本文结合军事态势、武器威胁及战争模式,根据战场工程的发展特点,总结分析了战场工程的五种基本属性。基于自身属性变化,融合我国的积极防御思想,提出在信息化战争条件下,应充分发挥战场工程的防御机制,并结合现代智能技术,构建一种基于策略调度和重构反馈机制的战场工程动态防御战法,提升人员和装备的生存能力,补充完善现代战场工程防护体系,为赢得未来战争提供必要的支撑。     

The applicability of acceptance sampling with respect to process stability and control

This article examines the applicability of acceptance sampling and the effectiveness of Deming's kp rule in relation to the degree of process stability achieved through statistical process control techniques. A discrete-event simulation model is used to characterize the correlation between the number of defective units in a randomly drawn sample versus in the remainder of a lot, in response to a number of system and control chart parameters. The model reveals that such correlation is typically present when special causes of variation affect the production process from time to time, even though the process is tightly monitored through statistical process control. Comparison of these results to an analogous mixed binomial scenario reveals that the mixed binomial model overstates the correlation in question if the state of the process is not necessarily constant during lot production. A generalization of the kp analysis is presented that incorporates the possibility of dependence between a sample and the unsampled portion of the lot. This analysis demonstrates that acceptance sampling is generally ineffective for lots generated by a process subject to statistical process control, despite the fact that the number of defectives in the sample and in the remainder of the lot are not strictly independent. © 1994 John Wiley & Sons, Inc.     

The challenges of Iraq: putting US Army stability operations doctrine to the test

The US Army develops doctrine as a set of fundamental principles that guide its actions in support of national objectives. Recently, those national objectives required stability operations, with increasing scope and frequency. This study examines whether existing US Army doctrine adequately fulfilled its role as a guide to tactics in addressing the challenges that Army forces faced in the first 15 months of the war in Iraq. Field Manual 3-24 Counterinsurgency has remedied many deficiencies, but several remain to be addressed to offer commanders better guidance in the face of the many complex challenges they face in stability operations.

The effect of terror on job stability among security guards

Palestinian uprising, ‘intifada’, aggravated the recession of 2001–2004 in Israel which dampened demand for labor in all industries except security services. We use this exogenous shock to study whether a cohort of young men who were attached to temporary jobs as security guards for unusually long periods of time during the intifada landed on an inferior career path, as compared to security guards from a pre-intifada cohort. We find that the intifada cohort had less employment mobility, were ultimately less connected with the labor market, and earned less on jobs after the security services, relatively to the pre-intifada cohort.

The relationship between material failures and flight hours

If material failures follow a Poisson distribution, then the expected number of failures is exactly proportional to flight hours. However, this article demonstrates that proportionality will not be revealed by simple correlation or regression analysis between monthly flight hours and the number of monthly failures. To test for proportionality, one must instead test the underlying hypothesis that the data follow a Poisson distribution. This article presents three simple tests that may be used for this purpose. The Poisson distribution requires that the mean and variance of the number of failures be equal. This article suggests several alternative models that may be used for samples in which the variance exceeds the mean. First, the mean of the Poisson distribution may itself be randomly distributed across the observational units according to a gamma distribution. If so, the number of failures will have a negative binomial distribution. Second, the mean of the Poisson distribution may depend systematically upon a set of observable explanatory variables. In this case, the Poisson regression model is appropriate. Finally, the mean of the Poisson distribution may contain both a systematic component that depends upon observable variables and a random component. This situation yields a generalized Poisson regression model.

智能控制在光纤陀螺光源稳定控制中的应用

根据光纤陀螺(FOG)对超辐射发光二极管(SLD)光源输出光功率的稳定性要求,针对目前SLD光源一致性差的特点,提出Fuzzy PID控制的光控实现方案。经验证,该智能光功率闭环控制能灵活调整SLD期望输出光功率值,不仅能实现SLD在宽温度范围内保持较高的光功率稳定性,且系统具有较强的鲁棒性。

本文通过对作者创作文本及读者阅读作品过程的特点分析,试图了解一个问题,即作者的创意不是以什么方式才能被读者把握,而是在什么意义上理解才是对作者创意的重现。没有一种理解是对作者创意的彻底的、最终的理解。理解总是以预设前见为背景,最大程度的理解仍是最小程度的误解。只有通过理解的整体性与理想性,将文本置于社会共有的视域中,才能克服阅读/理解中的相对主义。     

Optimizing the defensive characteristics of mild steel via the electrodeposition of ZnSi3N4 reinforcing particles

The effect of ZnSi₃N₄ deposition prepared via direct electrolytic co-deposition on mild steel was studied as a result its inherent vulnerability to corrosion in an aggressive environment and failure on the application of load. The experiment was conducted varying the mass concentration of silicon nitride (Si₃N₄) between 7 and 13 g at cell voltage of 0.3 and 0.5 V, at constant temperature of 45 °C. The morphologies of the coated surfaces were characterized using high resolution Nikon Optical Microscope and Scanning Electron Microscope (SEM) revealing that the particles of the ZnSi₃N₄ were homogeneously dispersed. The corrosion behaviour was studied using potentiodynamic polarization technique in 3.65% NaCl solution and the microhardness was examined using Brinell hardness testing technique. The result of the corrosion experiment confirmed an improved corrosion resistance with a reduction in corrosion rate from 9.7425 mm/year to 0.10847 mm/year, maximum coating efficiency of 98.9%, maximum polarization resistance of 1555.3 Ω and a very low current density of 9.33 × 10⁻⁶ A/cm². The negative shift in the E_corr revealed the cathodic protective nature of the coating. The microhardness was also found to have increased from 137.9 HBN for the unmodified steel to a maximum value of 263.3 HBN for the 0.5Zn13Si₃N₄ coated steel representing 90.9% increment in hardness as a result of the matrix grain refining and dispersion-strengthening ability of the incorporated Si₃N₄ particles.     

The stability of the nuclear nonproliferation norm: a critique of norm-contestation theory

This article argues that the nuclear nonproliferation norm (NNPN) is a social fact with a relatively independent life of its own and that it has a powerful impact on the behavior of both nuclear-weapon states (NWS) and non-nuclear-weapon states (NNWS). It challenges the application of critical constructivist research on norms to the NNPN and the idea that its legitimacy and structural power depend on contestation “all the way down.” State and non-state actors play an important role in explaining the dynamics of the NNPN, but agential constructivism runs the danger of “throwing the baby out with the bath water,” neglecting the structural impact of the NNPN on state behavior. The article examines the limitations of norm-contestation theory, arguing that some norms are more resistant to contestation than others. The NNPN is more difficult to contest than new norms (such as the Responsibility to Protect) because it is rooted in fifty years of nonproliferation nuclear diplomacy. The US-India nuclear deal is not a case of “norm change” but a violation of the NNPN. The “core” of the NNPN has not changed since the US-India nuclear deal. The conflict confronting NWS and NNWS is about the implementation of “type 2” norms (organizing principles) and “type 3” norms (standardized procedures), and not about the “hard core” of the NNPN.

The Anglo-American military relationship: Institutional rules,practices, and narratives

The Anglo-American military relationship is a vital yet neglected area of study. This article argues that the British military have actively cultivated a relationship with the U.S. military that has contributed to the longevity of the broader so-called “Special Relationship,” even in the Trump era. The article contends that the complexities of the military relationship can best be captured by the theoretical lens provided by Lowndes and Roberts that combines different strands of institutionalism to focus on rules, practices, and narratives. The intense linkages between the United States and United Kingdom have become routinized, enabling them to adapt their peacetime cooperation to conflicts, and thereby address post-Cold War security challenges. The article draws upon semi-structured interviews with senior British military officers as well as policy documents to explore how these patterns of collaboration have become ingrained in patterns of both thinking and behavior.
