The Republic of Korea and Its Navy: Perceptions of Security and the Utility of Seapower

Abstract

Understanding the development of Republic of Korea (ROK) seapower is central in exploring the evolution and nature of its security consciousness. This article aims to examine how the wider East Asian maritime sphere has influenced ROK perceptions of its own security and how such perceptions have come into conflict with the needs of maintaining its deterrent capabilities within the peninsular context. In doing so it concludes that for the ROK seapower has been an expression of wider engagement and international developing security concerns but that it is curtailed and influenced by the realities of the threat from the North.     

Rising Tide,Dispersing Waves: Opportunities and Challenges for Chinese Seapower Development

Abstract

This article surveys China’s current naval forces and considers key dynamics and possible Chinese naval futures to 2020, the projected end of Beijing’s ‘strategic window of opportunity’, the idea that a peaceful external environment for economic development, globalization, and integration of China into the global economy allows China to benefit from diversion of US attention to countering terrorism. It considers broad possibilities through 2030, the general limit of public US government projections, and by which time multiple factors will likely slow China’s growth and compete for leadership focus and resources.     

Regional responses to security and development challenges in East and Southern Africa: lessons and way forward

Since the mid-twentieth century, the East and Southern African regions have been mired in complex and overlapping security and development challenges, including ethnopolitical conflicts, terrorist insurgencies, the proliferation of small arms and light weapons (SALWs), and overwhelming economic crisis. These challenges have had implications for human security, socio-economic development, territorial authority, sovereignty and the stability and legitimacy of political regimes in the affected states. The adequacy and relevance of the regional responses to these challenges is the subject of ongoing debate, to which this paper now adds. Among other factors, this paper identifies competition for regional dominance and institutional inadequacies as accounting for the inability of regional governance bodies to respond adequately to the challenges they face. Consequently, it recommends the expansion of the mandate of the Regional Economic Communities (RECs) beyond regional economic integration to include peacebuilding and a deepening of the institutional efforts focused on security cooperation and conflict management.     

The United States and Humanitarian Assistance and Disaster Relief (HADR) in East Asia: Connecting Coercive and Non-Coercive Uses of Military Power

Abstract

Humanitarian Assistance and Disaster Relief (HADR) is increasingly important for East Asian militaries, but there is little scholarship on how HADR relates to broader national strategies. This article considers US involvement in HADR in East Asia in relation to changing conceptions of national power. HADR is frequently described as use of ‘hard’ military assets to further soft power goals. Looking at recent US experiences, this article shows that HADR also serves instrumental ends linked to traditional military objectives. Rather than considering power as ‘soft’ or ‘hard’, it argues that HADR illustrates connections between non-coercive and coercive uses of military power.     

Signaling and Military Provocation in Chinese National Security Strategy: A Closer Look at the Impeccable Incident

On 8 March 2009, five Chinese vessels shadowed and aggressively maneuvered in close proximity to the US Naval Ship (USNS) Impeccable. This paper seeks to explain the incident and its aftermath in the context of Chinese coercive diplomacy. China's strategy, designed to motivate the US to cease surveillance operations near its militarily sensitive areas in the South China Sea, included three components: (1) the use of military provocation, (2) a coordinated media campaign, and (3) a challenge to US interpretations of the United Nations Convention on the Law of the Seas (UNCLOS). This study goes beyond traditional research on Chinese use of force to explain why China's coercive diplomatic campaign took the form it did. Only by understanding the nature and factors affecting Chinese coercive diplomacy can the US design the effective counter strategy needed to protect US regional and global interests.
