Over the past 15 years Israel has been involved in a bitter counter-insurgency campaign against the Palestinians. Palestinian insurgency, particularly during the current Al-Aqsa Intifada, has posed serious challenges to the Israel Defence Forces (IDF). Whilst being able to adapt successfully its tactics to Palestinian terror and urban guerrilla warfare in order to reduce the level of Palestinian violence, the IDF has not been able to achieve a battlefield decision or victory. This has been due to the nature of the Israeli–Palestinian conflict, which ultimately necessitates the provision of a political solution by the Israeli political leadership, which has relied too often on the IDF as a panacea for its own strategic and political indecisiveness vis-à-vis the Palestinian national question.  相似文献

Irrespective our views on the rationality of our opponent's continuing to conduct operations against us, unless utterly extirpated, he retains a vote on when and how conflict will end. This is because war is about power — compelling another actor to do something he would not otherwise do, or to cease doing something he would otherwise prefer to do. In planning for conflict termination we should account for the peculiarities of opponents who may decide not to quit when we have beat them fair and square. We do not desire that they cease conventional fighting, but that they cease fighting altogether.  相似文献

European navies made a fundamental contribution to the Cold War at sea, ensuring the effectiveness of deterrence even as Soviet naval forces grew to ominous proportions. European fleets were tasked with containing a Soviet attack until US forces could arrive on the scene. Many European navies pursued essential niche capabilities tailored for their own unique maritime environments. Others made important contributions to broader NATO efforts in the high-stakes arenas of sea control, power projection and even nuclear deterrence. Contentious issues did arise, for example concerning burden-sharing, but true to its name, the alliance succeeded collectively in wielding formidable sea power. This paper is based on the premise that the maritime players in the Cold War at sea were by no means restricted to the US and Soviet navies. The navies of Western Europe and Canada had major roles to play as well within the NATO area. They contributed a great deal to the political cohesion crucial to an essentially maritime alliance, and in many cases had a real operational contribution to make as well. What follows, then, is the Cold War at sea from a European point of view.  相似文献

American policy-makers are predisposed towards the idea of a necessary war of survival, fought with little room for choice. This reflects a dominant memory of World War II that teaches Americans that they live in a dangerously small world that imposes conflict. Critics argue that the ‘choice versus necessity’ schema is ahistorical and mischievous. This article offers supporting fire to those critiques. America's war against the Axis (1941–45) is a crucial case through which to test the ‘small world’ view. Arguments for war in 1941 pose overblown scenarios of the rise of a Eurasian super-threat. In 1941 conflict was discretionary and not strictly necessary in the interests of national security. The argument for intervention is a closer call that often assumed. Focusing on British involvement in the 1960s Yemen Civil War, this article examines the centralised mechanisms developed in Whitehall to coordinate covert action interdepartmentally. It therefore sheds new light on London's security and intelligence machine and its input into clandestine operations. Drawing on recently declassified documents and interviews, it uncovers various important but secretive actors, which have been overlooked or misunderstood in the existing literature, and outlines their functions in the most detail yet available. In doing so, it considers how these bodies evolved in relation to competing threat assessments of the local situation and the impact they had on Britain's covert intervention in the theatre. This article assesses the utility of the system and argues that it provided an effective means to ensure that any covert action sanctioned was properly scrutinised so as to reduce risks and best meet national interests.  相似文献

Highly fragmented insurgencies often lack explicit coordination mechanisms such as plans, direct means of communication, or hierarchical organization. Many such insurgencies nevertheless obtain a high degree of coordination that produces strategic-level effects. This article presents a theory of how coordination can emerge tacitly in highly fragmented insurgencies, and how this can produce strategic-level effects. Strategic effects emerge through a combination of complementary and supplementary tactical-level actions between commonly positioned insurgent groups. The theory is then tested again evidence from the Soviet–Afghan War. The evidence presented shows that some of the Mujahidin's strategic-level effectiveness was produced through tacit coordination.  相似文献

This article demonstrates the inconsistent and wavering Soviet attitude towards national liberation movements in general and the Palestinian organizations in particular. Until the late 1960s, the Soviets viewed these organizations with suspicion, hesitating to engage in political dialogue with them. However, in the 1970s, political and military events in the region, as well as modifications in the Kremlin's Cold War strategies, led to a general shift towards the Middle East in Soviet foreign policy. Soviet leaders showed increased willingness to provide certain Palestinian organizations with arms with which to conduct terrorist activities against Israeli, pro-Israeli, Jewish and Western targets. The article explores the complex relations between Palestinian organizations and the USSR in the field of international terror. The study also exposes and analyzes the nature and content of Soviet–Palestinian arms dialogues and transactions. It provides clear evidence that Soviet policymakers and other luminaries were fully informed of, and sometimes directly involved in, these transactions and dialogues at the highest levels.  相似文献
