Throughout the world, there is a large number of young, and even not-so-young, scholars who are reading for higher degrees in strategic, security and defense studies, or engaged in analytical research in research institutes, think-tanks or consultancies; they bring to the subject innovative and fresh perspectives often ignored or missed by more established scholars. Most of these people have yet to make their mark in the defense and security field. The Editors of Defense & Security Analysis are resolved to tap this valuable source of information, observation, analysis and critical study by offering a new section of the journal for their views to be given an opportunity to be aired. Submissions of up to 3,000 words are encouraged from University Master's and Doctoral candidates and post-doctoral researchers.  相似文献

While recent work has attempted to update the research agenda for transatiantic defense burden-sharing, there remain significant gaps between the public choice defense economics literature and the security studies literature. The presence of such a gap is unfortunate, because defense spending choices are likely shaped by factors identified by the public choice literature, as well as the strategic and cultural variables that the security studies literature tends to focus on, as well as domestic macroeconomic factors. The independent variables identified in recent qualitative literature are extremely useful analytically, and, fortunately, they have reasonable proxies in available quantitative data, which enables scholars to study them across large groups of countries and many years. This article builds upon such work to synthesize the most notable of the factors identified in the current literature, and offers some common analytical ground that will benefit both scholars and practitioners..  相似文献

Defense budgets in Japan have been complicated compromises from numerous inputs ‐ including threat perceptions, domestic industrial/technological base development, support for the bilateral security treaty with the United States and internal bureaucratic politics ‐ but with the fall of the former Soviet Union, the clearest justification for higher spending disappeared. Double‐digit defense spending increases that were common in the 1980s have been replaced by annual increases lower than present inflation rates, resulting in negative real growth in the country's defense budget. Domestic economic problems and consistent government pressures for smaller budgets have further slowed annual growth in total spending and have contributed to lower procurement budgets. As a result, the domestic Japanese defense industry is facing far more constrained conditions from the growth years of a decade before.

Government policymakers are examining Japan's regional security environment as well as its alliance with the United States to determine the appropriate course for the country to take in the coming years. The formal security treaty with the United States is likely to remain a major element of government positions, but other aspects of the country's overall security posture are open to debate. Perceptions of a reduced threat environment are fueling additional pressures for defense budget cuts.

The domestic defense industry seeks means to assure its survival in domestic defense markets in this constrained environment. Expansion into overseas markets to offset declining domestic markets is an option that currently is constrained by policy restrictions on arms exports. Industry is advocating re‐examination of those policies and unlike earlier years, government appears willing to respond positively but cautiously to this lobbying.  相似文献

Risks are omnipresent in contemporary international security. Despite a long tradition in security studies going at least back to Von Clausewitz, we consider that the topic of risk remains under-examined. This forum seeks to advance the research agenda on risk in security studies by showcasing work of scholars using advanced concepts of risk, based on insights from sociology, biology, psychology, and safety studies, to better understand the role of risk in international security. The US role in the North Atlantic Treaty Organization (NATO) Alliance is a 65-year history of retrenchment and renewal. When Washington has sought a retrenchment from the world, it traditionally increased burden sharing pressure on Europe to do more. During times of increased global ambition, the USA reaffirmed its traditional leadership role in the Alliance and its commitment to NATO effectiveness and relevance. This cycle of NATO retrenchment and renewal, however, is halting. Though the USA will continue to go through periods of relative increases and decreases in security policy ambition, signs point to a permanent defense and security retrenchment in Europe. Germany is the ally singularly capable of filling the resulting security gap. If NATO is to avoid the drift toward irrelevance many critics have predicted, Germany will need to cast off old inhibitions toward security and defense leadership. These trends and their implications for NATO's future are explored through historical case studies and the shifting contemporary security environment.  相似文献

Despite some tentative internal peace agreements, Nigeria continues to face violence from multiple groups. This violence feeds upon itself, with segments of the population being mobilized both for self defense and for pressing their ideological and practical goals. These multiple sources of violence, which the Nigerian government appears unable to control to any significant degree, have a long term corrosive effect on the country's internal stability. There are few reasons to be sanguine as to any rapid changes to the level of overall violence or the relative number of armed groups, although their specific identities may shift. Nigeria represents a good case study of a country in which relatively low but persistent violence by a multiplicity of groups can have major impacts on internal security.  相似文献

Countries with a federalist system of government have different arrangements for providing national security. US national security is provided by national and State defense forces. The quintessential national function – national defense – experienced some changes that enhanced the role of the States. Policy changes in the National Defense Authorization Act of 2008 (2008 NDAA) introduced new roles for the Governors and the State defense forces, or the National Guard. This article explores how the interests of Congress and States aligned in the 2008 NDAA such that the national defense function changed. This article finds that the national government continues to have the central coordinating role, but that the politics and provisions of the 2008 NDAA changed the national–State relationship in mission, decision-making, and command and control so that US federalism in the national defense function is evolving in unexpected ways.  相似文献

This article investigates how US national security planners have envisioned the emerging strategic environment during the early twenty-first century and evaluates how their perceptions of this strategic environment have changed during these years. This conceptual evolution can be seen in how defense planners define threats, identify defense priorities, and design security strategies. Five key strategic planning documents serve as the basis for this analysis and illustrate significant shifts in how the US government has envisioned its own security requirements as well as the context within which its strategic vision will need to be realized. These planning documents are: (1) Joint Vision 2020, (2) the Bush Administration's 2002 National Security Strategy of the United States, (3) the Obama Administration's 2010 National Security Strategy, (4) US Strategic Defense Guidance entitled Sustaining US Global Leadership: Priorities for 21st Century Defense, and (5) the US Chairman of the Joint Chiefs of Staff's Capstone Concept for Joint Operations: Joint Force 2020.  相似文献

Most counterinsurgency campaigns have featured the use of some form of local defense forces. Such forces have had a somewhat mixed record, both in their usefulness in actually countering insurgents and in their longer-term impact on internal security. 调查任职院校国防生自尊、自我效能感状况及其个性特征,为任职培训期间开展教育和管理工作提供参考。采用自尊量表(SES)、一般自我效能感量表(GSES)、艾森克人格问卷(EPQ)以及自编问卷方法,对535名任职院校国防生进行调查。结果显示:任职院校国防生自尊水平与专业、是否学员骨干等因素有关;自我效能水平与居住地等因素有关;任职院校国防生人格特征与军校生和军人群体相对接近,但与大学生群体有所不同。可见,对任职院校国防生进行教育管理时,应该重点从提高国防生的自尊和自我效能感水平入手,更好地维护和提高国防生在任职培训期间的心理健康水平。  相似文献

Strategies that seek to assure other states about their security have the potential to reduce international conflict and dissuade states from seeking nuclear weapons. Yet, relative to other tools of statecraft such as deterrence, assurance remains understudied. To facilitate further empirical research on assurance strategies, this article identifies variations in the terminology scholars and policymakers have used to refer to such strategies and describes the concept of assurance associated with each variant. It seeks to clarify and standardize usage and show that there is a general, overarching concept of assurance that links the different variants. It also summarizes existing bodies of empirical research that are relevant to assessing the utility of different forms of assurance.  相似文献

Heated debates on the utility and effectiveness of theater missile defense against ballistic missile threats not only dramatically affect cross-Taiwan Strait relations and East Asian security, but also provide scholars, soldiers and politicians an extraordinary opportunity for reflection and critical self-appraisal. An in-depth analysis of the issues demonstrates that unless separation becomes a fact of life, an emerging but carefully managed missile race is and will remain part of the projected military modernization programs, while pressing issue linkages and conflict prevention measures set and will continue to set constraints on the likelihood of war, making Beijing and Taibei peculiarly reluctant to resort to the use of force. This competition and cooperation pattern will shape the strategic landscape of China and Taiwan.  相似文献

Building regional security cooperation in the Western Hemisphere is not a strictly short-term, unilateral or bilateral defense effort. Regional security will only result from a long-term, cooperative, multilateral civil-military effort. A viable framework for success includes the need to advance hemispheric understanding of the security concerns of each country and those that the region as a whole faces (for example, the internal and external threat(s) to security). Finally, these issues and associated recommendations demand a carefully staffed and phased regional security plan of action, with measurable short- and long-term objectives to validate its planning and implementation. This article aims to analyze the Brazilian Defense Policy in terms of its ability to reduce the gap between ends and means. Since 2003, the Brazilian defense policy has evolved along with Brazil’s increased role in the international system. Sustaining this process depends on institutional, economic, and operational conditions that are yet to be fully guaranteed. They require negotiations, reforms, and strategic perspective. By identifying specific challenges emerging from the national security institutional framework, the combat capability building process, the budgetary cycle, as well as from the defense industrial base, we sought to explain their rationale and to offer concrete policy pointers to overcome obstacles. As a general conclusion, the Brazilian defense policy was strengthened by the 2008 National Defense Strategy (END) due to its clearer strategic goals. Bridging the gap between those ends and the proper means is a continuous effort for any given country, but in the case of Brazil it has been addressed with firmer steps since the END, even in the face of harder economic and political conditions.  相似文献

The structural changes inside the French innovation system have impacted the role of defense firms since the late 1980s. Major changes have affected the defense budget and public R&D funding system in particular. The aim of this article is to understand French defense firms’ repositioning within the National Innovation System (NIS) based on an analysis of their R&D behavior over a long period of time (1987–2010). We show that French defense firms remain major players in the NIS and faced up to these major changes by adapting the funding of their R&D and their research priorities and rolling out new innovation capabilities. Additionally, they developed new innovation models to take advantage of new collaborative partnerships developed for civil and military markets.  相似文献
