This article examines two related issues: the policy objectives pursued by the British government to prevent India from developing nuclear weapons and the challenges presented to the Indian government in balancing Gandhian idealism with the reality of nuclear diplomacy. Building on recent research, the following issues are explored: the implementation of Anglo-American non-proliferation policy in Asia, the provision of security guarantees for India and Pakistan and the UK proposal to establish a Commonwealth Nuclear force as a means of maintaining British influence in the region. The analysis is placed within the context of Britain's overall defence policy during the 1960s focusing particularly on the British withdrawal from East of Suez and the development of nuclear-sharing arrangements within NATO. The article argues that the Wilson government regarded security guarantees for India as an obstacle towards the successful conclusion of a non-proliferation agreement. Britain's primary objective in advancing the concept of a Commonwealth Nuclear Force was not to increase Indian security in the face of Chinese nuclear threats but to explore possible options to internationalise Britain's nuclear forces after initial plans for a NATO nuclear force had failed.  相似文献

Several years ago, Ward Wilson presented in this journal a wide-ranging challenge to what every generation of national security scholars and practitioners since the end of World War II has been taught about nuclear weapons. He asserted that nuclear deterrence amounts to far less than its proponents have claimed and provocatively suggested that nuclear deterrence is a myth. Relying upon both empirical and theoretical objections to nuclear deterrence, he concluded that its failures were clear-cut and indisputable, whereas its successes were speculative. Yet in spite of a flourishing trade in scholarly articles, think tank reports, blog posts, and opinion pieces concerning nuclear deterrence, nobody—including nuclear weapons scholars—has ventured more than a limited critique of Wilson's essay. There are, however, serious shortcomings in Wilson's arguments—deficiencies that make his essay an unpersuasive brief against nuclear deterrence. Wilson's thesis could be correct. His arguments, however, are unlikely to persuade any skeptical members of Congress, upon whom future progress in arms control depends, to reconsider the value they attach to nuclear weapons and nuclear deterrence.

In 2003, Libyan leader Muammar Qaddafi agreed to eliminate his country's weapons of mass destruction (WMD) programs and long-range Scud missiles under strict verification by U.S. and British experts and international inspectors. This article examines the negotiation and implementation of Libya's WMD rollback, with a primary focus on its chemical weapons program, and draws some lessons for the future. Although the Libyan case was unique in many ways, some aspects have relevance for other countries, including the critical role played by multilateral nonproliferation organizations, the utility of economic sanctions and export controls, the importance of a flexible U.S. disarmament funding mechanism, the value of rotating technical assistance teams in and out of the country that is disarming, and the desirability of remaining politically engaged with a former proliferator after rollback is complete.  相似文献

In this article, we focus on relatively new maintenance and operational scheduling challenges that are faced by the United States Air Force concerning low‐observable (LO) or stealth aircraft. The LO capabilities of an aircraft degrade stochastically as it flies, making it difficult to make maintenance scheduling decisions. Maintainers can address these damages, but must decide, which aircraft should be put into maintenance, and for how long. Using data obtained from an active duty Air Force F‐22 wing and interviews with Air Force maintainers and program specialists, we model this problem as a generalization of the well‐known restless multiarmed bandit superprocess. Specifically, we use an extension of the traditional model to allow for actions that require varying lengths of time, and generate two separate index policies from a single model; one for maintenance actions and one for the flying action. These index policies allow maintenance schedulers to intuitively, quickly, and effectively rank a fleet of aircraft based on each aircraft's LO status and decide, which aircraft should enter into LO maintenance and for how long, and which aircraft should be used to satisfy daily sortie requirements. Finally, we present extensive data‐driven, detailed simulation results, where we compare the performance of the index policies against policies currently used by the Air Force, as well as some other possible more naive heuristics. The results indicate that the index policies significantly outperform existing policies in terms of fully mission capable (FMC) rates. Becoming a nuclear weapon state and sustaining a militarily credible nuclear weapons capability is far from trivial, especially for medium powers. Such a capability is demonstrated by much more than firing a first test or acquiring significant quantities of fissile material; capability is indicated by factors including weaponization, delivery of weapons, reliability and effectiveness of weapons and their delivery systems, fissile material availability, and nuclear and non-nuclear testing. Files in the British National Archives shed considerable light on the problems faced by the nuclear weapon program of the United Kingdom from 1952 through the late 1960s. The question is whether this experience is unique or if it instead offers insights into the potential problems faced by, or facing, other medium or aspiring nuclear weapon states. The proliferation-related topics highlighted include: fissile material production, nuclear testing, the first weapon, weapon delivery rates, non-nuclear testing, delivery platform problems, and long-term maintenance and capability sustainability. The stage may be set for what could be a historic turning point in America's reliance on nuclear weapons to meet its fundamental national security interests. Proponents of a refurbished nuclear stockpile and infrastructure are convinced that nuclear weapons will remain central to U.S. security interests, yet they admit that there is no national consensus on the need for and role of nuclear weapons. Nuclear opponents are gravely concerned that to the extent nuclear refurbishment creates a global perception that nuclear weapons remain essential instruments, it will eviscerate nuclear nonproliferation measures precisely at a time when nuclear ambitions are growing. Moreover, opponents see deterrence through advanced conventional weapons as decisively more credible than any nuclear alternative. With hopes of elevating discourse to the national level, this article examines the key current arguments pro and con within the specialist community and forecasts changes in the U.S. nuclear arsenal over the next decade. It concludes with a brief prognosis on prospects for complete nuclear disarmament.  相似文献

The rejection of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) by the U.S. Senate in October 1999 could have been avoided, and the consequences of that vote still loom in the minds of supporters of the treaty. President Barack Obama has embraced the vision of a world free of nuclear weapons, and a key element of the Obama administration's arms control agenda is delivering on U.S. CTBT ratification. In order to secure the two-thirds majority in the Senate necessary to ratify the treaty, senators that remain skeptical of nuclear disarmament must also be convinced that the entry into force of the CTBT is in the national security interest of the United States. This article provides an analysis of the issues surrounding U.S. CTBT ratification divided into three segments—verifiability of the treaty, reliability of the U.S. stockpile, and the treaty's impact on U.S. national security—and concludes that CTBT ratification serves the security objectives of the United States. The CTBT constitutes an integral component of the multilateral nonproliferation architecture designed to prevent the proliferation of nuclear weapons, and it constrains the qualitative development of nuclear weapons, thereby hindering efforts by states of concern to develop advanced nuclear weapons.  相似文献

The rate at which operating costs grow as aircraft age is important for setting operating budgets and for deciding when to replace aging systems. While studies using data from the 1990's typically found 1–3 percent real rates of growth in operating costs as aircraft age, studies using data from the 2000's found greater rates, for example in the 4–6 percent range. Growth in the total U.S. Air Force budget during the 2000s appears to explain much of the higher estimated annual growth rates in operating costs per flying hour beyond the growth rate intrinsic to the aging of the fleet.  相似文献

For most of the 1950s, manned aircraft were the prime nuclear bomb delivery method, and were therefore a vital metric for British and American intelligence when calculating the Soviet threat. Each community reached very different conclusions from the same raw intelligence, generating the ‘bomber gap’ myth in the US but not in the UK. The information available was inconclusive, so in order to understand it estimators had to rely on their assumptions, which were different. Contrasting scopes for parochial capitalisation drew their conclusions further apart. Contrary to orthodox accounts of this episode, Soviet deception did not play a central role.  相似文献

Chile's controversial and little known role in the Flaklands Islands War has been the subject of much speculation. Recently, retired General Fernando Matthei, a former member of Chile's military regime and Commander-in-Chif of the Air Force, revealed key details about Chilean support of the British Task Force in the South Atlantic. This article analyses Matthei's statement and offers an initial assessment of the imapct of Chile's contribution to the military campaign. It explains the regional and international factors that conditioned Santiago's decision to support London. The article concludes that while it is impossible to determine with absolute certainty if the outocme of the conflict would have been different without Chile's support, it is clear that the campaign would have been longer and much more complicated without Santiago's cooperation.  相似文献

Traditional analyses of Switzerland's nuclear weapons program often explain both its beginning and its end by merely subsuming it under the broad logic of security calculations: the country originally developed an interest in nuclear weapons due to its precarious security environment after the end of World War II; it ended its nuclear ambitions roughly two decades later when it felt less threatened by external powers. Yet this depiction of the Swiss case brushes aside the historical political context in which Switzerland's nuclear decision-making was embedded. Drawing upon studies in sociology and political theory, this article argues that understanding the Swiss debate on nuclear weapons is possible only if we manage to comprehend the significant political and cultural changes that took place within Swiss society. These changes deeply affected the country's defense and foreign policy conceptions and also altered prevalent notions of neutrality, thereby ultimately foreclosing the nuclear option. In more abstract theoretical terms the article moreover suggests that we need to overcome depictions of objectively given threats or predetermined interests and develop analytical tools that help us disentangle the complex, non-linear ways in which threat perceptions, identities, and preferences evolve and shape states’ proliferation policies.  相似文献

During the Cold War, NATO planners created the Allied Command Europe Mobile Force (Land) to implement proto-flexible response strategies. Originally conceived as a means to plug gaps in the NATO Central Region "Shield" forces with portable tactical nuclear weapons, ACE Mobile Force evolved into a signalling device intended to forestall an escalatory situation with Soviet and Warsaw Pact forces on NATO's northern and southern flanks. Due to expanding and increasing religious extremism and terrorism coupled with political instability in Pakistan, most western observers believe that Pakistan's nuclear weapons are not secure and could be taken over by terrorists. This would have adverse implications for the region and for global peace, especially for the security of USA and Europe. This article argues that this perception is based on a flawed understanding and knowledge of how Pakistan's command and control setup has evolved and operates. Pakistan's nuclear weapons are as safe as any other state's nuclear weapons. Pakistan has also been active in supporting and participating in global efforts to improve nuclear safety and security. Over the years, Pakistan has been quite open in sharing information regarding how it is improving its command and control system with western governments as well as scholars. This article argues that the steps Pakistan has taken to secure its nuclear weapons are adequate and that Pakistan would continue to further strengthen these measures; however, it is the expanding religious extremism, terrorism and anti-Americanism in the country which make the international perception of Pakistan extremely negative and then seep into the perception of Pakistan's nuclear weapons safety and security.  相似文献

This article challenges the conventional wisdom that Neville Chamberlain rejected the British tradition of balance of power in the 1930s. In contrast to balance of power and balance of threat theories, states do not balance against aggregate or net shifts in power. Instead, leaders define threats based on particular elements of a foreign state's power. The import is that different components of power of a foreign state are more or less threatening and aggregate shifts in power alone may not provoke counterbalancing behavior. In the 1930s, Britain balanced against the most threatening components of power: the German Luftwaffe and the threat of a knock-out air assault against the homeland, Japan's Imperial Navy and its threat to Britain's commercial trade routes and the Dominions in East Asia, and the Italian Navy and the threat to Britain's line of communication through the Mediterranean Sea to India and Asia. Given Britain's difficult financial circumstances, all other components of power, such as the army and the land components of power of Germany, Japan, and Italy were ranked as secondary in terms of its rearmament priorities. Thus, London was able to narrow the gap with Berlin in specific components of power of strategic importance such as aircraft production or to exceed Germany in other areas such as the Royal Navy and its battlefleet.  相似文献

Graham Farmelo's new book on the early British nuclear weapon program assembles a fascinating cast of characters in a gripping narrative. It particularly succeeds at illustrating the importance of “atomic energy” imagery in the United Kingdom well before the discovery of fission, and provides nuanced insights into Churchill's handling of issues relating to the atomic bomb and scientific expertise. However, in arguing that the British had a “lead” on the manufacture of atomic bombs that was “lost” to the United States during the early Manhattan Project, the book overstates its case, and in the process misunderstands what it took to make the bomb.  相似文献

The United Arab Emirates (UAE) has laid out an ambitious plan to become the first Arab country to possess a civilian nuclear energy program. Central to that effort has been the Emirati government's ability to obtain foreign nuclear assistance. This article traces the UAE's strategies for overcoming the obstacles that stood in the way of nuclear suppliers providing assistance. It examines the approach taken by the UAE to assuage the safety and security concerns of nuclear suppliers, how the UAE leveraged its alliances with France and the United States to obtain their cooperation, and its strategies for engaging domestic interest groups in supplier states. The generalizable elements of the UAE's strategies are discussed and used to provide insight into the prospects for other Middle Eastern states' bids to obtain similar assistance. The article concludes with a discussion of the potentially transformative aspects of the strategies employed by the UAE in shaping other countries' pursuit of nuclear energy in the region.  相似文献

The nuclear nonproliferation regime and its essential foundation, the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), are currently under grave stress. The challenges that have plagued the regime since its inception–universal adherence and the pace of disarmament–persist. But new threats raise questions about the effectiveness of the treaty in preventing the spread of nuclear weapons. These include: clandestine pursuit of nuclear weapons by some NPT parties without the knowledge of the international community and the International Atomic Energy Agency in violation of their obligations; the role of non-state actors in proliferation; and renewed interest in the full nuclear fuel cycle, technology necessary to create fissile material for weapons. This article considers recent prominent proposals to address these three threats and assesses them according to their ability to gain legitimacy, a crucial element in strengthening a regime's overall effectiveness.  相似文献
