An evaluation of US policy toward Latin America and Columbia and its implications for the military begins with an understanding of the purposes and patterns of intervention over the years. An evaluation of contemporary security policy in the Western Hemisphere also hinges on an understanding of the broadening view of US national security. In developing these themes, this article (1) analyzes the major tenets of US policy toward Latin America, and the criteria for intervention; (2) examines the concepts of security; (3) explains and clarifies 'Why Columbia, why now, and what is to be done?'; (4) outlines some strategic and high operational-level imperatives for US civil-military involvement in Columbia; (5) puts forward seven additional strategic and operational imperatives for playing in the contemporary security area; (6) addresses the strategic adaption of US military power in the Columbian threat situation; and (7) provides some final conclusions and recommendations. Such an exercise, will, hopefully, stimulate North American, Columbian, and Latin American thinking and action regarding a set of complicated problems that - whether one likes it or not, or is prepared to deal with it or not - is likely to be with us for some time beyond the year 2001.  相似文献

In the last decade, cyber conflict has become a main feature of international politics and a growing concern for strategic stability and collective security. Unfortunately, cyber conflict suffers from a lack of conceptual clarity about its impact on collective security and a lack of consensus among international actors on how to interpret it. This article proposes to understand cyber conflict as an evolving process driven by two factors: the way in which digital space is configured and the way in which tactical, organizational, strategic, and doctrinal characteristics related to cyber have been included in the field of national and international security. Both tend to encourage offensive behavior but also demonstrate features pointing to restraint.  相似文献

Grand strategic theorists share an historical emphasis on interstate conflict, yet in contrast to the more frequent intrastate conflicts, these represent only 7 of the some 273 US military deployments since 1900. We argue that these intrastate conflicts limit the utility of regional balances of power in mitigating forms of conflict that the US may consider inimical to its national security interests. When considering potential changes to US force posture and grand strategy, American coercive statecraft should be theorised along a broader strategic continuum encompassing the full range of conflict.  相似文献

ABSTRACT

The United States has provided substantial amounts of military assistance and aid since the end of World War Two. During the Cold War, it proved vital in protecting numerous regimes from communist takeovers. Successful outcomes occurred when American leaders made large initial aid commitments, and the states had the capacity and political willpower to use it effectively. However, Vietnam was an example of how U.S. support lagged, as leaders in Saigon preferred political survival instead of creating regime legitimacy. Following 9/11, American security aid focused on making weak countries develop stronger security forces. Unfortunately, this created Fabergé egg militaries: expensive and easily broken by insurgents. This article suggests long-term strategic commitments need to be made alongside more resources for the American State Department and similar organizations to focus on the politics of state-building. Finally, this article suggests strategies, such as “whole-of-government” approaches, to improve long-term security and political institution building.  相似文献

China's nuclear deterrent relies on so-called ‘first strike uncertainty’, which means not letting the other side be confident of a completely successful disarming strike. But in order to deter, the uncertainty must be high enough. After reviewing the developmental history of China's nuclear capability and the evolution of Chinese and foreign leaders’ perceptions of China's nuclear retaliatory capability, this article identifies the criteria of nuclear deterrence for China and other countries. This research can contribute to Sino-US strategic dialogue and deepening understanding of the security consequences of nuclear proliferation.  相似文献

Taking its point of departure in Donald Rumsfeld’s second term as US Secretary of Defense (2001–2006), this article analyses the crisis of strategic leadership in Western national security. Three “traps” are identified that explain why Donald Rumsfeld ultimately was a failure as defence secretary and demonstrate the perils of national security governance. These traps are termed the inquisitor trap, the strong leader trap and the delegation trap. It is argued that our understanding of strategic leadership in national security, particularly in defence, can benefit from insights gained from the study of strategic leadership in business. India’s nuclear doctrine and posture has traditionally been shaped by minimum deterrence logic. This logic includes assumptions that possession of only a small retaliatory nuclear force generates sufficient deterrent effect against adversaries, and accordingly that development of limited nuclear warfighting concepts and platforms are unnecessary for national security. The recent emergence of Pakistan’s Nasr tactical nuclear missile platform has generated pressures on Indian minimum deterrence. This article analyzes Indian official and strategic elite responses to the Nasr challenge, including policy recommendations and attendant implications. It argues that India should continue to adhere to minimum deterrence, which serves as the most appropriate concept for Indian nuclear policy and best supports broader foreign and security policy objectives. However, the form through which Indian minimum deterrence is delivered must be rethought in light of this new stage of regional nuclear competition.  相似文献

This article reflects on a decade of British counterinsurgency operations. Questioning the idea that lessons have been learnt, the paper challenges the assumptions that are being used to frame future strategic choice. Suggesting that defence engagement is primarily focused on optimising overseas interventions while avoiding a deeper strategic reassessment about whether the UK should be undertaking these sorts of activities, the article calls for a proper debate on Britain's national security interests.  相似文献

Since the terrorist attacks of 11 September 2001, the continent of Africa, particularly Greater East Africa, has played an increasingly signifi cant role in United States (US) national security strategy. Transnational security threats and political authoritarianism continue to plague the region, creating calls for greater US and international involvement. Before reacting to the situation, however, it is prudent to pause, reflect, and understand that the United States developed strategic relations with nation-states in the region well before contemporary concerns for international terrorism and ungoverned spaces entered the strategic lexicon. Toward a more comprehensive understanding of Greater East Africa's strategic history, this paper examines the core strategic relationship in the region, US-Kenya relations, its origins and implications, and offers policy recommendations that will affect future international security.  相似文献

Most research on strategic narratives has explored their creation, and their interaction with other elements of national power in the conduct of foreign policy. Yet, the issue of how the targeted political communities receive those strategic narratives, and thus how those narratives are likely to have a political impact, is understudied. This article argues that in order to understand the ways strategic narrative are received within a political community, political myths must be taken into account. It introduces a typology of political myths based on their degree of universality and their degree of coherence with other myths, and shows how those factors influence the reception of strategic narratives. These mechanisms are illustrated through a study of the reception of the Russian strategic narrative in France. This approach offers opportunities to assess the differentiated impact strategic narratives have on political communities.  相似文献

This article presents a regional overview of US‐Latin American security relations, focusing on those countries where US national security interests are most likely to be endangered over the next two decades. The author examines the current US strategy of ‘shaping’ the Latin security environment, with a view to assessing the strength and weaknesses of this approach. The article presents some policy recommendations, including the recommendation that the US do more to redress the historical imbalance in Latin American civil‐military relations by strengthening civilian institutions. It also argues that at the regional level a major effort be made to recapture momentum toward the creation of a Free Trade Association of the Americas.  相似文献

The United States faces a series of strategic and policy conundrums as it attempts to promote strategic stability in the Persian Gulf and the wider Middle East. This article examines the relationship between a reduced US nuclear arsenal and strategic stability in the Persian Gulf and the Middle East. It argues that a series of interrelated political and military factors play a much more significant role in regional security and stability than the US strategic arsenal, which has never, with a few extraordinary exceptions, played a direct role in maintaining regional security. The United States has constructed a system of regional stability based on conventional deterrence and defense that has seen it forward base forces at various installations in the region in combination with efforts to arm, train, and equip host-nation militaries. Nuclear weapons have never played a prominent role in this regional system. Evidence presented in this article suggests that there is no compelling reason for the United States to abandon and/or modify the defensive system of conventional deterrence and defense by adding nuclear-backed guarantees to the mix.  相似文献

This article investigates how US national security planners have envisioned the emerging strategic environment during the early twenty-first century and evaluates how their perceptions of this strategic environment have changed during these years. This conceptual evolution can be seen in how defense planners define threats, identify defense priorities, and design security strategies. Five key strategic planning documents serve as the basis for this analysis and illustrate significant shifts in how the US government has envisioned its own security requirements as well as the context within which its strategic vision will need to be realized. These planning documents are: (1) Joint Vision 2020, (2) the Bush Administration's 2002 National Security Strategy of the United States, (3) the Obama Administration's 2010 National Security Strategy, (4) US Strategic Defense Guidance entitled Sustaining US Global Leadership: Priorities for 21st Century Defense, and (5) the US Chairman of the Joint Chiefs of Staff's Capstone Concept for Joint Operations: Joint Force 2020.  相似文献
