Civil-military relations and human security in a post-dictatorship

This article explores current developments in Chile, where since the return to democracy in 1990, the elected authorities have reconfigured the nation’s military resources in favour of four action pillars: peacekeeping and international conflict management, landmine removal and gun disarmament, emergency and catastrophe response, and a concern for human, economic and social rights. Successive defence policies offer a valuable case study for exploring the trade-offs between security, traditional and non-traditional threat management and institutional capabilities. The article argues that human security policymaking is not free from undesired outcomes; specifically, regarding how to reconvene the role of the armed forces when conventional war seems a thing of the past. The paper focuses on the interagency policy implications and the challenges ahead for civilians and the military.

Neglected but affected: voices from the oil-producing regions of Ghana and Uganda

The ‘resource curse’ is the paradoxical theory frequently used to explain how a seemingly desirable asset, such as oil, can actually pervert an economy, erode governance, perpetuate conflict, and ruin local communities to the extent that it becomes a curse. New oil discoveries in western Ghana and western Uganda have raised concerns for the democratic prospects and future stability of these countries and their surrounding regions. Based on field interviews in these oil-producing regions, this report summarises how local communities have been affected thus far and their concerns for the future. The authors assess the extent to which each country is vulnerable to oil-induced instability, and identify groups or communities that would be most likely to perpetuate it. Lastly, it provides some assessment of the future trajectory of each country.

基于模糊-组合神经网络的信息系统安全风险评估

针对信息系统的安全风险评估问题,提出了一种将模糊理论与神经网络进行浅层次结合的评估方法。通过对信息系统所涉及的风险因素分别从资产影响、威胁频度、脆弱性严重程度三方面进行分析,建立了信息系统的安全风险层次化结构,并构造了各因素所对应评判集的隶属度矩阵;综合运用模糊推理算法与神经网络仿真技术,对信息系统的安全风险进行评估,进而判定信息系统安全风险等级。最后,通过实例分析说明了算法的应用,并借助误差分析检测了模型的有效性。     

National security,military spending and the business cycle

This paper develops a Dynamic Stochastic General Equilibrium model where national security is an argument in the agent’s utility function and the government chooses optimally the level of military spending to maximize social welfare. National defense depends on military expenditure and on the strategic environment reflecting a potential hostile external threat. We use aggregate data on consumption, investment, and military spending for the US economy to estimate the parameters of the model. Estimation results suggest that consumption and national defense are complements and that military spending variability is mainly explained by external threat shocks although it also depends on the macroeconomic conditions. We compute impulse response functions of the main macroeconomic variables to several shocks: a total factor productivity shock, a defense technology shock, and a strategic environment shock. Surprisingly, we find that the optimal response to an increase in the external threat (a worsening in the strategic environment) will rise output by reducing consumption and increasing investment.     

2015 and the survival of the Nigerian State

Nigeria is currently faced with serious domestic challenges. While the state is not officially at war, it is standing on the precipice, especially with the eruption of violence occasioned by the emergence of the Boko Haram sect and the tenuous peace in the Niger Delta. With the 2015 general elections on the horizon, fears of further violence and disintegration are rife, more so because of the debate over who occupies the Presidential Villa at Abuja. President Goodluck Jonathan, a southerner, seems poised for a comeback even amidst the vociferous challenge posed by the political elites of northern Nigeria. This article looks at the different scenarios that might play out in 2015. It analyses the challenges of the survival of the Nigerian state, and makes some policy recommendations that Nigeria and its people need to put into place in order to ensure its survival beyond 2015.

Synopsis of Community of insecurity: SADC's struggle for peace and security in southern Africa

This article presents a synopsis of Community of insecurity: SADC's struggle for peace and security in southern Africa, published by Ashgate in 2012. It focuses on SADC's efforts to establish a common security regime; conflict and peacemaking in southern Africa between 1992 and 2011; and the prospects of SADC becoming a security community. It summarises the reasons for SADC's difficulties in the sphere of regional security and politics, namely the weakness of member states, their unwillingness to surrender sovereignty to communal mechanisms, and the absence of common values among them. The main conclusion is that these problems lie primarily at the national level and cannot be solved at the regional level. SADC is a forum of states and it cannot do anything that these states will not permit it to do.

Regional responses to security and development challenges in East and Southern Africa: lessons and way forward

Since the mid-twentieth century, the East and Southern African regions have been mired in complex and overlapping security and development challenges, including ethnopolitical conflicts, terrorist insurgencies, the proliferation of small arms and light weapons (SALWs), and overwhelming economic crisis. These challenges have had implications for human security, socio-economic development, territorial authority, sovereignty and the stability and legitimacy of political regimes in the affected states. The adequacy and relevance of the regional responses to these challenges is the subject of ongoing debate, to which this paper now adds. Among other factors, this paper identifies competition for regional dominance and institutional inadequacies as accounting for the inability of regional governance bodies to respond adequately to the challenges they face. Consequently, it recommends the expansion of the mandate of the Regional Economic Communities (RECs) beyond regional economic integration to include peacebuilding and a deepening of the institutional efforts focused on security cooperation and conflict management.
