The European Monetary Union (EMU) is inherently unstable, and will be prone to repeated financial and fiscal crises. These crises pose a clear threat to NATO security and the political institutions of Alliance member states. There is no definitive way to eliminate the risks posed by monetary union, but straightforward reforms in EMU sovereign debt management represent a low-cost near-term means of mitigating these risks. With EMU nations facing a seeming leadership vacuum, it is well within NATO purview to press for adoption of such reforms.  相似文献

The strategic defense initiative (SDI) intends to renew the leadership of the USA on the western alliance. The initiative takes place in a period when a summation technology prevails for the aggregation of contributions of NATO allies. We investigate if SDI induces a shift in Hirshleifer’s social composition function. Panel data tests over the period 1970–1990 do not confirm any break toward a best-shot aggregator. SDI does not alter the core of deterrence. It is indeed a public good at the US level but not at the NATO level, where, it is one of the joint products of the alliance. We also investigate the lessons to be drawn for the current debates on ballistic defense.  相似文献

According to the NATO’s collective defence strategy and the principle of deterrence, “no one should doubt NATO’s resolve if the security of any of its members were to be threatened”. In this sense, credible deterrence acts as a guarantee for peace and stability in the Euro-Atlantic region. However, recent events in Ukraine and Georgia have revealed the potential weaknesses of the current deterrence models. Without any overt fear of retaliation, we have seen Russia’s aggressive steps towards its neighbours, which were planned and executed with great sophistication, initiative, agility and decisiveness. Although contrary to Ukraine and Georgia which are not the members of the Alliance, Estonia, Latvia and Lithuania are granted security guarantees in the NATO framework, the Baltic countries clearly constitute Russia’s point of contact with NATO and are, therefore, also subject to the interests of Russia to test mutual capabilities and commitment, and to send strategic messages to the Alliance. In this context, the article aims to assess how credible is the deterrence posture provided by NATO in avoiding potential aggression on the part of Russia against the Baltic countries.  相似文献

ABSTRACT

France’s so-called exceptionalism in multilateral security policy is often explained with its Gaullist political culture. However, a closer look shows that Gaullism cannot easily capture different French policies, particularly toward NATO. To unearth what can explain policy variance, this paper asks the question of whether French political parties value NATO differently and, if so, to what effect? Looking at French governments from 1991 to 2014, I argue that political parties in France carry different values, which lead them to interpret NATO’s role for France’s security policy differently. As a result, French parties in power encouraged, delayed, or halted NATO institutional transformation at specific junctures. This argument builds on the insights of the study of ideational factors in IR and the study of party politics in Comparative Politics. Through an analysis of French governments’ policy preferences toward NATO, this paper stresses that institutional transformation can be understood through the study of veto points in conjunction with national preference formation.  相似文献

The engagement of the Atlantic Alliance in the Middle East dates back to the founding of the Alliance. With one eye on this history and one eye on current controversies, this article investigates the preconditions for and nature of the allies' engagement in the region in order to assess whether the Middle East today is causing a rupture within the Alliance. The article finds that the Alliance was never likely to engage as one in the region. The Alliance instead guarded its cohesion by either letting the Alliance leader, the United States, take a lead role or by acting as a coalition enabling framework. This latter option has prevailed since the early 1980s. Today, NATO can preserve its cohesion and simultaneously engage in the region if it continues this legacy of coalition-making from within the allied framework. Conversely, an effort to engage collectively in the region will likely set of internal tensions to the extent that the Alliance itself will be at risk.  相似文献

This article identifies and evaluates likely challenges facing NATO today and into the next millennium. These contingencies include ethnic‐based civil wars in Europe, transnational terrorism, rogue states, increased world income inequality, out‐of‐area conflicts, and environmental and resource security. Using concepts and tools from collective action, I assess these challenges and suggest effective policies for addressing them. NATO still has a crucial role to play in maintaining world security in the post‐Cold War era.  相似文献

This article argues that the perceived need by NATO to nurture political cohesion within the Alliance during the 1950s resulted in the adoption of strategic concepts that were out-of-step with the military environment in which it was operating. It maintains that the Alliance acquiesced to American leadership on nuclear issues which led to the development of tactical nuclear capabilities at the expense of conventional war-fighting capabilities for the defence of the European Central Front. This resulted in a strategic concept that enhanced political cohesion but was militarily unviable.  相似文献

From the Barents and the Baltic Sea in the north, through Central Europe and the Balkans, to the Black Sea in the south a range of new subregional groups and cooperation processes have emerged in Europe during the 1990s. Compared to NATO and the European Union, these new subregional groups have received little attention. Their ‘indirect approach’ to security, however, plays an important role in overcoming the legacy of the Cold War, reducing the risks of military conflict and addressing non‐military security challenges. As NATO and the EU expand eastwards, subregionalism is assuming growing importance as a means of avoiding new ‘dividing lines’ in Europe. After the wars in Bosnia and Kosovo, subregionalism is also gaining importance as a means of building cooperation in South‐Eastern Europe. The challenge for the future is to give more substance and depth to Europe's new subregional cooperation frameworks.  相似文献

The end of the 1987 Intermediate-range Nuclear Forces (INF) Treaty has the potential to plunge Europe and NATO into deep crisis. Russia’s continued violation coupled with the Donald J. Trump administration’s desire to balance against Moscow and Beijing could force a new missile debate on Europeans. Even though Washington is trying to assuage its allies, the specter of another round of INF missile deployments to Europe is not unrealistic. Meanwhile, NATO’s European members face a dilemma. Some want NATO to resolutely push back against Russia. Others want to avoid a new deployment debate, at almost all costs. The Kremlin will use these cleavages to weaken NATO. If not carefully handled, NATO’s response to the Russian missile buildup could lead to domestic turmoil in a number of European states and render the alliance ineffective for a prolonged period. Europeans need to act now and voice their preferences in the military and diplomatic domains. A number of different military options are available, below the level of deploying new INF missiles in Europe. However, Europeans need to consider trade-offs regarding crisis and arms-race stability. At the same time, it will be up to European capitals to conceptualize a new arms-control framework for the post-INF world, one that takes into account today’s geopolitical realities and the entanglement of modern conventional and nuclear forces. Given the Trump administration’s loathing of arms control, concepts of mutual restraint may well have to wait for the next US administration. In any case, that should not stop Europeans from taking on more responsibility for their own security.  相似文献

ABSTRACT

German security and defence policy has undergone substantial transformation. This transformation requires an unprecedented level of political leadership, suggesting that Germany needs to solve the dilemma of how to supply leadership to increasingly demanding partners. What are the conditions under which German leadership can unfold in security and defence policy? To what degree do German role-conceptions of international agency and role-expectations of German leadership coincide? What kind of leadership outputs are produced? This study offers a comprehensive analysis of German security and defence policy in terms of supply (role conceptions) and demand (role expectations). We outline three leadership role conceptions present in the German strategic debate, which we then assess in the context of the Wendtian theory of cultures of anarchy. We then analyse Berlin's leadership in terms of outputs via the case study on Anchor Army and the Framework Nations Concept. We conclude that while Germany has tried to match leadership role expectations both rhetorically and in action, Berlin's leadership inputs have so far been insufficient. This has led to an imbalance in terms of role conceptions and expectations hampering effective German leadership in security and defence policy.  相似文献

This paper models the interactions between the defense needs of the USA and Western Europe, which produce several heterogeneous defense goods, and the defense industry market structure. The results show that net defense costs of the USA and Europe are lower when the number of defense firms in each arms‐producing country is small and when the world prices of the defense goods are high. The model predicts that the increase in world prices will crowd‐out countries in the developing world from the market for modern weapon systems and may force them to develop and use ‘cheap and dirty’ weapon systems.  相似文献

NATO burden sharing has become an especially timely issue in the past several years as a result of a number of factors, including Russian annexation of Crimea and destabilization of eastern Ukraine in 2014. This article argues that alliance unity among the great democracies of Europe and North America is indispensable to peace and stability on the Eurasian continent. A fractured NATO, and especially, a large divide in purposes or commitments as between the United States and its European security partners, invites aggression and the possibility of inadvertent escalation. Past successes and failures in US-involved multinational peace and stability operations, within and outside of Europe, show that mission accomplishment requires give and take, including the occasional acceptance of unequal costs and benefits among the members, in order to achieve peace and security objectives.  相似文献

Russia’s illegal occupation and annexation of the Crimean peninsula in February–March 2014, and the country’s well-documented involvement in the separatist conflict in Eastern Ukraine, have led to a significant worsening of Russia’s relations with the West. Vladimir Putin’s move to redraw Russia’s southern borders through the use of military force and subversive measures has given rise to an uncertainty that goes well beyond the post-Soviet space. Since 2014, North Atlantic Treaty Organization (NATO) has had to reassess many aspects of its relationship with Russia. The alliance has also initiated various measures to strengthen the military security of its eastern member states, particularly the Baltic states, Poland, and Romania. Further to the North, NATO’s northernmost member – Norway – is following developments in Russia with a heightened sense of awareness. The same goes for non-aligned Sweden and Finland, which are trying to adapt to the emerging, and increasingly complex, security environment in Northern Europe.  相似文献

ABSTRACT

The extended deterrence relationships between the United States and its allies in Europe and East Asia have been critical to regional and global security and stability, as well as to nonproliferation efforts, since the late 1950s. These relationships developed in different regional contexts, and reflect differing cultural, political and military realities in the US allies and their relations with the United States. Although extended deterrence and assurance relations have very different histories, and have to some extent been controversial through the years, there has been a rethinking of these relations in recent years. Many Europeans face a diminished threat situation as well as economic and political pressures on the maintenance of extended deterrence, and are looking at the East Asian relationships, which do not involve forward deployed forces as more attractive than NATO’s risk-and-burden-sharing concepts involving the US nuclear forces deployed in Europe. On the other hand, the East Asian allies are looking favorably at NATO nuclear consultations, and in the case of South Korea, renewed US nuclear deployments (which were ended in 1991), to meet increased security concerns posed by a nuclear North Korea and more assertive China. This paper explores the history of current relationships and the changes that have led the allies to view those of others as more suitable for meeting their current needs.  相似文献

Greece is one of the poorest members of the European Union, yet its defence burden is the highest in Europe and NATO. At around 5.6% of GDP in 1994 it is twice the average NATO and European Union burden. In terms of the human and material resources devoted to defence yearly Greece is in comparative terms the most militarised country in Europe. The purpose of this paper is to examine military spending in Greece. It begins with a brief survey of the Greek economy and its development as it relates to defence. The determinants of Greek military spending are then modelled and analysed. The causes of military spending appear to be primarily regional rivalries and conflicts. In particular the ongoing dispute with Turkey is the main external security determinant of defence spending in Greece. The supply of defence inputs is then examined with reference to equipment procurement and indigenous arms production.  相似文献

This paper models the interactions between the defense industry market structure and the defense needs of Israel, the USA and Western Europe, which produce several heterogeneous defense goods. The model specifies that the defense industries of the US and Europe are ‘large’ while that of Israel is ‘small’. The US military aid to Israel is also an integral part of the model. The results show that net defense costs of Israel are minimal when the number of its defense firms is one. The model predicts that an increase in US military aid reduces Israel’s government expenditure, its defense industry’s profits and its net defense costs.  相似文献

At NATO’s 2014 Wales Summit, the UK and Germany unveiled two new initiatives for European defence cooperation, known, respectively, as the Joint Expeditionary Force (JEF) and the Framework Nations Concept (FNC). Both were the result of economic pressures and the need to exercise intra-alliance leadership, but they represented very different approaches to cooperation. The JEF was to be a UK-led contingency force for short-notice operations, selectively incorporating forces from allies and partners. The FNC sought to coordinate capability development between groups of allies, centred on larger framework nations, to develop coherent capability-clusters available to meet NATO’s force requirements. The common denominator and novelty of the initiatives was the building of forces and capabilities multinationally by having major states act as framework nations for groups of smaller allies. The UK and Germany have ownership and continue to provide leadership to these initiatives. This is one key reason why they continue to evolve to accommodate changing circumstances and are likely to endure.  相似文献

Conventional constructivism presents conforming to normative expectations as a constituent force in state legitimacy. However, what is broadly considered appropriate is not necessarily realized since concrete action can collide with other norms, just as prevention of human rights violations is generally viewed as desirable, but related action provokes a debate over sovereign integrity and the use of force. This article argues that this ‘norm dilemma’ prompts states to develop international organizations. That is to say, if international mechanisms exist to deal with regional contingencies effectively, such dilemmas that accompany intervention are more likely to be pre-empted. For this reason, states move towards development of institutions for security management. This article examines this claim by analyzing North Atlantic Treaty Organization's (NATO's) reorganization through the intervention in Bosnia and explains why investigating norm dilemmas elucidates more aspects of this case than paying attention to the influence of humanitarian norms alone. Given the stress placed on conflict ‘prevention’ in NATO today, instead of promotion of intervention, as reiterated in the 2010 Strategic Concept, analysis of the first major crisis in post-Cold War Europe offers important insights into future management of norm dilemmas by the Alliance.  相似文献

NATO's post-Cold War transformation, as well as the military alliance's decision to use force in Bosnia in 1994 and 1995, has been examined from multiple perspectives. Among an array of diplomatic, historical and political approaches, however, analysts have given little attention to the role played by NATO's top civilian leader in Brussels, the Secretary General. On the crisis in Bosnia, no research has been devoted to the leadership of Secretary General Manfred Woerner, who oversaw NATO as it moved toward aggressive military action in the Balkans. Using an approach that examines the Secretary General's leadership from three perspectives, this article provides the first assessment of Woerner's role in shaping alliance policy on Bosnia. The findings suggest that Woerner was a critical leader in influencing NATO decisions, which provides new explanations for NATO's conduct in the Balkans, and speaks to the broader literature on NATO's evolution after the Cold War.  相似文献
