties. In essence, monitoring missions have the potential to strengthen peace when there is momentum in favor of progress, but when relations between the parties turn sour and the conflict escalates a civilian monitoring mission basically loses its potential. During the final stages of the war, which saw a very large number of civilian casualties, the war-torn areas were closed to international observers. Moreover, international pressure for a short-term ceasefire to alleviate the humanitarian situation was dismissed by the Sri Lankan government, which also saw the backing of several important actors, not the least China.  相似文献

从二十世纪八十年代开始,我国对普通高校教育体制进行改革,并取得很大成绩,使高等教育的规模有了跨越式的发展,质量与效益也同时大幅度提高。1999年开始的连续几年高校扩招使我国的高等教育从"精英化高等教育"快速步入"大众化高等教育"时代,但同时也使扩招后毕业生的就业成为亟待解决的问题。高校毕业生就业率成为对高校培养人才质量的检验指标,以及对高校社会适应性的检验指标,与学校的生存与发展紧密相连。面对产业结构的调整和高校毕业生大幅度增加的双重压力,高校就业指导工作日显重要,建立一支高水准,高效率的就业指导队伍成为高校建设中应优先解决的问题之一。  相似文献

ABSTRACT

Attempts to explain the failure to reform the security sectors in post-conflict countries have often resorted to two sets of explanatory factors: international and local factors. This article seeks to move from that unhelpful dichotomy to an explanation linking both factors. Drawing on a Foucauldian approach and the concept of “counter-conduct,” it examines the rationality and practices of European Union (EU) governmentality and how governing technologies are resisted and reversed by local elites involved in security sector reform (SSR). Instead of understanding power and resistance as binary opposites, this article argues that counter-conduct can be conceived as implicated in the very relations of power that it seeks to resist. To tease out these relations, the article analyzes the EU's efforts in SSR in Bosnia and Herzegovina, where it identifies four forms of counter-conduct: upholding European standards, using the local ownership trap, simulating reforms, and lowering the bar.  相似文献
