Incentive contracts are intended to motivate defense contractors to perform more efficiently and control costs more closely. By increasing the total profit as actual costs are reduced below a predetermined cost target, they encourage contractors to achieve cost under runs. Consequently, the principal advantage claimed for these contracts is that they make the financial incentives to reduce costs more effective. This study examines the effectiveness of incentive contracts as a means for controlling defense procurement costs. The study considers the various effects that incentive contracts may have on both contractors' performance and contract costs, and presents empirical evidence suggesting that these contracts may not have accomplished their intended goal of increased efficiency and lower procurement costs.  相似文献

The literature on how European states have adapted to the post-cold war security environment ffocuses invariably on different understandings of military transformation, a process which is seen as inherently different from other forms of organizational change. However, as this paper argues, new management practices, going back to the introduction of so-called New Public Management (NPM) reforms throughout Europe in the 1980s, have eventually penetrated also the last bastion of the old state – the defense sector. Taking a critical approach to the idea of military transformation and existing theories of military change, the paper demonstrates how other international developments have pushed towards what may be seen as a “normalization” of Europe’s defense sectors. This has important implications for how we approach and understand change in contemporary defense organizations.  相似文献

Defense industrial complexes in leading Cold War nations have downsized and reallocated resources to other productive activities in the 1990s. In this paper, we analyze the experience of two key countries ‐ the US and France. Comparing the two countries, we find similar outcomes in budgetary retrenchment and large firm restructuring but marked differences in the pace of downsizing and diversification among small and medium‐sized firms. We hypothesize that three sets of contextual differences may explain these differences: 1) institutional differences in the way that the State bureaucracies ‐ the Pentagon and the French Délégation générale pour l'armement (DGA) ‐ oversee defense industrial matters, 2) differences in military industry ownership and firm size patterns, and 3) differences in the regional distribution of defense industrial capacity and associated regional policies. In closing, we note that the two countries’ defense industrial complexes are becoming more alike and speculate on the significance of invidious competition and interactions between them. Even with sizable economic inputs, access to foreign technologies, and considerable political will, China, up until the late 1990s, experienced only limited success when it came to the local design, development, and manufacture of advanced conventional weapons. Not surprisingly, therefore, reforming the local defense industry in order to upgrade its technology base and manufacturing capabilities and to make armaments production more efficient and cost-effective has long preoccupied the Chinese leadership. The fact that most of these efforts had little positive impact on the country’s military technological and industrial capabilities only encouraged Beijing to experiment with additional reforms in the hopes of finally getting it right.  相似文献

Defense budgets in Japan have been complicated compromises from numerous inputs ‐ including threat perceptions, domestic industrial/technological base development, support for the bilateral security treaty with the United States and internal bureaucratic politics ‐ but with the fall of the former Soviet Union, the clearest justification for higher spending disappeared. Double‐digit defense spending increases that were common in the 1980s have been replaced by annual increases lower than present inflation rates, resulting in negative real growth in the country's defense budget. Domestic economic problems and consistent government pressures for smaller budgets have further slowed annual growth in total spending and have contributed to lower procurement budgets. As a result, the domestic Japanese defense industry is facing far more constrained conditions from the growth years of a decade before.

Government policymakers are examining Japan's regional security environment as well as its alliance with the United States to determine the appropriate course for the country to take in the coming years. The formal security treaty with the United States is likely to remain a major element of government positions, but other aspects of the country's overall security posture are open to debate. Perceptions of a reduced threat environment are fueling additional pressures for defense budget cuts.

The domestic defense industry seeks means to assure its survival in domestic defense markets in this constrained environment. Expansion into overseas markets to offset declining domestic markets is an option that currently is constrained by policy restrictions on arms exports. Industry is advocating re‐examination of those policies and unlike earlier years, government appears willing to respond positively but cautiously to this lobbying.  相似文献

Strategists and military professionals have previously questioned many of the methodological (theoretical underpinnings, the principles, and rules applied by the discipline) decisions associated with American military strategy, but the direction this essay takes is above and beyond the common methodological rivalries in how we pursue strategic desired future states. To get beyond methodological disputes entirely, we must consider thinking about our thinking as an organization on American strategy. Thus, this article hovers between philosophies, organizational theory, as well as our usually unquestioned belief in something called “strategy”. Questioning things about our basic understanding of the world tends to trigger strong organizational defense mechanisms, for good reason. Critical reflection at deep levels puts our worldview, and our role within it at stake. Nonetheless, as strategic disappointment emerges over multiple complex conflict developments, even the most cherished and guarded choices on how the world ought to work are ripe for critical inquiry. This essay examines the limited single strategic paradigm of the US defense industry and how the latest American National Security Strategy and Army Future Operating Concept (Win in a Complex World through 2030) presents a flawed strategic position. This essay presents valid alternative strategies that operate within different paradigmatic constructs.  相似文献

通过分析空袭兵器、空袭历史、防空体系和防护技术的发展,将空袭模式划分为防区内(低空)地毯式打击、防区内(中低空)多手段打击、防区外陆海空三位一体精确打击三代。将防护体系划分为"边陲墙壕烽火台+腹地城池"、"防空系统+防护工程"两代。并预测了第四代空袭模式:防区外陆海空天四位一体全球快速精确打击和与之相对应的第三代"防空反导+信息化防护工程"防护体系。根据打击力和防护力相生相克的矛盾运动,提出了末端防护工程应吸收信息技术、发展综合防护技术,信息化时代的防护工程不仅要保护可以转入地下的目标,而且要保护无法转入地下的目标。从源头上为陆基目标防护的研究和建设提供参考和启迪。  相似文献

As we enter the 21st Century, technologies originally developed for defense purposes such as computers and satellite communications appear to have become a driving force behind economic growth in the United States. Paradoxically, almost all previous econometric models suggest that the largely defense‐oriented federal industrial R&;D funding that helped create these technologies had no discernible effect on U.S. industrial productivity growth. This paper addresses this paradox by stressing that defense procurement as well as federal R&;D expenditures were targeted to a few narrowly defined manufacturing sub‐sectors that produced high tech weaponry. Analysis employing data from the NBER Manufacturing Productivity Database and the BEA’ s Input Output tables then demonstrates that defense procurement policies did have significant effects on the productivity performance of disaggregated manufacturing industries because of a process of procurement‐driven technological change.  相似文献

The drivers of HIV/AIDS in the South African Police Service (SAPS) and impact of the disease on this workforce are neglected areas of research. Existing evidence suggests that while the occupational risk for contracting HIV is low, there are factors associated with the profession that, if left unmanaged, place police officers at risk of contracting HIV. This study's two aims are to identify the potential pathways of HIV infection within policing services and determine the probable impact of HIV/AIDS on SAPS. Through a systematic literature review on HIV/AIDS within police services, and by analysing selected SAPS human resource data, the causal pathways and impact of HIV/AIDS on police services are explored. The study finds that police officers (particularly male officers) are likely to be highly susceptible to HIV infection as a result of risky sexual behaviours born out of occupational characteristics such as high levels of stress, difficult working conditions, living away from home and interactions with sex workers. The problem is exacerbated by the ‘macho’ culture that often prevails among police officers. HIV/AIDS interventions within SAPS must focus on sustained behaviour change. Further, HIV programmes must equip officers with the knowledge and awareness to avoid engaging in high-risk sexual practices that may compromise their health and the effectiveness of the policing service.  相似文献

This article borrows from the work of Clausewitz to posit two general approaches to the pursuit of limitation in war, one being political and the other technical. The political approach seeks to control escalation via consensual arrangements with the adversary, while the technical approach seeks to forestall escalation by peremptorily destroying the enemy's military capability. It is argued that the 'Revolution in Military Affairs' (RMA) instantiates the second, technical, approach to war limitation. By exploiting advanced technology, the US armed forces hope to limit the costs of war by defeating their adversaries in a rapid, decisive manner. The problems associated with this approach are discussed in relation to the nature of the conflicts that the US is likely to face in the foreseeable future. The article concludes by suggesting that such conflicts will require that more attention be paid to the political sources of limitation in war.  相似文献

In 2015, Brazil has taken steps toward re-consolidating its domestic defense industry. In the 1980s, Brazil built a dynamic and diversified defense industry. The state-driven effort resulted in a tripod strategy, where the state, state-run companies, and their private sector became the pillars of Brazil's defense industry. Brazil developed an export-driven defense industry; where close to 80–90% of its output was exported to Latin American, African, Arab, and Asian nations. In the 1980s, Brazil became the world's fifth largest exporter of defense products and services, exporting to over 40 countries. In the 1990s and 2000s, Brazil's defense industry suffered a dramatic reduction in size, diversification, and momentum. Successions of domestic political and economic policies have relegated Brazil's once emerging defense industry to a marginal position in the global defense industry. This article analyzes future prospects, challenges, and growth strategies for Brazil's defense industry.  相似文献

The simulations that many defense analysts rely upon in their studies continue to grow in size and complexity. This paper contrasts the guidance that the authors have received—from some of the giants of military operations research—with the current practice. In particular, the analytic utility of Hughes' simple salvo equations is compared with that of the complex Joint Warfighting System (JWARS), with respect to JWARS' key performance parameters. The comparison suggests that a family of analytic tools supports the best analyses. It follows that smaller, more agile, and transparent models, such as Hughes' salvo equations, are underutilized in defense analyses. We believe that these models should receive more attention, use, and funding. To illustrate this point, this paper uses two very simple models (by modern standards) to rapidly generate insights on the value of information relative to force strength. © 2003 Wiley Periodicals, Inc. From the recipients’ perspective, arms transfers have, through the use of offsets, technology transfers, and industrial participation, become an opportunity to receive not only advanced weapons, but also technologies not otherwise available. How important are friendly relations for securing a military export order? To what extent do buyers demand advanced military or commercial technology and how are these demands accepted by the supplier? How does this influence smaller producers in relation to major producers? These questions are addressed by studying (a) the Joint Strike Fighter/F-35 by Lockheed Martin, USA, and the JAS-39 Gripen aircraft by Saab, Sweden, (b) the Medium Multi-Role Combat Aircraft competition in India for 126 combat aircraft, and (c) the Indian offset policy. The North Atlantic Treaty Organization (NATO) has since the turn of the new century experienced a double transformation gap: between global and regionally oriented allies and between allies emulating new military practices defined by the United States and allies resisting radical change. This article takes stock of these gaps in light of a decade's worth of collective and national adjustments and in light of counter-insurgency lessons provided by Afghanistan. It argues first of all that the latter transatlantic gap is receding in importance because the United States has adjusted its transformation approach and because some European allies have significantly invested in technological, doctrinal, and organizational reform. The other transformation gap is deepening, however, pitching battle-hardened and expeditionary allies against allies focused on regional tasks of stabilization and deterrence. There is a definite potential for broad transformation, our survey of officers' opinion shows, but NATO's official approach to transformation, being broad and vague, provides neither political nor military guidance. If NATO is to move forward and bridge the gap, it must clarify the lessons of Afghanistan and embed them in its new Strategic Concept.  相似文献

This article investigates how US national security planners have envisioned the emerging strategic environment during the early twenty-first century and evaluates how their perceptions of this strategic environment have changed during these years. This conceptual evolution can be seen in how defense planners define threats, identify defense priorities, and design security strategies. Five key strategic planning documents serve as the basis for this analysis and illustrate significant shifts in how the US government has envisioned its own security requirements as well as the context within which its strategic vision will need to be realized. These planning documents are: (1) Joint Vision 2020, (2) the Bush Administration's 2002 National Security Strategy of the United States, (3) the Obama Administration's 2010 National Security Strategy, (4) US Strategic Defense Guidance entitled Sustaining US Global Leadership: Priorities for 21st Century Defense, and (5) the US Chairman of the Joint Chiefs of Staff's Capstone Concept for Joint Operations: Joint Force 2020.  相似文献
