This paper argues that the crisis of electoral democracy in Zimbabwe and Cote d'Ivoire is a result of underlying structural and institutional deficiencies within national and regional multinational institutions. It assesses the extent to which they have been ‘enablers’ or ‘spoilers’ of electoral-based transitions to democracy. Yet it avoids generalisations of the security sector's involvement in political transitions. In terms of structure, the paper is divided into four sections. Section one will briefly discuss the theoretical perspectives of the election-democracy trajectory. It argues that although elections are a major variable for democracy, unless the ‘ecology of elections’ is conducive, elections may not be an instrument of transition to democracy. The second section analyses the militarisation of politics and the role of the security sector in aiding or stalling democratisation. Section three will assess the role of regional organisations such as the Southern African Development Community, Economic Community of West African States and the African Union in electoral-based political transitions in Africa. Lastly, the paper will discuss how the security sector and multinational African institutions can aid political transitions to democracy in troubled African countries.  相似文献

Frustrated by decades of authoritarian rule, political repression, economic mismanagement, poverty, soaring unemployment and other related injustices, the youth in Tunisia, Egypt and Libya rose up against the state, while Algeria and Morocco narrowly escaped the events of the so-called ‘Arab Spring’. This quest for political reform is an indication of a great collective shift that has the potential to reverberate throughout the African continent. However, to what extent can the youth succeed in bringing about the much-desired transition to democracy? This article focuses on the North African youth uprising and the quest for political reform in Africa. It examines the core issues of the youth uprising and the challenges to the attainment of political reform. A youth uprising can lead to genuine political reform if the major challenges in building new democratic forms of governance which can address economic disparity, protection of human rights, justice and security, can be overcome.  相似文献

This paper examines the ways in which the military infringes on the social and political rights of soldiers who joined the Zimbabwe National Army in post-independence Zimbabwe. Contrary to the scholarly and policy debates that present Zimbabwean soldiers as the silent prop behind President Robert Mugabe and the perpetrators of political violence, this paper argues that these soldiers have also been victimised in army barracks. The victimhood of soldiers has been explicit in the ways in which they are forced to execute their duties beyond their professional expectations. In substantiating this argument, the paper explores the unethical military training and the ways in which soldiers are disciplined and punished through Chapter 11:02 of the draconian Defence Act. The paper’s contribution stems from a ‘rights’ perspective that emphasises the right to freedom, justice and protection, which is usually quite silent in the military. But the question is how can soldiers’ concerns be translated into new practices without compromising so-called ‘state security’?  相似文献

The Sri Lankan Civil War (1983–2009) is regarded as a violent reflection of deepening divides along political and ethnic lines. During this civil war the Sri Lankan Government and its security forces have been implicated in unlawful killings carried out in a pervasive manner against civilians, whilst at the same time specifically targeting ethnic Tamils, humanitarian workers and journalists. The human rights of all citizens suffered as a result and ultimately led to the weakening of the rule of law. With the end of the civil war, the Sri Lankan Government has made little progress in providing accountability for wartime abuses. Its absence of and reluctance to ensure justice is seen as a logical culmination of decades of impunity. The importance of acknowledging historical behaviour and taking accountability for past violations will be discussed. In an analysis for paving the way to a new democracy in Sri Lanka, the main outcomes of this article are calls for accountability arising out of the government’s actions during the war; an investigation into the present state of human rights, the rule of law and finally; an examination into the political solution going forward to ensure a process of reconciliation and peaceful co-existence.  相似文献

ABSTRACT

Natural resource-based conflicts continue to occur in different parts of Nigeria with negative implications. This study investigated the phenomena of natural resource conflicts vis-à-vis their propensities to impact political economy and national security negatively. Data for the study were sourced from theoretical and empirical evidence. Empirical data were sourced from existing studies selected on the basis on their relevance to the study and analysed based on their content. The limitation to this approach is the obsolete and subjective nature of some the literature. This limitation was, however, addressed among others through the author’s knowledge of the issues under study. The study found that Nigeria is enmeshed in conflict over ownership, distribution, access to or competition over natural resources such as petroleum resources and agricultural land and these conflicts have undermined democracy, human rights, the economy and the nation’s security. The paper identified poor resource governance, environmental factors and poor political leadership as the causes and drivers of these conflicts. It recommends natural resource governance among others, as a way out of the problem.  相似文献

This study is an exploration of the use of technology-mediated interventions by the Zimbabwe Peace Project (ZPP) in checkmating the country’s insidious culture of political violence and impunity. It disentangles the ZPP’s strategies and the composite reactions they triggered from state functionaries and the aligned security apparatus. The ZPP exploited and deployed an Internet-circulated monthly newsletter, bulk short message service (SMS) alerts, smartphones, radio and Facebook to shine a spotlight on injustice. It is argued that the ZPP’s whistle-blowing strategies used against human rights violators were not necessarily intended to secure immediate perpetrator conviction; rather, they were a partial but exigent attempt at using perpetrator exposure to reveal extralegal activities and checkmate the country’s culture of impunity. The ZPP’s cybernetic naming and shaming strategies embarrassed some offenders, as evidenced by the intelligence operatives and the police’s constant harassment and arrests of ZPP-affiliated activists. The state-controlled media compounded this pressure by casting aspersions on the ZPP’s bona fides, labelling it a foreign-funded organisation that was attempting to destabilise the country. Finally, this study is informed by a broad evidentiary base that includes ZPP reports on its e-archive, oral interviews, policy documents and newspaper accounts.  相似文献

This article explores gender and security sector reform (SSR) in Zimbabwe from 2008 to the present. It firstly postulates that the purpose of gender-sensitive SSR is to transform security services so as to enhance human security, as opposed to having an exclusive focus on state and territorial security. A comprehensive analysis of the policy and legislative framework governing gender and SSR at the global, continental, sub-regional and national levels will be presented, followed by the argument that efforts to reform the partisan and oftentimes non-professional tendencies of the security sector – especially the Zimbabwe Defence Forces, Zimbabwe Republic Police, Central Intelligence Organisation and Zimbabwe Prison Services – to promote democracy have met with firm resistance. However, gender-sensitive SSR has made significant headway in Zimbabwe since it is considered less threatening by the government. It should be noted, nevertheless, that gender-sensitive SSR has the potential to shift levels of professionalism and accountability within the sector as well as change attitudes to enhance security at the personal and communal levels. The process can gradually increase the percentage of women serving in the security sector. In conclusion, recommendations are made to broaden and deepen gender-sensitive SSR as the only viable alternative in the current political environment in Zimbabwe.  相似文献

South Africa and Kenya experienced various forms of conflict and gross human rights abuse between 1948–1994 and 1963–2002 respectively. In both situations, the conflicts were motivated by various factors; these included unequal distribution of socio-economic resources and skewed political relationships. The centrality of human rights abuse and political violence to both situations places similar issues on the agenda for analysis. In both cases opposition to regimes was justified on the basis that the political systems were constructed in such a way that limited alternative conceptions and prevented democratic freedom (until 19921 in Kenya and 1994 in South Africa). After undergoing transition to democratic rule in 1994, South Africa engaged the idea of a truth and reconciliation commission as an instrument for dealing with its past conflicts. The South African case animated widespread international interest and after an electoral victory in 2002, the National Rainbow Coalition (NARC) government in Kenya mooted the same idea. By the end of 2004 however the NARC government seems to have lost interest in the truth commission concept; this paper probes the question why? Broadly there is room for alternative interpretations both within and between the two cases on how conflicts were perpetuated and the potency of a truth and reconciliation commission as a viable alternative for dealing with past conflicts. This paper broadly aims to offer a clearer account of conflicts and mechanisms for dealing with them from the conceptual lenses of conflict management theory.  相似文献

What is the relationship between drug violence and political attitudes? In this article, we test the relationship between violence and trust using both individual and municipality data for Mexico from 2006 to 12. Using multilevel analysis, we find no support for the thesis that individual experiences with criminal violence drives trust, nor do we find a relationship between levels of violence at the municipio level and trust. However, we do find that perceived threats to individual security leads to less social and institutional trust, but this is independent of personal experience and whether the individual resides in violent communities.  相似文献

ABSTRACT

Research concerning authoritarian stability and peace usually investigates co-optation and repression. Recently, several studies argue that traditional legitimacy is also important for stability in monarchies. However, existing research rarely considers how legitimacy constrains rebellions and help the royal family to stay in power. Hence, this article explores the causal links between sources of traditional legitimacy and absence of uprisings. The study investigates the relationship with a case study of the Kingdom of Swaziland. In line with my expectations, I find a causal relationship between sources of traditional legitimacy and absence of popular uprisings. First, the royal family actively uses traditional legitimacy to justify their rule. Second, the Afrobarometer indicates that the Swazi people trust the King more than citizens in other African countries trust their head of state. Third, opposition actors have limited opportunities to mobilize the broader population against the monarchy. Fourth, traditional legitimacy dampens ongoing protests and thereby hinders their escalation into popular uprisings or political violence. Repression is clearly an important explanation for limited rebellion in Swaziland, but this article shows that also traditional legitimacy sources play a role.  相似文献

Whether or not Colombia has improved is a controversial topic. If improvement has occurred, what, if any, lessons from the Colombian model can be learned? The first lesson is that Colombia's problems were caused more by a weak state than by drugs. The second lesson is that improving state capacity requires more than just increased security. The state must also provide the basic social services that citizens require to gain and maintain their support. Additionally, government institutions need to improve their professionalism, protect human rights, and root out impunity and corruption. The alternative is to suffer from new cycles of violence as old foes are vanquished, but new ones emerge.  相似文献

Critics of globalisation suggest that growing free-market conditions generate anomie, leading ultimately to what some term ‘new wars’ and new insecurities. Others argue that liberal economies dissuade violence since people gain from peace. This study argues for a micro perspective that views predatory economic policies driving higher investment in rebellion-specific capital, such as shadow economic activity that easily translates into insurgency in weak-state settings. Investment in the shadows determines survivability against superior state forces, and survivability determines rebellion, by definition. Using civil war onset data from 1970 to 2013, as well as the Global Peace Index (GPI) and several of its individual components, which capture societal insecurity above and beyond the absence of armed violence, this study finds that countries that are more capitalistic have a lower risk of civil war and societal insecurity. The results are robust to alternative models, testing methods, and uphold when examining several relevant subcomponents of the index, such as internal conflict, violent crime, homicides, ease of access to small arms, and political instability. Surprisingly, democracy tends not to be associated with peace but associates with increased criminality whereas strong autocracy reduces it, suggesting that capitalism, more than democracy, associates with conditions favourable to societal security, independently of a country’s level of development.  相似文献

The aim of this paper is to investigate the determinants of international arms transfers in a gravity model framework. By distinguishing between the decision to export arms (extensive margin) and the value of the arms exported (intensive margin), while also considering its interdependence, is what differentiates this paper from previous research. A theoretically justified gravity model of trade augmented with political and security motives is estimated using a two-stage panel data approach for 104 exporting countries over the period from 1950 to 2007. In addition to the usual gravity variables related to the economic mass of the trading countries and the trade cost factors, the model is extended with political and security factors. The level of democracy in both trading partners, political differences between trading partners and voting similarity with the United States in the UN General Assembly of the countries engaged in trade are the main political factors, whereas the existence of conflicts, military pacts, and embargoes are taken as security motives. The key result indicates that both political and security motives are an important determinant of an arms trade, but their effects on the extensive margin of exports (the decision to order a transfer) differs from their effect on the intensive margin (average value of exports). Moreover, the relative importance of the factors under study has changed since 1989. In the post-cold war period, countries that are less democratic are more likely to export arms, military pacts are less relevant and embargoes play a role.  相似文献

This article explores current developments in Chile, where since the return to democracy in 1990, the elected authorities have reconfigured the nation’s military resources in favour of four action pillars: peacekeeping and international conflict management, landmine removal and gun disarmament, emergency and catastrophe response, and a concern for human, economic and social rights. Successive defence policies offer a valuable case study for exploring the trade-offs between security, traditional and non-traditional threat management and institutional capabilities. The article argues that human security policymaking is not free from undesired outcomes; specifically, regarding how to reconvene the role of the armed forces when conventional war seems a thing of the past. The paper focuses on the interagency policy implications and the challenges ahead for civilians and the military.  相似文献

African security, particularly conflict-related political violence, is a key concern in international relations. This forum seeks to advance existing research agendas by addressing four key themes: domestic politics and peacekeeping; security sector reform programs; peace enforcement; and the protection of civilians. Each of the articles in this forum makes a case for analyzing African agency when it comes to African security. As a way of introduction, this short article sets out the main debates and concludes by providing further directions for future research.  相似文献

The purpose of this overview is to compare the state of democracy among SADC states. This is a region where electoral democracies increased significantly since 1989, but regular elections are necessary, not sufficient, to consolidate democracies. Socio-economic conditions as well as levels of freedom may be the missing links in this regard. Per capita incomes and human development indexes are combined to constitute an appropriate socioeconomic development axis (quantified, then ranked) which is then juxtaposed with institutional criteria (autocracy, electoral democracy and consolidation zone), and then ranked according to surveys on political rights and civil liberties, constituting the liberty index (these measurements are ranked relatively). Factors such as electoral systems and deeply divided versus homogeneous societies are also taken account of. This makes for a model of development and democracy in the region with Mauritius at the most consolidated end, and the DRC the furthest away. This methodology can be repeated regularly, indicating comparative trends within the region, over periods of time.  相似文献

While the human rights impact of the deployment of state security agencies in the Chiadzwa diamond fields has been explored, it is important to continue to expose the increasing tendency within the sector to take public resources that should be protected by the state and used for the benefit of the people and channel them for personal gain. The security sector stranglehold of President Robert Mugabe and the ruling political party, the Zimbabwe African National Union Patriotic Front (ZANU-PF), has facilitated the siphoning of Chiadzwa diamond revenue into the pockets of individual security personnel. The unfolding sociopolitical crisis in Zimbabwe has also meant that these security personnel have been deployed beyond conflict zones and into traditionally civilian domains, with dire consequences for the public purse. With this in mind, it is asserted that these issues have driven state security agencies to enrich themselves through what is termed in this article as a ‘goat mentality’. The article thus explores the ways in which state security agencies have been deployed and gone on to promote personal enrichment in the Chiadzwa diamond fields.  相似文献

Negotiations to end Sudan's devastating civil war have repeatedly faltered, but among other developments, the re-emergence of civil society in both the north and south provides greater impetus for peace, as well as greater prospects for democracy and respect for human rights. Particularly important, but thus far relatively unnoticed, is the rise of a southern-led civil society movement in the north. Although Sudan's complex history and demographics provide an explanation for much of the conflict, in fact the conflict is essentially political, while it is this very complexity that could provide a basis for the resolution of the conflict. Some intriguing parallels with South Africa's recent experience underscore the role of civil society, and point to some options for the future.  相似文献

In his contribution to this collection, Keith Krause discusses the link between state-formation processes and regional security-building. In doing so, he draws attention to a specific, domestic, aspect of the process of regional community-building: the role of ideas about, institutions of, and instruments of organized violence in social, political and economic life. According to Krause, focusing on the role of institutions of organized violence in structuring and influencing the basic choices for security policy might allow a better evaluation of the prospects for constructing a regional security order.  相似文献

ABSTRACT

The rising trend of kidnapping targeting women has shown that counterinsurgency does not begin and end with the strategic advantage of state security providers in the security market and the field. Kidnapping of females by Boko Haram insurgents threatens human security and hinders sustainable development goals in Northeastern Nigeria. With primary and secondary sources, this qualitative study examines how Boko Haram insurgents target women in Northeastern Nigeria. The paper argues that community driven security strategy achievable through the collaboration between state and traditional security providers, can prevent the entry and easy escape of the insurgents. It concludes that the forces of order should sustain a policy of stop and searches until insurgents are defeated along with a programme of community-based human rights education and insurgency emergency response system for quick response to security threats.  相似文献
