The utility of naval gunfire support (NGS) during the Malayan Emergency has been the subject of significant scrutiny. While the limitations of NGS were demonstrated in Malaya, it also has proven to be extremely useful under certain circumstances. The circumstances in which NGS has proven effective during earlier and later insurgencies have generally reflected those of the Malayan Emergency. Recent operations in Afghanistan and Iraq have been less conducive to the application of maritime power, but they did not denote the end of the naval role or the potential usefulness of NGS in counterinsurgency operations. NGS is an unheralded capability, but, aside from the historical significance, it remains relevant in the contemporary era under the right conditions. 相似文献

Between 2014 and 2017, no less than 10 different non-governmental organizations (NGOs) conducted maritime Search and Rescue (SAR) operations off the coast of Libya. By rescuing over 100,000 migrants in three years, these NGOs became the largest provider of SAR in the Mediterranean. The theory of institutionalism suggests that organizations conducting similar activities are likely to converge in a process of mimetic isomorphism, deliberately imitating one another to increase their effectiveness and cope with uncertainty. These 10 SAR NGOs, however, developed two different rescue models: While some rescued migrants and disembarked them in Italian ports, others only simply assisted those in distress until the arrival of another ship transporting them to land. They also cooperated with Italian and European authorities to different degrees. Why did SAR NGOs imitated many elements of existing non-governmental rescue models, but discarded some others? This article argues that differences in material capabilities and organizational role conceptions are crucial to explain why newer SAR NGOs have imitated most but not all of their predecessors’ policies, engaging in a process of “selective emulation.” 相似文献

A comprehensive maritime interdiction strategy to attack the insurgent's logistic system was a key element in the defeat of the Tamil Tigers. The campaign of maritime interdiction required the Sri Lankan Navy (SLN) to attack LTTE arms smuggling, sea piracy, and maritime terrorism. The SLN degraded the insurgency's robust maritime logistical network while also devising tactics to engage the maritime insurgents who reacted with swarm and suicide boat tactics. The efforts of the SLN forced the Tamil Tigers to confront the government's final land offensives with diminished resources, thus collapsing a three decades’ old insurgency in a matter of months. 相似文献

Washington's so-called Maritime Strategy, which sought to apply US naval might against Soviet vulnerabilities on its maritime flanks, came to full fruition during the 1980s. The strategy, which witnessed a major buildup of US naval forces and aggressive exercising in seas proximate to the USSR, also explicitly targeted Moscow”s strategic missile submarines with the aim of pressuring the Kremlin during crises or the early phases of global war. Relying on a variety of interviews and newly declassified documents, the authors assert that the Maritime Strategy represents one of the rare instances in history when intelligence helped lead a nation to completely revise its concept of military operations. 相似文献

The build-up of Japan's military apparatus in the 1990s and 2000s has been often regarded by security analysts as indicative of a departure from the country's Cold War strategic posture. Japan appears to be engaged in a process of militarisation that is eroding the foundations of its ‘exclusively defence-oriented’ policy. In the case of the archipelago's naval strategy, such assessments overlook the longstanding significance of a core feature of its defence policy, namely the surveillance of maritime crossroads delivering the wealth of the country. The paper reassesses the evolution of the Japanese strategy since the Cold War by examining the development of the Japanese Maritime Self-Defence Force's submarine force, one of the key components of the defensive shield for these crossroads. The paper argues that with the changes in the security environment of the 1990s, Japan already fielded a mature force with state-of-the-art submarines, and that the rise of a new naval competitor aiming at controlling key strategic points along Japan's sea lanes reconfirmed the critical importance of submarine operations to Japanese national security. 相似文献

海面目标运动和编队阵型的约束特性,使得通过对装订阵型和末制导探测阵型进行点集匹配来选择预定目标成为一种有效途径。但当编队目标释放干扰时,会引起阵型结构发生局部变化,导致目标选择性能恶化。本文基于反舰导弹目标选择需求,分析了传感器导航和探测误差、装订信息误差、编队目标运动和释放干扰等因素所引起的位置点集变形,通过利用阵型中未污染的结构信息,提出了基于几何散列法和结构加权平均Hausdorff距离的编队预定目标选择方法。理论分析和实验结果表明,该方法不受传感器导航误差和编队目标整体运动的影响,在编队存在冲淡干扰时能有效提高目标选择能力。 相似文献

ABSTRACTTraditionally the African concept of security concept has been dominated by land-based conflicts with little attention being paid to maritime threats and the protection of the maritime environment. With the rapid escalation of piracy on the East Coast, the African Union (AU) was compelled to develop a joint strategy to address its changing African Maritime Domain (AMD). This was achieved by the AU’s Africa’s Integrated Maritime Strategy (AIMS 2050) in 2014, culminating in the adoption of a binding maritime security and safety charter in Lomé in 2016. The Lomé Charter should ideally focus the general provisions of AIMS 2050 so that Africa, as a continent, can take responsibility for security and economic empowerment of the AMD. This article considers various maritime security documents against the backdrop of an African context for understanding maritime security, in order to evaluate whether the Lomé Charter, as a manifestation of AIMS 2050, will realise its aspirations. Focussing on security is not sufficient and too much emphasis is placed in the Lomé Charter on restriction rather than development. Strong political will and leadership is required to facilitate implementation, identifying common security concerns to ensure better cooperative and collective strategies in a diverse implementation environment. 相似文献
