不久前,由兵团建设局、发改委、财务局、劳动和社会保障局、工会等部门组成的4个“清欠”工作组分赴天山南北行程1万多公里,检查上百个单位和工程项目,督办清理拖欠工程款和农民工工资工作。目前,清欠工作取得一定效果,截至2004年11月底,除建工师、农三师外,其余12个师已经完成清欠农民工工资任务,全兵团完成年清欠目标的95％以上,完成全年清理拖欠工程款目标的96．57％。

这是一次事关1亿多农民工切身利益的重大行动,这是一个影响中国经济健康发展的重大举措。“决不能让农民工空着手回家过年”“政府部门要带头偿还拖欠的工程款”……年未岁初,一场清理拖欠工程款和农民工工资的攻坚战,在全国范围内迅速展开。

Framing Protest and Insurgency: Boko Haram and MASSOB in Nigeria

Why do some protest movements erupt into rebellion, whereas others protest peacefully under similar circumstances? Addressing this question, this paper investigates the cases of Boko Haram (rebellion) and MASSOB (non-violent protest) in contemporary Nigeria. Conventional explanations of rebellion focusing on opportunity, inequality, and repression cannot explain why these movements have pursued different protest strategies. This paper tries to explain this puzzle by investigating the signifying work and meaning construction of both movements drawing on the framing approach from social movement studies. The framing analysis shows that the different protest behavior largely results from the differing cultural context of both movements, from the agency of the framers, and from successful frame alignment, which results in frame resonance and, thereby, the successful mobilization for collective action.     

雷达虚拟维修训练系统中的数据存取与应用

简要介绍了通用雷达装备虚拟维修训练系统.针对系统存在的不足,根据XML数据库与关系数据库之间的映射方法,提出了基于XML Schema,对XML数据库进行数据存取的思路.从XML Schema描述VC 结构出发,解析XML数据,利用XML转化成DOM来对数据进行存取,并提供了一个具体实例.对虚拟维修训练系统置于广域网跨平台进行异构数据操作的开发具有重要意义.     

Military Expenditures and Natural Resources: Evidence from Rentier States in the Middle East and North Africa

It has been argued that the discovery of a new natural resource greatly increases the risk of conflict. This research aims to study the effect of natural resources on military spending, using the data from rentier states in the Middle East and North Africa (MENA) countries from 1987 to 2012. In considering the ‘resource curse,’ the types of natural resources matter. Our empirical results demonstrate that the ‘resource curse’ arising from the abundance of certain natural resources, particularly oil and forest resources, leads to increases in military spending. In contrast, the rent from coal and natural gas has a negative impact on military spending, while the rent from minerals has no impact on military spending, controlling for GDP growth and per capita income.     

The Armoury Gauging System and Interchangeable Manufacture

Abstract

Scientifically analysing important artefacts from the site of historic battles is vital if the best information is to be retrieved from the field. A detailed knowledge of the specific equipment that was available to the combatants from a known battle is also required at a high level so that artefacts and fragments resulting from an historic battlefield archaeological survey can be recognised when found. Access to specialists from all walks of life is required throughout each battlefield-related project, from the fieldwork stages to the dissemination of information. The following paper discusses the importance of working alongside museums and specialists and gives examples of how the Towton Battlefield Archaeology Project has successfully worked with the staff at the Royal Armouries Leeds.

聚对苯撑及其衍生物的合成、表征和电性能

从溴苯合成出了聚对苯撑,从对苯二酚合成出了几种聚对苯撑的衍生物：聚（２,５－Ｍ甲氧基）对苯撑,聚（２,５－二乙氧基）对苯撑和聚（２,５－二丁氧基）对苯撑。用ＩＲ表征了中间体和聚合物的结构,测定了聚合物的电导率和伏安特性曲线,并讨论了实验条件对产率的影响。

Ethnic groups,political exclusion and domestic terrorism

This study examines whether the exclusion of ethnic groups from political power is an important contributing factor to domestic terrorism. To empirically test this question, we employ a negative binomial regression estimation on 130 countries during the period from 1981 to 2005. We find that countries in which certain ethnic populations are excluded from political power are significantly more likely to experience domestic terrorist attacks and to suffer from terrorist casualties; furthermore, ethnic group political exclusion is a more consistent and substantive predictor of domestic terrorist activity than general political repression or economic discrimination.     

基于多特征的图象目标识别分类

文中研究将多特征信息融合技术用于图象目标识别分类的方法,利用图象灰度表面的分形特征与图象的摘特征（非分形特征）所提供的信息进行融合处理,在决策层中运用Ｄｅｍｐｓｔｅｒ－Ｓｈａｆｅｒ证据推理理论,并使用决策规则对目标进行分类。在实验中,将经过信息融合分类的结果与单特征独自分类的结果进行比较。结果表明,多特征信息融合的目标识别方法具有良好的稳定性,准确性和可靠性,能够有效地提高图象分类识别系统的精确度与容错性。     

超电磁材料与未来隐身技术

阐述传统隐身技术的理念和超电磁材料的基本概念与基本特性,超电磁材料是一种具有天然材料所不具备的超常物理性质的人工复合结构或复合材料,其性质往往不主要决定于构成材料的成分与本征性质,而决定于其中的人工结构.分析、说明了超电磁材料隐身技术的基本原理、设计思路与理解方法.指出了目前超电磁材料隐身技术的研究进展,最后得出未来超电磁材料应用于隐身技术具有良好潜在应用前景的结论.
