This article highlights and critiques the underlying conceptualisations and assumptions of the women, peace and security (WPS) agenda that emerged with the adoption of United Nations Security Council Resolution 1325 in 2000. The main argument is that we need to rethink the WPS agenda to produce more holistic and groundbreaking responses for the types of challenges encountered, i.e., that gender inequality and insecurity are deep rooted and multi-layered, and thus negate mechanistic responses that do not deal with cultural and structural issues. It specifically focuses on gender and peace-making and gender and peacekeeping to point to the pitfalls in the current conceptions and practices in this arena.  相似文献

The US-led ‘war on terror’ dramatically changed America's security strategy towards Africa. But more fundamentally, it threw the Horn of Africa on the centre stage of global counter-terrorism. A double-edged blade, counter-terrorism has at once catalysed peace processes and intensified insecurity, with Islamic radicalism at the core of the regional storm. Governments utilised the threat of terrorism for political ends, defending old security paradigms that prioritised regime stability over human security. Africa integrated counter-terrorism into its emerging security agenda, but insufficient funds, operational constraints and poor coordination with international initiatives have hampered meaningful progress. Washington, laudably, launched a robust counter-terrorist campaign, but its high-handed military-heavy style put fragile democracies at risk while lapses in its overall policy risk triggering proxy wars. This essay examines the impact of counter-terrorism on security in the Horn of Africa. It argues for stronger coordination between national, regional and international initiatives to curb international terrorism.  相似文献

This paper is the first global investigation of the relationship between remittances and terrorism. To discern this relationship, we draw terrorism event data from the Global Terrorism Database and International Terrorism: Attributes of Terrorism Events. When a host of standard terrorism controls is employed, lagged remittances as a share of gross domestic product have a positive and significant impact on both domestic and transnational terrorist attacks. For the venue country’s viewpoint, lagged remittances have a greater marginal impact on domestic than on transnational terrorism. However, when we investigate remittances to the home country of the perpetrator, lagged remittances have the greatest marginal impact on transnational terrorism. Throughout our investigation, standard terrorism controls perform according to our priors and those of the literature, lending credence to the isolation of the impact of remittances. Energy continues to serve as the bedrock of modern economies and the main driver of modern society. For Africa, the production and supply of energy resources such as crude oil, natural gas, uranium, coal, biomass, biofuels and other renewables are an important source of employment, rents, taxes, royalties and profits. This sector brings in several tens of billions of dollars of revenue annually. The production and delivery of such resources, however, depend on critical infrastructures such as pipelines, refineries, processing plants, terminals, rigs, electrical energy pylons, substations, pump stations, vessels, and tankers. These infrastructures have been attacked by terrorists, insurgents, vandals and saboteurs, all of whom see them as targets against which to register their grievances and extract concessions from the state. This paper is a chronological account of some of the documented incidents of terrorism, insurgency, kidnapping, destruction, sabotage, and human casualties suffered in the oil and gas sectors in Africa between 1999 and 2012. It is based on data extracted from the databases of the RAND Database of World Terrorism Incidents and the University of Maryland's Global Terrorism Database (GTD).  相似文献

The period after 9/11 can be characterised as the terrorism moment in world history. Every actor in international relations—the state, regional, continental and international as well as civil society organisations—has been mobilised to combat what, apparently has been conceived as a common security threat to humanity. The transformation of the Organisation of African Unity (OAU) into the African Union (AU) was a divine coincidence at a time when multilateralism and international cooperation were being challenged by the threat of terrorism. In the post-9/11 period, the main concern of the Union has been to reinforce and implement existing counter-terrorism instruments adopted at the continental level in coordination with states and regional organisations. This article discusses and appraises the endeavours undertaken by the AU and its precursor organisation, the OAU, in tackling and dealing with the threat of terrorism despite limitations to its human and financial resources. In recognition of the nature of the states in Africa and the challenges facing the Union, we argue that the role of the AU remains critical in order to fill the gaps where its member states or regional mechanisms are lacking. In this regard, we stress that the role of the AU should be complementary and serve as an interface between the continent and the international community, including the United Nations.  相似文献

Abstract

Pastoralist groups in Eastern Africa are extremely vulnerable as a result of inter-community conflicts, the harsh terrain, and unfavourable climatic conditions. They have been neglected by successive regimes on matters of socio-economic development. At present pastoralist areas in Eastern Africa have the lowest literacy rates and insufficient health care facilities. This article interrogates the historical relationship between governments, humanitarian groups and pastoralists. It notes with great concern that pastoralists have been branded as hunger-stricken populations with insignificant economic potential that can be harnessed from their day-to-day livelihood. They are treated as sedentary populations who need a constant supply of relief food to keep going. In order to reverse these misconceptions, the article places emphasis on mitigating the threats of intra-community conflicts, diseases and natural disasters through investment in social schemes and infrastructure in order to open up the areas for service provision. Indeed, for a majority of the pastoralists, insecurity comes not so much from traditional security concerns, but from human insecurity concerns about their survival, preservation of their lifestyle and well-being in a day-to-day context.  相似文献

African states are hampered by unreliable electric energy that has not complemented economic development efforts. Recently, several African states announced plans to pursue nuclear energy in the future. However, several challenges remain for these states, notably insecurity and financial deficiencies. This paper proposes the use of regional integration arrangements to address these challenges faced by African states, as a way of complementing other efforts enabling African states to obtain nuclear energy. The existence of these arrangements and their institutional mechanisms can enable African states to enhance security and cost-effectively develop nuclear power infrastructure.  相似文献

This article presents a synopsis of Community of insecurity: SADC's struggle for peace and security in southern Africa, published by Ashgate in 2012. It focuses on SADC's efforts to establish a common security regime; conflict and peacemaking in southern Africa between 1992 and 2011; and the prospects of SADC becoming a security community. It summarises the reasons for SADC's difficulties in the sphere of regional security and politics, namely the weakness of member states, their unwillingness to surrender sovereignty to communal mechanisms, and the absence of common values among them. The main conclusion is that these problems lie primarily at the national level and cannot be solved at the regional level. SADC is a forum of states and it cannot do anything that these states will not permit it to do.  相似文献

Since the mid-twentieth century, the East and Southern African regions have been mired in complex and overlapping security and development challenges, including ethnopolitical conflicts, terrorist insurgencies, the proliferation of small arms and light weapons (SALWs), and overwhelming economic crisis. These challenges have had implications for human security, socio-economic development, territorial authority, sovereignty and the stability and legitimacy of political regimes in the affected states. The adequacy and relevance of the regional responses to these challenges is the subject of ongoing debate, to which this paper now adds. Among other factors, this paper identifies competition for regional dominance and institutional inadequacies as accounting for the inability of regional governance bodies to respond adequately to the challenges they face. Consequently, it recommends the expansion of the mandate of the Regional Economic Communities (RECs) beyond regional economic integration to include peacebuilding and a deepening of the institutional efforts focused on security cooperation and conflict management.  相似文献
