The French navy and the Algerian war

The French Navy's part in the Algerian War has been overlooked, but was vitally important. It took two main forms. The first, and primary, mission was to cut off the Algerian nationalists from outside support by a rigorous coastal blockade. Maritime surveillance in the Mediterranean and along the Algerian littoral achieved this. Inshore patrol vessels, supported by larger warships, sealed the routes by which the nationalists sought to infiltrate weapons and newly-trained guerrilla fighters from camps and arms dumps in Tunisia and Morocco. The French Navy intercepted cargo ships that sailed from East Bloc ports, attempting to smuggle arms into the Algerian nationalists. The most celebrated successes were the seizures of the Athos, Slovenija and Lidice in 1958–59. The Navy's second mission involved the deployment ashore, from April 1956, of the marine infantry (the demibrigade of Fusiliers-Marins). These units participated in the sweeps by French army units and engaged insurgent bands. They also garrisoned and protected installations, port facilities and transport networks in Algeria's coastal hinterland.     

登陆作战海军水雷破障建模与应用

扫除抗登陆方水雷障碍,既是登陆作战的重要环节,也是保障三军联合破除敌抗登陆水际障碍的前提条件.根据抗登陆方水雷情况想定,研究三军联合破障中海军扫雷兵力的运用,创新性地提出了将水雷分为3种类型分别进行分析量化处理的方法,并以此建立了切合实际的海军扫雷模型.根据该模型研制的海军水雷破障辅助决策系统,可以完成已知扫雷时间、扫雷兵力和扫雷率这3个最主要扫雷参数之间的互相求解问题,为指挥员决策提供了定量的客观依据.     

A two-echelon multi-station inventory model for navy applications

The two inventory echelons under consideration are the depot, D, and k tender ships E₁, …, E_k. The tender ships supply the demand for certain parts of operational boats (the customers). The statistical model assumes that the total monthly demands at the k tenders are stationary independent Poisson random variables, with unknown means λ₁, …, λ_k. The stock levels on the tenders, at the heginning of each month, can be adjusted either by ordering more units from the depot, or by shipping bach to the depot an excess stock. There is no traffic of stock between tenders which is not via the depot. The lead time from the depot to the tenders is at most 1 month. The lead time for orders of the depot from the manufacturer is L months. The loss function due to erroneous decision js comprised of linear functions of the extra monthly stocks, and linear functions of shortages at the tenders and at the depot over the N months. A Bayes sequential decision process is set up for the optimal adjustment levels and orders of the two echelons. The Dynamic Programming recursive functions are given for a planning horizon of N months.     

A note on the sensitivity of navy first term reenlistment to bonuses,unemployment and relative wages

Multiple regression analysis of first term reenlistment rates over the period 1968–1977 confirms previous findings that reenlistment is highly sensitive to unemployment at the time of reenlistment and shortly after enlistment, almost four years earlier. Bonuses, particularly lump sum bonuses, were also shown to be a significant determinant of reenlistment.

Optimal advertising and inventory control of perishable goods

The primary goal of this article is to extend the results of a previous article to the case where the effect of advertisement on sales lasts more than one period. Monotonicity of the optimal advertising and inventory policies in the various factors is investigated. Also, attention will be focused on the relationship between the fluctuations over time of the optimal policies and the variations over time of the factors involved, such as demand distributions and holding costs. For example, if over a finite interval the demand decreases from one period to the next, reaches a minimum, and then increases, then the optimal advertising policy will produce the opposite effect. The period of minimum demand never precedes that of maximum goodwill; moreover, the optimal inventory level decreases while the demand decreases. Finally, when demand distributions are just translates of one another, the results of this article can be extended to nonperishable goods.     

Workplace goals and output quality: evidence from time-constrained recruiting goals in the US navy

This paper examines how workplace goals affect the quality of worker output, using data from the recruiting command of the US Navy. Recruiting stations and recruiters are assigned monthly goals for the quantity of new recruits that may create an unintended incentive to sacrifice quality, especially towards the end of the month. Using data on the universe of Navy recruits from FY1998 to 2010, we find significant reductions in the quality of recruits towards the end of the contracting month, both in terms of pre-existing quality of recruits and in medium-term outcomes that reflect the quality of the job match.

以海战场无线电频率管系统为实际背景,通过分析其完成战场频谱管理任务时对数据和地理信息的要求,确定以地理信息系统为管理平台的支撑软件,同时还深入分析了桌面地理信息系统软件MapInfo的主要特性与技术支持,并结合上述应用背景,提出了一个基于MapInfo软件平台的海战场无线电频率管理系统设计方案。     

美国海军水面舰艇导弹防空体系分析

分析了美国海军防空作战思想,在此前提下总结出美海军舰空导弹体系主要的作战任务,说明了美海军典型水面舰艇装备舰空导弹的情况,最后阐述了今后美舰空导弹的发展趋势。     

从历史视角看新时期俄罗斯海军的发展

俄罗斯海军的发展延续了彼得大帝的大国发展战略和海军发展理念。几个世纪以来,尽管海军发展历经"一波三折",但俄罗斯从未放弃对于海权强国的追求。普京上台后,俄罗斯重新定位海军地位,吸取了海军建设历史上成功的经验和失败的教训,推出了一系列海军发展规划,致力于打造现代版远洋海军。但地区危机和国家现状令俄罗斯海军建设举步维艰。本文着重研究了俄罗斯海军发展的历史,从历史和地缘角度指出了当前俄罗斯恢复和发展海军的背景、必要性和所面临的瓶颈。     

Impact of an all volunteer force upon the navy in the 1972-1973 timeframe

This paper develops estimates of true volunteer levels for 1972 and 1973, based on experience gained through 1970 draft lottery data. The paper also formulates estimates of the qualitative characteristics of a 1972-1973 Navy volunteer force, and establishes a relationship between rate of volunteerism and military pay. Utilizing estimates generated in the paper, Navy military personnel budget requirements for FY '72 and '73 are presented.
