We consider the problem of determining the capacity to assign to each arc in a given network, subject to uncertainty in the supply and/or demand of each node. This design problem underlies many real‐world applications, such as the design of power transmission and telecommunications networks. We first consider the case where a set of supply/demand scenarios are provided, and we must determine the minimum‐cost set of arc capacities such that a feasible flow exists for each scenario. We briefly review existing theoretical approaches to solving this problem and explore implementation strategies to reduce run times. With this as a foundation, our primary focus is on a chance‐constrained version of the problem in which α% of the scenarios must be feasible under the chosen capacity, where α is a user‐defined parameter and the specific scenarios to be satisfied are not predetermined. We describe an algorithm which utilizes a separation routine for identifying violated cut‐sets which can solve the problem to optimality, and we present computational results. We also present a novel greedy algorithm, our primary contribution, which can be used to solve for a high quality heuristic solution. We consider a short‐term capacity allocation problem with tool and setup constraints that arises in the context of operational planning in a semiconductor wafer fabrication facility. The problem is that of allocating the available capacity of parallel nonidentical machines to available work‐in‐process (WIP) inventory of operations. Each machine can process a subset of the operations and a tool setup is required on a machine to change processing from one operation to another. Both the number of tools available for an operation and the number of setups that can be performed on a machine during a specified time horizon are limited. We formulate this problem as a degree‐constrained network flow problem on a bipartite graph, show that the problem is NP‐hard, and propose constant factor approximation algorithms. We also develop constructive heuristics and a greedy randomized adaptive search procedure for the problem. Our computational experiments demonstrate that our solution procedures solve the problem efficiently, rendering the use of our algorithms in real environment feasible. © 2005 Wiley Periodicals, Inc. In this paper, we consider a new weapon‐target allocation problem with the objective of minimizing the overall firing cost. The problem is formulated as a nonlinear integer programming model, but it can be transformed into a linear integer programming model. We present a branch‐and‐price algorithm for the problem employing the disaggregated formulation, which has exponentially many columns denoting the feasible allocations of weapon systems to each target. A greedy‐style heuristic is used to get some initial columns to start the column generation. A branching strategy compatible with the pricing problem is also proposed. The service‐provision problem described in this paper comes from an application of distributed processing in telecommunications networks. The objective is to maximize a service provider's profit from offering computational‐based services to customers. The service provider has limited capacity and must choose which of a set of software applications he would like to offer. This can be done dynamically, taking into consideration that demand for the different services is uncertain. The problem is examined in the framework of stochastic integer programming. Approximations and complexity are examined for the case when demand is described by a discrete probability distribution. For the deterministic counterpart, a fully polynomial approximation scheme is known 2 . We show that introduction of stochasticity makes the problem strongly NP‐hard, implying that the existence of such a scheme for the stochastic problem is highly unlikely. For the general case a heuristic with a worst‐case performance ratio that increases in the number of scenarios is presented. Restricting the class of problem instances in a way that many reasonable practical problem instances satisfy allows for the derivation of a heuristic with a constant worst‐case performance ratio. Worst‐case performance analysis of approximation algorithms is classical in the field of combinatorial optimization, but in stochastic programming the authors are not aware of any previous results in this direction. © 2003 Wiley Periodicals, Inc. Component grouping problems, a type of set-partitioning problem, arise in a number of different manufacturing and material logistics application areas. For example, in circuit board assembly, robotic work cells can be used to insert components onto a number of different types of circuit boards. Each type of circuit board requires particular components, with some components appearing on more than one type. The problem is to decide which components should be assigned to each work cell in order to minimize the number of visits by circuit boards to work cells. We describe two new heuristics for this problem, based on so-called greedy random adaptive search procedures (GRASP). With GRASP, a local search technique is replicated many times with different starting points. The starting points are determined by a greedy procedure with a probabilistic aspect. The best result is then kept as the solution. Computational experiments on problems based on data from actual manufacturing processes indicate that these GRASP methods outperform, both in speed and in solution quality, an earlier, network-flow-based heuristic. We also describe techniques for generating lower bounds for the component grouping problem, based on the combinatorial structure of a problem instance. The lower bounds for our real-world test problems averaged within 7%-8% of the heuristic solutions. Similar results are obtained for larger, randomly generated problems. © 1994 John Wiley & Sons. Many logistics systems operate in a decentralized way, while most optimization models assume a centralized planner. One example of a decentralized system is in some sea cargo companies: sales agents, who share ship capacity on a network, independently accept cargo from their location and contribute to the revenue of the system. The central headquarters does not directly control the agents' decisions but can influence them through system design and incentives. In this paper, we model the firm's problem to determine the best capacity allocation to the agents such that system revenue is maximized. In the special case of a single‐route, we formulate the problem as a mixed integer program incorporating the optimal agent behavior. For the NP‐hard multiple‐route case, we propose several heuristics for the problem. Computational experiments show that the decentralized system generally performs worse when network capacity is tight and that the heuristics perform reasonably well. We show that the decentralized system may perform arbitrarily worse than the centralized system when the number of locations goes to infinity, although the choice of sales incentive impacts the performance. We develop an upper bound for the decentralized system, where the bound gives insight on the performance of the heuristics in large systems. © 2007 Wiley Periodicals, Inc. We study a generalization of the weighted set covering problem where every element needs to be covered multiple times. When no set contains more than two elements, we can solve the problem in polynomial time by solving a corresponding weighted perfect b‐matching problem. In general, we may use a polynomial‐time greedy heuristic similar to the one for the classical weighted set covering problem studied by D.S. Johnson [Approximation algorithms for combinatorial problems, J Comput Syst Sci 9 (1974), 256–278], L. Lovasz [On the ratio of optimal integral and fractional covers, Discrete Math 13 (1975), 383–390], and V. Chvatal [A greedy heuristic for the set‐covering problem, Math Oper Res 4(3) (1979), 233–235] to get an approximate solution for the problem. We find a worst‐case bound for the heuristic similar to that for the classical problem. In addition, we introduce a general type of probability distribution for the population of the problem instances and prove that the greedy heuristic is asymptotically optimal for instances drawn from such a distribution. We also conduct computational studies to compare solutions resulting from running the heuristic and from running the commercial integer programming solver CPLEX on problem instances drawn from a more specific type of distribution. The minimum storage‐time sequencing problem generalizes many well‐known problems in combinatorial optimization, such as the directed linear arrangement and the problem of minimizing the weighted sum of completion times, subject to precedence constraints on a single processor. In this paper we propose a new lower bound, based on a Lagrangian relaxation, which can be computed very efficiently. To improve upon this lower bound, we employ a bundle optimization algorithm. We also show that the best bound obtainable by this approach equals the one obtainable from the linear relaxation computed on a formulation whose first Chvàtal closure equals the convex hull of all the integer solutions of the problem. © 2001 John Wiley & Sons, Inc. The well‐known generalized assignment problem (GAP) involves the identification of a minimum‐cost assignment of tasks to agents when each agent is constrained by a resource in limited supply. The multi‐resource generalized assignment problem (MRGAP) is the generalization of the GAP in which there are a number of different potentially constraining resources associated with each agent. This paper explores heuristic procedures for the MRGAP. We first define a three‐phase heuristic which seeks to construct a feasible solution to MRGAP and then systematically attempts to improve the solution. We then propose a modification of the heuristic for the MRGAP defined previously by Gavish and Pirkul. The third procedure is a hybrid heuristic that combines the first two heuristics, thus capturing their relative strengths. We discuss extensive computational experience with the heuristics. The hybrid procedure is seen to be extremely effective in solving MRGAPs, generating feasible solutions to more than 99% of the test problems and consistently producing near‐optimal solutions. © 2001 John Wiley & Sons, Inc. Given a positive integer R and a weight for each vertex in a graph, the maximum-weight connected graph (MCG) problem is to find a connected subgraph with R vertices that maximizes the sum of the weights. The MCG problem is strongly NP-complete, and we study a special case of it: the constrained MCG (CMCG) problem, which is the MCG problem with a constraint of having a predetermined vertex included in the solution. We first show that the Steiner tree problem is a special case of the CMCG problem. Then we present three optimization algorithms for the CMCG problem. The first two algorithms deal with special graphs (tree and layered graphs) and employ different dynamic programming techniques, solving the CMCG problem in polynomial times. The third one deals with a general graph and uses a variant of the Balas additive method with an imbedded connectivity test and a pruning method. We also present a heuristic algorithm for the CMCG problem with a general graph and its bound analysis. We combine the two algorithms, heuristic and optimization, and present a practical solution method to the CMCG problem. In this paper, we study a m‐parallel machine scheduling problem with a non‐crossing constraint motivated by crane scheduling in ports. We decompose the problem to allow time allocations to be determined once crane assignments are known and construct a backtracking search scheme that manipulates domain reduction and pruning strategies. Simple approximation heuristics are developed, one of which guarantees solutions to be at most two times the optimum. For large‐scale problems, a simulated annealing heuristic that uses random neighborhood generation is provided. We examine the problem of adaptively scheduling perfect observations and preventive replacements for a multi‐state, Markovian deterioration system with silent failures such that total expected discounted cost is minimized. Having a robustly designed supply chain network is one of the most effective ways to hedge against network disruptions because contingency plans in the event of a disruption are often significantly limited. In this article, we study the facility reliability problem: how to design a reliable supply chain network in the presence of random facility disruptions with the option of hardening selected facilities. We consider a facility location problem incorporating two types of facilities, one that is unreliable and another that is reliable (which is not subject to disruption, but is more expensive). We formulate this as a mixed integer programming model and develop a Lagrangian Relaxation‐based solution algorithm. We derive structural properties of the problem and show that for some values of the disruption probability, the problem reduces to the classical uncapacitated fixed charge location problem. In addition, we show that the proposed solution algorithm is not only capable of solving large‐scale problems, but is also computationally effective. © 2009 Wiley Periodicals, Inc. The dynamics of the environment in which supply chains evolve requires that companies frequently redesign their logistics distribution networks. In this paper we address a multiperiod single‐sourcing problem that can be used as a strategic tool for evaluating the costs of logistics network designs in a dynamic environment. The distribution networks that we consider consist of a set of production and storage facilities, and a set of customers who do not hold inventories. The facilities face production capacities, and each customer's demand needs to be delivered by a single facility in each period. We deal with the assignment of customers to facilities, as well as the location, timing, and size of inventories. In addition, to mitigate start and end‐of‐study effects, we view the planning period as a typical future one, which will repeat itself. This leads to a cyclic model, in which starting and ending inventories are equal. Based on an assignment formulation of the problem, we propose a greedy heuristic, and prove that this greedy heuristic is asymptotically feasible and optimal in a probabilistic sense. We illustrate the behavior of the greedy heuristic, as well as some improvements where the greedy heuristic is used as the starting point of a local interchange procedure, on a set of randomly generated test problems. © 2003 Wiley Periodicals, Inc. We formulate and solve a discrete‐time path‐optimization problem where a single searcher, operating in a discretized three‐dimensional airspace, looks for a moving target in a finite set of cells. The searcher is constrained by maximum limits on the consumption of one or more resources such as time, fuel, and risk along any path. We develop a specialized branch‐and‐bound algorithm for this problem that uses several network reduction procedures as well as a new bounding technique based on Lagrangian relaxation and network expansion. The resulting algorithm outperforms a state‐of‐the‐art algorithm for solving time‐constrained problems and also is the first algorithm to solve multi‐constrained problems. © 2010 Wiley Periodicals, Inc. The warehouse problem with deterministic production cost, selling prices, and demand was introduced in the 1950s and there is a renewed interest recently due to its applications in energy storage and arbitrage. In this paper, we consider two extensions of the warehouse problem and develop efficient computational algorithms for finding their optimal solutions. First, we consider a model where the firm can invest in capacity expansion projects for the warehouse while simultaneously making production and sales decisions in each period. We show that this problem can be solved with a computational complexity that is linear in the product of the length of the planning horizon and the number of capacity expansion projects. We then consider a problem in which the firm can invest to improve production cost efficiency while simultaneously making production and sales decisions in each period. The resulting optimization problem is non‐convex with integer decision variables. We focus on the concave‐cost version of a production planning problem where a manufacturer can meet demand by either producing new items or by remanufacturing used items. Unprocessed used items are disposed. We show the NP‐hardness of the problem even when all the costs are stationary. Utilizing the special structure of the extreme‐point optimal solutions for the minimum concave‐cost problem with a network flow type feasible region, we develop a polynomial‐time heuristic for the problem. Our computational study indicates that the heuristic is a very efficient way to solve the problem as far as solution speed and quality are concerned. © 2005 Wiley Periodicals, Inc. We introduce a generalized orienteering problem (OP) where, as usual, a vehicle is routed from a prescribed start node, through a directed network, to a prescribed destination node, collecting rewards at each node visited, to maximize the total reward along the path. In our generalization, transit on arcs in the network and reward collection at nodes both consume a variable amount of the same limited resource. We exploit this resource trade‐off through a specialized branch‐and‐bound algorithm that relies on partial path relaxation problems that often yield tight bounds and lead to substantial pruning in the enumeration tree. We present the smuggler search problem (SSP) as an important real‐world application of our generalized OP. Numerical results show that our algorithm applied to the SSP outperforms standard mixed‐integer nonlinear programming solvers for moderate to large problem instances. We demonstrate model enhancements that allow practitioners to represent realistic search planning scenarios by accounting for multiple heterogeneous searchers and complex smuggler motion. © 2013 Wiley Periodicals, Inc. The resource‐constrained project scheduling problem (RCPSP) consists of a set of non‐preemptive activities that follow precedence relationship and consume resources. Under the limited amount of the resources, the objective of RCPSP is to find a schedule of the activities to minimize the project makespan. This article presents a new genetic algorithm (GA) by incorporating a local search strategy in GA operators. The local search strategy improves the efficiency of searching the solution space while keeping the randomness of the GA approach. Extensive numerical experiments show that the proposed GA with neighborhood search works well regarding solution quality and computational time compared with existing algorithms in the RCPSP literature, especially for the instances with a large number of activities. © 2011 Wiley Periodicals, Inc.
