多源目标识别中冲突证据的融合策略研究

随着防空反导作战环境的日益复杂,快速准确地进行真假目标识别显得尤为重要。针对多源目标决策级识别中冲突证据融合问题,在综合分析现有改进证据理论方法的基础上,引入新的冲突度量系数,提出了一种通过在融合流程中增加智能判断环节,以冲突系数为判断依据,对具有不同冲突系数证据选择不同组合规则进行证据组合的融合方法,并给出了策略的流程图。最后进行了实例验证,结果表明新策略能对不同未知信度和不同识别框架冲突证据进行快速有效的融合。     

从俄格战争看俄罗斯指挥自动化的发展

俄格冲突中,俄罗斯军队击败了格鲁吉亚军队,展现出强大的实力。从这场局部战争中可以看出,俄军的指挥自动化发展已经取得了很大的成就,能够基本保证信息化战争条件下指挥决策的时效性和质量,基本满足一体化联合作战的需求。但同时,在此次战争中,俄军也暴露出了在指挥自动化建设方面存在的一系列问题。文章旨在分析俄军指挥自动化建设的成就与不足,得出启示。

多年冻土区管道的设计技术研究

在多年冻土地带铺设油气管道,是国际能源战略发展的必然,但由于冻土具有冻胀和融沉特性,因此,选用合适的管道设计方法保证管道安全运行一直是一大研究热点。通过对多年冻土区管道所承受载荷类型的分析,论证了采用基于应变的管道设计方法的合理性,并着重对拉伸应变极限和压缩应变极限的确定方法进行了探讨,指出在实际设计中,应该选用相对宽松的压缩应变极限值和严格的拉伸应变极限值。

随着国内外对民族问题话题的关注,“民族政治学”在政治学专业传统课程教学中的重要性也日益凸现,面对当前“民族政治学”教材数量少、内容单一,以及在解释当前急剧变化的民族国家交往与冲突的现实政治上的理论滞后等问题,如何使“民族政治学”教学既能跟上时代需要,同时满足学生期望对国际间的移民问题、国际上的民族与宗教冲突以及各国内部的民族问题进行理论解析的知识渴求,笔者在近年的“民族政治学”本科和硕士生教学中尝试进行了教材内容和教学方法上的创新,将国内外关于民族政治研究的重要成果汇集并整理成教学内容,在研究方法上尝试将政治学理论与民族学、社会学、心理学内容相结合,使教学内容上涵盖国内民族研究和国际民族研究,在讨论和解释的理论工具上则体现多学科的交叉,最后以读书研讨的方式培养学生对问题分析的理论思维能力.     

Evaluating the Spillover Effects of the Colombian Conflict in Ecuador

The Colombian civil war lasted for nearly six decades with approximately 10 percent of its population being displaced over the same period. The implications of this conflict have transgressed international boundaries. Countries such as Ecuador experienced an exodus of victims as well as an increase in the presence of armed groups, along with the proliferation of illegal businesses. Even though the internal social and economic consequences of the Colombian conflict have been documented in the literature, there is yet to be a study addressing these issues from the perspective of impacted neighboring countries. In this work, we contribute to the literature by evaluating whether the influx of asylum seekers and the increasing presence of armed groups in the bordering provinces of Ecuador have lead to an increase in violence among these provinces. We do not find any link between the arrival of asylum seekers and the incidence of violent crimes in the Ecuadorean bordering provinces. Similarly, our results indicate that despite an increase in the presence of armed groups, these regions did not experience an increase in the homicide rates significantly different from the other provinces. The results are robust to various specifications and econometric techniques.

为了验证高功率密度柴油机智能化控制冷却系统控制策略是否正确,以DSPACE为基础搭建了半实物仿真试验平台;通过仿真试验平台验证,控制策略符合柴油机冷却系统工作要求,电控阀、传感器、驱动电路等部件工作可靠,节省了研制时间、经费,降低了研制风险。     

载重汽车自动离合器坡道起步控制策略与试验研究

根据坡道起步时离合器的接合特性,将离合器接合过程分为3个阶段,分别选取不同的控制参数和控制策略,实现了电机驱动式自动离合器在不同坡道下的起步控制。经试验证明:该控制策略可以适应驾驶员的起步意图,达到了起步冲击度和滑磨功综合控制的目的,取得了满意的控制效果。     

Territorial Power Sharing and the Regulation of Conflict in Africa

The article argues that there is a relative lack of territorial power sharing in sub-Saharan Africa, but that this should not surprise us given the socio-ethnic context of most African countries which lack both majoritarian ethnic groups and clear culturally based distinctions between contending groups. A comprehensive analysis of the various federal systems and of some decentralising countries reveals a sobering record of conflict management and discusses some explanatory variables. In this context, forms of power sharing that include provisions on territorial autonomy, amounting to full-fledged federalism or restricted to some degree of decentralisation, should be regarded with caution. Regional autonomy as a solution to civil war will not work in most cases.     

Conflict circuit breakers in the Great Lakes Region of Africa

Conflict resolution in the African Great Lakes Region has been linked to the protocols and projects agreed upon at the Second International Conference on the Great Lakes Region (ICGLR). The ICGLR created a continental-wide framework of conflict circuit breakers focused on resolving the structural and surface situational causes of the 1996 to 2003 armed conflicts that drew in at least six nations and destabilised the entire region. The implementation of these protocols and projects will serve as a test for the African Great Lakes Region to move away from conflict and into a cooperation and development phase; however, the effort to bring peace, stability and development will face obstacles not only in the security sector, but also in developing infrastructure, civil society, and good governance. In summary, this article contends that peace in the Great Lakes Region will depend equally on two factors: internal governance and building civil society institutions, and focused regional interlocking circuit-breaking institutions.
