The practice of strategy: South African defence in stasis

The article concerns the strategy development processes of the South African Department of Defence in South Africa. It intends to identify the probable causes of the observed failure of the South African National Defence Force to develop appropriate departmental policy and military strategy. Military strategy comprises force development, force employment, force deployment and the coordination of these elements in pursuit of national, grand-strategic objectives. (See Dennis M. Snow, Making Twenty-first Century Strategy: An Introduction to Modern National Security Processes and Problems Montgomery, AL: Air University Press, Maxwell Air Force Base, November 2006, 103). Of these four constructs, the article concerns itself only with the first two. The article analyses two complementary approaches to strategy formation: a resource-driven, inside-out model and an interests-driven, outside-in method. The article concludes that the Department is preoccupied with the inside-out method to the lasting detriment of the declared strategic intent of the defence policy.

Queues with stochastic service rates

The purpose of this paper is to explore an extension of the output discipline for the Poisson input, general output, single channel, first-come, first-served queueing system. The service time parameter, μ, is instead considered a random variable, M. In other words, the service time random variable, T, is to be conditioned by a parameter random variable, M. Therefore, if the distribution function of M is denoted by F_M(μ) and the known conditional service time distribution as B(t |_μ), then the unconditional service distribution is given by B(t) = Pr {T ≤ t}. = ∫_-∞^∞ B(t |_μ) dF_M(μ). Results are obtained that characterize queue size and waiting time using the imbedded Markov chain approach. Expressions are derived for the expected queue length and Laplace-Stieltjes transforms of the steady-state waiting time when conditional service times are exponential. More specific results are found for three special distributions of M: (1) uniform on [1.2]; (2) two-point; and (3) gamma.     

Some results of the queueing system E/M/c

This paper analyses the E/M/c queueing system and shows how to calculate the expected number in the system, both at a random epoch and immediately preceding an arrival. These expectations are expressed in terms of certain initial probabilities which are determined by linear equations. The advantages and disadvantages of this method are also discussed.

Performance of N machine centers of K-out-of-M: G type maintained by a single repairman

We consider a system of N (nonsymmetric) machine centers of the K-out-of-M : G type that are maintained by a single repairman. [A machine center functions if and only if at least K of the M machines belonging to the center are good (G).] Such systems are commonly found in various manufacturing and service industries. A stochastic model is developed that accommodates generally distributed repair times and repairman walk times, and most repair scheduling disciplines. K-out-of-M : G type systems also appear as a modeling paradigm in reliability analysis and polling systems performance analysis. Several performance measures are derived for machine-repair systems having K-out-of-M-type centers. A simple example system is developed in detail that exposes the computations involved in modeling applications. © 1992 John Wiley & Sons, Inc.

三值光学计算机的运算请求处理过程缺乏合理、系统的性能评价标准与体系。基于M/M/1、M/M/n、MX/M/1和M/MB/1构成的复杂排队系统,构建了三值光学计算机的四阶段服务模型,同时建立了立即调度和结束时调度两种不同策略与算法。基于不同排队系统讨论了运算请求的接收时间、预处理时间、运算时间和发送时间的计算方法,进而得到最终响应时间。最后,通过仿真实验对两种策略的模型进行验证,结果表明结束时调度策略明显优于立即调度策略。     

现代化的GPS军用M码综述

M码是现代化的GPS军用码,是美国"导航战"的重要内容。从M码信号的设计要求出发,介绍了M码信号的调制原理及其功率谱和自相关特性;然后根据相关损失、均方根带宽、频谱隔离系数和等效矩形带宽等参数对M码、C/A码和P(Y)码性能进行了分析比较;最后总结了M码的几种捕获和跟踪方案,并对其各自的优缺点进行了分析。     

基于置信椭球的V/M故障检测与隔离算法改进

动态系统的故障诊断技术在组合导航系统中有着重要意义.首先介绍了一类经典状态一致性故障检测/隔离方法-Kerr的基于置信椭球的V/M处理方法的原理与处理过程.Kerr的V/M方法以偏差方向的累计和进行隔离判断,可能发生两种情况下的隔离模糊问题.为此,对Kerr的经典V/M算法进行了改造,在其投票函数中采用偏差距离的累计代替偏差方向的累计,使得故障隔离的敏感性大幅度增加,解决了经典V/M算法在实用中存在的第一种情况下的隔离模糊问题.采用算例证明了新方法的有效性.     

On the busy period of the M/G/1 retrial queue

The M/G/1 queue with repeated attempts is considered. A customer who finds the server busy, leaves the service area and joins a pool of unsatisfied customers. Each customer in the pool repeats his demand after a random amount of time until he finds the server free. We focus on the busy period L of the M/G/1$ retrial queue. The structure of the busy period and its analysis in terms of Laplace transforms have been discussed by several authors. However, this solution has serious limitations in practice. For instance, we cannot compute the first moments of L by direct differentiation. This paper complements the existing work and provides a direct method of calculation for the second moment of L. © 2000 John Wiley & Sons, Inc. Naval Research Logistics 47: 115–127, 2000

文献［４］讨论了随机环境中的Ｍ／Ｍ／１排队模型，本文提出和讨论随机环境中的Ｍ／Ｍｙ／１排队模型，在统计平衡条件下给出了队长和等待队长的平稳分布以及平均队长和平均等待队长，得到了等待时间和逗留时间分布以及平均等待时间和平均逗留时间。

HVU护航编队防空作战模型

以M.Poulos的防空作战模型为基础,将护航编队防空分为区域防御和点防御2个层次,在进行必要的假设和简化后,建立了HVU (high value units)护航编队防空作战模型.在此模型的基础上,假设护航编队面114 3种攻击态势,对各种态势的防空效能进行了计算,得出了护航编队防空作战效能的衡量标准应选择HVU目标的剩余生命力为依据的结论,并建议为提高护航编队的防空作战效能,HVU应装备防御能力较强的点防御舰空导弹.     

The random order service G/M/m queue

The waiting time in the random order service G/M/m queue is studied. For the Laplace transform we obtain a simpler representation than previously available. For the moments, an explicit recursive algorithm is given and carried out numrically for some cases. This gives rise to the conjecture that the waiting-time distributio can be approximated by the one for M/M/m after a suitable change of scale.
