THE DEMOCRATIC REPUBLIC OF CONGO

Biological and chemical weapons are increasingly in the news. A series of events in the United States, beginning with the 11 September 2001 attacks and including mailed letters deliberately infected with anthrax later that year, have led to heightened fears of increasing resort to such agents for terror. Concurrently, the 2003 Iraq war, which failed to find weapons of mass destruction (WMD), has led to a great deal of cynicism about such threats, especially in the developing world. This article sets out the concerns of the International Committee of the Red Cross (ICRC) about the risks of new advances in the life sciences being turned to hostile use and explains what it is doing to try to encourage objective risk assessment and reduction in that context. We argue that, setting aside the rhetoric of the ‘war on terror’, there are sound reasons for actors in the life sciences in Africa to treat concerns about poisoning and the deliberate spread of disease seriously. It is in their interests to take practical action in line with their existing ethical and legal obligations in order to assess and reduce these threats.

WHILE WAITING FOR THE PROTOCOL

The Biological Weapons Convention (BWC) regime currently suffers from a lack of effective compliance procedures. Because a legally binding compliance protocol to the BWC is not available, other measures are needed to stabilize the regime against the risk of violations of its rules. The Treaty on the Non-Proliferation of Nuclear Weapons, the Chemical Weapons Convention, and the experiences of UN inspection teams show that among the necessary components of effective compliance mechanisms are an intermediary level between bilateral consultations of states parties and involvement of the UN Security Council as well as independent assessment capabilities. This article suggests that the UN Secretary General could assume such an intermediary function and, using the authority contained in Article 99 of the UN Charter, could investigate not only alleged use of biological weapons but also alleged breaches of the BWC. A standing expert unit in the Department for Disarmament Affairs could provide the independent expertise necessary for such investigations. Such a compliance mechanism could provisionally help stabilize the BWC regime until a permanent compliance system can be agreed.

AN ALGORITHM FOR THE SEGREGATED STORAGE PROBLEM

The segregated storage problem involves the optimal distribution of products among compartments with the restriction that only one product may be stored in each compartment. The storage capacity of each compartment, the storage demand for each product, and the linear cost of storing one unit of a product in a given compartment are specified. The problem is reformulated as a large set-packing problem, and a column generation scheme is devised to solve the associated linear programming problem. In case of fractional solutions, a branch and bound procedure is utilized. Computational results are presented.

真实感地貌生成算法的研究与实现

介绍一个可生成有真实感三维地貌图的生成算法。该算法通过采用线性插值方法计算地貌各点的高度,引入一适当的观察模型进行视见变换,并采用改进了的浮动水平线算法,依据地形数据信息生成逼真的三维地貌,并用C语言在微机上实现。
