ABSTRACTThis author wrote his doctorate thesis on post-conflict army reconstruction, submitting it in 2011. Continued research on the subject in the intervening seven years indicates that his theoretical propositions can be refined and improved. This article examines refinements to the model, and then applies those refinements in detail to the Afghan case. In so doing, it shifts the focus from potentially altruistic state-building to a case that was driven by pure national-strategic interests. Issues surrounding the liberal peace ideology dominate recent army reconstruction in conflict-affected states. The liberal peace underpinning is of supreme importance, so much so that in many discussions, it is internalised and accepted virtually without thought. This paper will advance the body of knowledge by establishing, for the first time, a theoretical basis for the widespread failure of army reconstruction in Afghanistan. The empirical basis builds on extensive previous research by other scholars. The resulting model can also be applied to better explain outcomes in other similar cases. 相似文献

In an important and stimulating article, Stephan Frühling and Andrew O’Neil argue in favor of applying institutionalist theory to understand the alliance politics of U.S. nuclear weapons strategy. But what promise does institutionalist theory really hold in thinking about highly unequal alliances nested in their particular threat environments? I argue that much work remains to be done to determine how much better institutionalist variables explain intra-alliance dynamics over alternative arguments that emphasize power and interests. Balances of power and the nature of threat environments may already account for key aspects of extended deterrent relationships supported by the United States in Europe and Asia. Ironically, the implication of this more traditional interpretation of alliances is that more continuity than change will characterize how Donald Trump will manage U.S. security relationships as President. 相似文献

Though the Gaullists and the officer class shared a common view of France's military, diplomatic and operational weaknesses during the Algerian War they did not always share ideas on solutions to the problem. The Gaullists were fixated on France's declining world status and were prepared to act opportunistically to halt it, thereby making a French Algeria expendable. The military, on the other hand, believed that keeping Algeria French was axiomatic in avoiding further national humiliation. This article investigates the relationship between U.S. overseas troops and the willingness of the citizens of host states to fight for their country. The study joins the long-running debate about burden-sharing and free-riding among U.S. allies. Unlike most previous empirical studies, we focus on non-material or intangible measures of the underlying concepts. Our dependent variable estimates the proportion of citizens expressing a willingness to fight for their country. Scores at the aggregate-national as well as the individual level are shaped by the presence of U.S. military forces, which act as a “tripwire” signaling credible security commitments. This increases opportunities of (non-material) free-riding. We present both bivariate and multivariate analyses covering the period 1981–2014 to test this supposition. Findings indicate that once U.S. troop levels reach a certain threshold (between 100 and 500 troops), citizens’ willingness to fight drops significantly. The defense establishments of all major powers are changing to reflect changes in the foundations of national security strategy and resource allocation. The authors believe economists should play an active role in formulating these changes and offer an orientation to the U.S. debate, presenting three major alternatives: the “Base Force” (Bush Administration), Mr. Aspin's Force “C,” and the “Low” Alternative (Prof. Kaufmann and Dr. Steinbruner). ABSTRACTAs the First World War came to an end, the U.S. Navy's leadership engaged in a bitter fight over the “lessons” of the war. Admiral William S. Sims and Secretary of the Navy Josephus Daniels fought against each other's irreconcilable positions. Sims argued that the Navy Department's inexpert civilian secretary had hamstrung mobilisation, impeded the anti-submarine campaign, and ostracised capable officers in favour of friends upon whom he bestowed medals. Daniels countered that his administration had masterfully responded to the crisis of war. The Navy's record, Daniels insisted, could best be summarised as “a great job greatly done.” Only disloyal nit-pickers could find fault in its accomplishments. The Sims-Daniels controversy raged in congressional hearings, the press, and in partisan histories written by the protagonists. The heart of the dispute and its uncertain resolution rested in radically different understandings of American civil–military relations, naval heroism, and the determinants of victory. 相似文献

Charles Ted Rutledge Bohannan (1914–1982) became an integral agent of US counterinsurgency operations during the early Cold War, contributing to both the success of the COIN effort to defeat the communist Huk insurgents in the Philippines and the stalled COIN efforts in Vietnam. In the early 1960s, he wrote a short and compact analysis of the US and Filipino experience of guerrilla warfare, from the Philippine–American war until the defeat of the Huk Rebellion. It was never published. Reprinted here, Bohannan's analysis of lessons learned makes a substantial contribution to the history of American ideas of unconventional warfare by an expert who contributed these lessons to the successful defeat of an insurgency in South East Asia. 相似文献

AbstractThis article examines the ‘incremental/fair share model’ that was proposed by Alex Mintz in 1988 concerning the budget allocation of the U.S. Department of Defense. Although Mintz was unable to confirm the correctness of his model, this study demonstrated it to be statistically significant. In the statistical analyses, I used the two-stage least squares method and Durbin’s h-test to better scrutinize the model’s adequacy. Few previous studies have addressed the allocation of the U.S. defence budget; consequently, the incremental/fair-share model should constitute a starting point for further research on the U.S. defence budget allocation. 相似文献

This article examines the vital importance of political ideology in formulating effective counterinsurgency, by examining the case of Rhodesia between 1965 and 1980. During this period, the Rhodesian Front (RF) Government of Ian Smith adopted a radical right-wing ‘world-struggle ideology’ to justify settler resistance to African decolonisation. The RF's ideology, based on settler-status anxiety, upheld a conspiratorial interpretation of modern politics that emphasised virulent forms of Anglophobia, anti-communism, anti-internationalism and anti-liberalism. The Smith Government portrayed African nationalism not as an indigenous political phenomenon, but as an external instrument of world communism and Western appeasement. After 1972, when Rhodesia faced a protracted insurgency, many of the principles of RF ideology were applied to counterinsurgency warfare with disastrous results. Because the Rhodesian Government viewed African guerrilla warfare as unrelated to domestic politics, Rhodesian counterinsurgency lacked a realistic political dimension. The dictates of settler ideology blinded the Rhodesian Government to the vital need to win ‘hearts and minds’ by applying timely principles of political pacification and reform to its counterinsurgency effort. Instead a Rhodesian counterinsurgency campaign of maximum force was pursued. Such a campaign proved counter-productive accelerating strategic deterioration and leading ultimately to the political victory of the African guerrilla cause in 1980. 相似文献

2014–2015 were years of turmoil for strategic relations, with Sino-Russian relations emerging as a particularly interesting set of ties to observe. This article asks whether recurrent Sino-Russian exhortations of friendship are mirrored by their strategic alignment in the defence and security realm, half a century after the end of the Sino-Soviet pact during the communist era. We examine the arms trade between the two countries and with regional partners, but also the recent pattern of bilateral and multilateral military exercises, as a combined test of the security and defence relationship. We are able to show that the image of friendship that both Moscow and Beijing like to promote, while apparent at the UN Security Council and within the BRICS group, remains constrained by rivalry in high-tech segments of the arms industry and by lingering concerns about the prospects of peer interference in their shared regional vicinity. 相似文献

Insurgencies thrive in regions where government legitimacy is absent. In the post-war Philippines, Captain Charles T. R. Bohannan of the Army’s Counter Intelligence Corps became actively aware of this dynamic. Bohannan is best known for his later work with Edward Lansdale and Ramon Magsaysay in defeating the Huk Rebellion (1950–1954). Here the author examines Bohannan’s early investigative work against Japanese war criminals, wartime Filipino collaborators, and the rising threat of communist subversion most associated with the Huk. All of these experiences fed into what would be the successful campaign against the Huk, chronicled in his seminal work, Counter Guerrilla Operations: The Philippines Experience, and offers lessons on the investigative (as opposed to tactical or psychological) nature of effective counter-insurgency work, as it relates to both legitimacy in governance and the rise of insurgencies. 相似文献
