ABSTRACT

This article examines the strategies employed – or not employed – in the Peruvian counterinsurgency campaign against the Sendero Luminoso insurgent group. Using Carl von Clausewitz’s and Colin Gray’s strategic theories as a lens through which to analyze the conflict, the aim here is to show what role strategy played in the eventual defeat of this insurgency and what obstacles the Peruvian state and its armed forces faced in enacting good strategy. Specifically, the utilization of the ‘strategy bridge’ concept is investigated. For a large part of this conflict, the strategy bridge linking the civil authorities with the military and its activities was missing. Once there emerged a clear understanding of the importance of ends, ways and means working in harmony could an effective counterinsurgency campaign flourish.  相似文献

This article analyzes the assumptions of US and Peruvian military personnel regarding insurgent susceptibilities to psychological operations in 1988. The discussion is based on both archival material and the experiences of the author, who was a member of the joint US-Peruvian team. The paper provides insight into the workings of US Army psychological operations as they were conducted in the 1980s and outlines both the strengths and weaknesses of the approach taken.  相似文献

The use of force in asymmetrical warfare, and in counterinsurgency operations in particular, has been written off as strategically dangerous and politically irrational. The goal of the article is to examine the role of force in a modern military context and determine if victory through its application is theoretically feasible. This hypothesis will be tested against the backdrop of the conflict in Chechnya. The work will examine the Russian military and public policy as a subordinate subject to the overall inquiry of the article in an attempt to show that force was one of the major factors behind Russian military success in 2001.  相似文献

This article analyses the steps taken by the Russian government, with the aid of a powerful local clan, the so-called Kadyrovtsy, to subdue the Chechen insurgency. It highlights the strategy used by Russia, under whose patronage former anti-Russian guerrilla fighters were transformed into paramilitary allies of the Russian government; later these former insurgents were incorporated into the regular Russian army and other state security forces. The article also identifies problems that are connected with the activities of the Kadyrovtsy in Chechnya and Russia, and the spillover into the diaspora; it also contextualises the issues faced by the contemporary Chechen ruling clan and the geopolitics of the Caucasus within the research framework of paramilitarism and counterinsurgency.  相似文献

Quantitative measures to gauge progress in a counterinsurgency in use today include the number of enemy, friendly, and civilian casualties, and the level of violence. While common, each of these has drawbacks. With this and the sparseness of the literature on this topic in mind, we argue for a series of improved measures. These include the ratio of who is initiating incidents, an historical analysis of incidents and related variables, and an analysis of insurgent target sets. These measures are presented using data for Al Anbar province, Iraq, along with a discussion of their advantages over more common metrics.  相似文献

This article argues that the dominant paradigm in studies of British small wars positing a central role of minimum force in doctrinal guidelines for counterinsurgency needs to be even more fundamentally revised than has been argued in recent debates. More specifically, it argues that minimum force is nowhere to be found in British doctrine during the small wars of decolonisation. The need for revision also applies to the way British counterinsurgency is usually sharply contrasted with French counterinsurgency. British doctrine during this period is better understood when placed in its proper historical context. This means comparing it with the other two most significant examples of doctrinal development for small wars of decolonisation – those of France and Portugal. This comparison shows that British counterinsurgency was not uniquely population-centric, and this characteristic cannot, therefore, be the reason for its arguably superior if far from infallible performance. Evidence for these arguments comes primarily from doctrinal sources developed specifically to deal with counterinsurgency, complemented with insights from key military thinkers and archival sources of relevance practices. Some wider implications of this analysis for the relationship between combat experience and doctrinal development as well as for counterinsurgency are identified.  相似文献

The contemporary American counterinsurgency discourse has emphasised a particular historical narrative of Vietnam to justify large-scale military operations in Iraq and Afghanistan. Absent from this narrative is any reference to the broader Cold War context in which Vietnam existed alongside numerous other small-scale counterinsurgencies and was therefore the exception, not the rule. This article seeks to redress this shortcoming by examining the way counterinsurgency was conceived and managed at the level of ‘grand strategy.’ Specifically, it focuses on the Special Group (Counterinsurgency) to demonstrate that senior policymakers under Presidents Kennedy and Johnson understood ‘counterinsurgency’ as involving ‘indirect’ assistance to foreign governments, rather than taking ‘direct’ military action with American ground forces.  相似文献

In June 2016, the Colombian Government and the FARC insurgent movement signed a ceasefire agreement, which brings the two sides one step closer to putting an end to over five decades of war. Unfortunately, Latin America has a rich history of insurgent movements, particularly during the cold war era, some of which continue to operate today. Most of these movements disappeared due to military operations, though some did so via peace negotiations. This essay aims to discuss the various ends of Latin American insurgencies to answer whether, indeed, insurgents can be negotiated with.  相似文献

This article provides a critical analysis of counterinsurgency in Afghanistan at the tactical level. The efforts of several Naval Special Warfare detachments deployed to Naw Bahar district in Zabul Province, Afghanistan are examined in detail to identify key successes and failures in planning and execution. It defines the operating environment in which the detachments worked and identifies the goals and outcomes of the first and second phases of the counterinsurgency effort. The article concludes by placing the tactical effort in the context of the overall strategy in Afghanistan and suggests that time is the limiting factor to success.  相似文献

Counterinsurgency (COIN) has again emerged as a topic of both contemporary and historical interest in the age of what has been called a global counterinsurgency. However, little attention is being paid to the historical lineage of a COIN doctrine that is being rediscovered and promoted by an enthusiastic group of military intellectuals and commanders as the basis for US Army and Marine Corps doctrine. This article argues that historical claims for COIN success, based on courting popular gratitude by improving economic conditions, are at best anchored in selective historical memory, when not fantasy fabrications. The first argument of this article is that COIN does not constitute a distinct form of warfare, but merely a sub-set of minor tactics. Second, ‘hearts and minds’, so-called population-centric warfare, has seldom been a recipe for lasting stability. Rather, historically counterinsurgency succeeded when it has shattered and divided societies by severely disrupting civilian life. In fact, COIN is a nineteenth century legacy of empire whose uniqueness and impact was mythologized in its own day, and that is unlikely to prove a formula for strategic success in the twenty-first century.  相似文献

While the importance of indigenous forces for successful counterinsurgency operations has long been recognized by great powers fighting local insurgencies, the factors that determine the performance of such forces have attracted relatively little scholarly attention. This paper aims to contribute to our understanding of those determinants through an examination of the role and performance of auxiliary indigenous units in French counterinsurgency operations during the Algerian War (1954–62). The findings presented here suggest some important lessons for those seeking to recruit and deploy effective indigenous forces in counterinsurgency operations.  相似文献

Insurgents often develop international connections and benefit from external assistance from a variety of sources. Support from diaspora communities has long been considered one of the critical external factors in the persistence of insurgent groups. Yet how the counterinsurgent state addresses external support from transnational ethnic communities and what factors influence the state's policies remain understudied. By focusing on the transnational political practices of the Kurdish community and the PKK in Western Europe, this paper examines how Turkey has addressed the diasporic support for the PKK since the 1980s. It shows that three major factors – the composition of foreign policy decision-makers, their ideological contestation over the Kurdish question, and the European political context – have affected Turkey's policy regarding the PKK's transnational dynamics in Europe.  相似文献

What explains the variation in states’ nonstate partners in civil warfare? States often use nonstate actors to do what their regular military forces cannot do well – navigate the local population. Some of their nonstate partners are ordinary civilians, while others are battle-hardened fighters with a rebellious or criminal past. The choice of proxy carries serious implications for the patterns and effects of violence during civil war, human rights, and international security. This article is the first to disaggregate the nonstate counterinsurgents and offer an explanation for why and how states use each type. It brings together the politics of collaboration with the politics of exploitation. The article shows that the state’s use of nonstate proxies is shaped by the supply of willing collaborators, the state’s ability to exercise control over them, and the trade-offs underlying the use of the different types of nonstate actors. The empirical evidence used to support this argument comes from a novel, comparative study of Turkey’s counterinsurgency campaign against Kurdish separatists and India’s counterinsurgency against Kashmiri separatists. The original data were collected through fieldwork in the disputed territories of each country.  相似文献

The premise of most Western thinking on counterinsurgency is that success depends on establishing a perception of legitimacy among local populations. The path to legitimacy is often seen as the improvement of governance in the form of effective and efficient administration of government and public services. However, good governance is not the only basis for claims to legitimacy, especially in environments where ethnic or religious identities are politically salient. Some experience in Iraq suggests that in environments where such identities are contested, claims to legitimacy may rest primarily on the identity of who governs, rather than on how whoever governs, governs. This article outlines the intellectual foundations of existing policy and doctrine on counterinsurgency, and argues that development and analysis of counterinsurgency strategy would benefit from a greater focus on the role of ethnic and religious identity in irregular warfare.  相似文献

Despite all the talk of ‘hearts and minds’ being the key to counterinsurgency, local public opinion is rarely studied and when it is, it often yields surprising conclusions. Through analyzing polling data from Vietnam, Iraq and Afghanistan, this article shows that public opinion is less malleable, more of an effect rather than a cause of tactical success, and a poor predictor of strategic victory. As a result, modern counterinsurgency doctrine’s focus on winning popular support may need to be rethought.  相似文献

Rather than win hearts and minds, authoritarian counterinsurgency is said to rely heavily on coercion. It has a reputation for effectiveness, if also for its amorality. Still, the research into authoritarian counterinsurgency is surprisingly lacking. By distilling common features from key cases, this article concludes that this approach goes beyond the indiscriminate violence that typically captures the imagination. Like their democratic counterparts but differently, authoritarian regimes also engage in mobilisation, create narratives, and turn military advantage into political gain. The analysis explains how these tasks are undertaken and, by contradistinction, sheds light on more liberal approaches as well.  相似文献

Developing literature on Operation Banner, the codename for the British military operation in Northern Ireland, has indicated that the conduct of soldiers deployed was not always in line with principles of minimum force. Adherence to these principles would seem to have been essential to the success of the operation given the initial deployment of the soldiers was in the role of military aid to the civil power. This article will examine the role of one of the British Army’s most aggressive units, the Parachute Regiment, and will show how the responses of the regiment to the demands of the operation in Northern Ireland were frequently in contravention of minimum force principles.  相似文献

In light of present day calls for increased levels of cultural understanding on the part of Western forces engaged in conflict, this article assesses the utility of such knowledge in light of the British experience of the North-West Frontier of India 1901–1945. By using the British concept of the Political Officer as an example, it proposes that while cultural understanding is of genuine importance when operating in such a challenging environment, possession of it does not necessarily aid either the design or implementation of successful policy. As the British experience on the Frontier during this period illustrates, cultural awareness and understanding may be possessed in abundance, and the mechanisms for achieving such a state of understanding may be advanced, but traditional factors such as a cultural bias on the part of policy-makers, conservatism, underfunding, local resistance to unfamiliar concepts and a fractured civil-military relationship will dominate such awareness and overshadow the benefits that it may provide.  相似文献

This article investigates the cognitive limitations on policy change in counterinsurgency (COIN) efforts by examining why American decision-makers failed to revise their government strategy substantially while fighting the insurgency in Afghanistan in 2003–2014 and why their British counterparts were more successful in adjusting their policies in the Malayan insurgency in 1948–1954. Unlike most of the COIN literature that concentrates on military strategy and tactics, the analysis of government policy-making in Malaya holds some important political lessons for American leaders today despite differences between the insurgencies in Afghanistan and British Malaya. As a response to the criticism of COIN studies in general that they lack theoretical guidance, this article utilizes an integrated cognitivist-prospect theory framework. It is argued that some of the COIN literature mistakenly suggests that a more difficult strategic situation was primarily responsible for American failure in Afghanistan. Instead, American decision-makers faced a more difficult task cognitively than their British counterparts, as policy change in Afghanistan would have required greater ideational change. American principals were much more attached to their beliefs emotionally, had no alternative problem representation, and had to shift between frames in order to engineer a response that was more in line with events on the ground in Afghanistan. Regarding prospect theory, findings indicate that gains frames appear to be unhelpful in monitoring progress until catastrophic failure endangers the reference point, and that decision-makers often have more than one reference point to attune their policies to, which often results in suboptimal choices with regard to at least one reference point.  相似文献
