Declared operationally ready in 2016, the African Standby Force (ASF) has not been deployed in its originally designed form. This is not for the lack of opportunities but rather a demonstration of the power of the Regional Economic Communities/Regional Mechanisms (RECs/RMs) – Africa’s sub-regional security structures – over matters of peace and security. Experience gathered from its short existence suggests that the ASF may never be deployed in its current form. It may instead evolve into a robust framework, adaptable mainly by the RECs/RMs, for addressing varied security challenges. Four things are critical to enhancing the utility of the ASF: the political willingness of the RECs/RMs, the strategic interest of the member states, predictable and sustainable financing, and clarity on the role of the African Capability for Immediate Response to Crisis, the temporary battlegroup that was created to provide the African Union with a rapid response capability, pending the ASF’s operationalization. 相似文献

In 1945, the Dutch government was not in a position to re‐impose its control upon its colonies in the East Indies after the surrender of Japan. In their stead, Allied forces were to take control of the islands, disarm Japanese troops and to maintain stability until the Dutch could return. The declaration of an independent Indonesia by nationalists left the British and Indian troops sent to re‐occupy the islands facing a complex situation. Increasing violence culminated in the murder of Brigadier A.W. S. Mallaby in Surabaya, which was followed by a major action by British forces to regain control. In extremely difficult circumstances, the British troops conducted a successful operation which held many lessons for the conduct of counter‐insurgency operations in the years that followed. 相似文献

Over the past decade, Western military doctrines concerned with matters of irregular warfare and counterinsurgency have emphasised the requirement for properly ‘understanding’ the social, political and cultural environments in which those militaries may operate; the so-called human and socio-political ‘terrain’. This has led to a number of advancements and initiatives designed to facilitate the way that militaries may enhance that understanding. One of those initiatives has been the emergence from within the British military of a doctrine – JDP 04 ‘Understanding’ – designed for that purpose. Using that doctrine and other subsequent publications as a template, this article will examine the utility of ‘understanding’ for those commanders seeking to match military activities with political ends. It proposes that while any advances in understanding the operating environment are to be applauded, the ‘understanding’ of greatest importance is that relating to the feasibility of the strategic objectives at hand. If those objectives lack inherent feasibility, then the development of subordinate forms of understanding, particularly in relation to the socio-political dynamics of target societies, will likely only serve to slow the process of failure. 相似文献

Right after World War II, two separate initiatives were taken in the Netherlands to establish a stay-behind organization – or, rather, two stay-behind organizations. Both initiatives were purely Dutch, and both groups, remnants from wartime Dutch intelligence and sabotage organizations, wanted to liaise exclusively with the British. Only later did the Americans become members of what then came to be known as the Tripartite Committee. After a period of about 15 years, during which the Chief of the General Staff loosely coordinated both organizations, known as O (for Operations) and I (for Intelligence), a crisis broke out. The question was whether the two organizations should be amalgamated or not. After much discussion it was decided to keep them separate, but more closely coordinated. The first coordinator of this new type, a non-military man, was appointed in 1967. From that moment on the Dutch stay-behind organization, under supervision of highly respected civilian authorities, was able to perfect its organizational structure. The introduction, during the 1980s, of new specially designed radio equipment made special wireless operators superfluous. This development made for a leaner and more efficient organization. After the Berlin Wall had come down, and in the wake of the ‘Gladio’ affair in Italy, the Dutch stay-behind organization was dissolved. 相似文献

The study shows how ‘strategic military refusal’ in Israel developed as a rational and institutional means to influence security policies. As opposed to the perspective that sees military refusal as a spontaneous individual act, the study illustrates how organizations operate to distribute military refusal in order to pressure decision-makers to change their military policies. This strategy has proven to be effective when the military is involved with groups that threaten it with refusal – which threatens the military's operational ability and its official and apolitical image. These include soldiers whose civilian authorities, rather than their military commanders, are perceived as an epistemic authority regarding security issues. The case study refers to the impact of strategic military refusal in Israel on security policies and the military doctrine. This was influenced by leftist groups, which, although they belonged to the parliamentary opposition, had dominant presence in the military ranks. Rather than win hearts and minds, authoritarian counterinsurgency is said to rely heavily on coercion. It has a reputation for effectiveness, if also for its amorality. Still, the research into authoritarian counterinsurgency is surprisingly lacking. By distilling common features from key cases, this article concludes that this approach goes beyond the indiscriminate violence that typically captures the imagination. Like their democratic counterparts but differently, authoritarian regimes also engage in mobilisation, create narratives, and turn military advantage into political gain. The analysis explains how these tasks are undertaken and, by contradistinction, sheds light on more liberal approaches as well. 相似文献

ABSTRACTThe India–Pakistan War of September 1965 has attracted little attention in the larger body of work on South Asia. Further, almost nothing has been written on the earlier skirmish, in April 1965, between Indian and Pakistani security forces in the Rann-of-Kutch, an uninhabited salt marsh. This article argues that the limited conflict in the Rann, its immediate consequences, and its impact on Pakistani military and civilian leaders were central to Pakistan’s consideration of a military solution to the ongoing dispute in Kashmir, which then led to Indian retaliation and the outbreak of war. 相似文献

Much intellectual effort in the post‐Cold War US Army has been put into examinations of how best to conduct MOOTW and urban warfare. One of the main problems for the Army in this respect is the fact that these operations require a good deal of initiative to be displayed by troops at the lowest command levels. This has not normally been forthcoming. There is, in the Army, a ‘zero‐defects’ culture that is stymying the necessary initiative. Only when this culture has been properly appreciated and tackled will the Army that has proved itself so adept at the ‘big war’ be able to conclusively tackle the ‘small war’. 相似文献

This article examines Chinese and Russian foreign policy and military strategy from the theoretical standpoint of soft balancing. Analysis of their thinking indicates that both seek to offset US military superiority without engaging American power directly. To that end, Chinese and Russian strategists have adopted ‘soft’ or ‘normative’ power assets as strategic capabilities in their military and foreign policy. Alternative norms, such as the concept of ‘sovereign democracy’, allow China and Russia to deliberately ignore human rights issues in order to achieve diplomatic advantage with respect to the United States. The two powers have institutionalized these norms within the Shanghai Cooperation Organization, which they use to counterbalance US interests in Central Asia. 相似文献

Though the Gaullists and the officer class shared a common view of France's military, diplomatic and operational weaknesses during the Algerian War they did not always share ideas on solutions to the problem. The Gaullists were fixated on France's declining world status and were prepared to act opportunistically to halt it, thereby making a French Algeria expendable. The military, on the other hand, believed that keeping Algeria French was axiomatic in avoiding further national humiliation. The coming together of Gaullists and the Army in May 1958 was therefore only a shortterm alliance, which quickly crumbled. 相似文献
