This paper provides a review of methods of assessing a fragmentation weapon's effectiveness against a point target or an area target with keeping the focus on the necessity of using the Carleton damage function with the correct shape factor.First,cookie-cutter damage functions are redefined to preserve the shape factor of and to have the same lethal area as the corresponding Carleton damage function.Then,closed-form solutions of the effectiveness methods are obtained by using those cookie-cutter damage functions and the Carleton damage function.Finally,the closed-form solutions are applied to calculate the probability of damaging a point target and the expected fractional damage to an area target for several attack scenarios by using cookie-cutter damage functions and the Carleton damage functions with different shape factors.The comparison of the calculation results shows that using cookie-cutter damage functions or the Carleton damage function with a wrong shape factor results in quite signifi-cant differences from using the original Carleton damage function with a correct shape factor when weapon's delivery error deviations are less than or comparable to the lengths of the lethal area and the aim point is far from a target.The effectiveness methods improved in this paper will be useful for mission planning utilizing the precision-guided munitions in circumstances where the collateral damage should be reduced.  相似文献

The Benders decomposition method has been successfully applied to a classic multistage, multiproduct distribution-system design problem with fixed and linear variable costs. In other applications, however, distribution-center variable throughput costs often show nonlinearity due to economies of scale. This article extends the standard problem formulation to a nonlinear distribution-system design problem and incorporates the generalized Benders decomposition method in an efficient solution algorithm. Approximate dual prices are generated by solving linear instead of concave subproblems. Thereafter these prices are adjusted to induce a more accurate representation of the concave cost function before they are incorporated in the Benders cuts, which are used to generate new binary solutions. The computational results are encouraging.  相似文献

The paper considers the economic lot scheduling problem (ELSP) where production facility is assumed to deteriorate, owing to aging, with an increasing failure rate. The time to shift from an “in‐control” state to an “out‐of‐control” state is assumed to be normally distributed. The system is scheduled to be inspected at the end of each production lot. If the process is found to be in an “out‐of‐control” state, then corrective maintenance is performed to restore it to an “in‐control” state before the start of the next production run. Otherwise, preventive maintenance is carried out to enhance system reliability. The ELSP is formulated under the capacity constraint taking into account the quality related cost due to possible production of non‐conforming items, process inspection, and maintenance costs. This article considers the Economic Lot Scheduling Problem where setup times and costs can be reduced by an initial investment that is amortized over time. The objective is to determine a multiple-item single facility cyclic schedule to minimize the long run average holding and setup costs plus the amortized investment. We develop a lower bound on the long run average inventory carrying and setup costs as a function of the setup times, and show that this lower bound is increasing concave on the setup times when the out-of-pocket setup costs are zero or proportional to the setup times. We then develop a model that may be helpful in deciding the magnitude and the distribution of a one-time investment in reducing the setup times when the investment is amortized over time. Numerical results based on randomly generated problems, and on Bomberger's ten item problem indicate that significant overall savings are possible for highly utilized facilities. Most of the savings are due to a significant reduction in the long run average holding cost. © 1995 John Wiley & Sons, Inc.  相似文献

To manage their assets at an enterprise level, defense organizations have turned to portfolio theory for the planning, analysis and management of their military forces and materiel. Despite being well established in the commercial sector, the application of portfolio approaches in defense is problematic. The vexatious question for defense of how to define and measure benefits arising is complicated by the increased utility and effectiveness achieved through networking of military forces and the equipment they use. The authors discuss the challenges for defense in using a portfolio approach and propose a conceptual model for dealing with the effects arising from networking with information and communications technologies.  相似文献

ABSTRACT

As the United States and North Korea pursue negotiations on a “denuclearization” agreement, the two countries should consider initiating cooperative measures as a way to build confidence and encourage finalization of a complete agreement. Based on lessons from the initial engagements carried out under the Cooperative Threat Reduction (CTR) program in states of the former Soviet Union (FSU), initial cooperation should focus on safety and security, training, and infrastructure elimination. By offering to implement these initiatives now while negotiations are underway, the United States could gain additional insights into North Korean intentions. These early initiatives could be proposed without compromising the US maximum-pressure campaign on North Korea by using the current authorities of the CTR program and carefully designing specific exemptions that may be required for any agreed measures. If North Korea is truly interested in pursuing disarmament efforts, the initial cooperative projects would enable them to begin reaping potential benefits while negotiations continue with sanctions still in place. These initial proposals could also be expanded to include additional international partners such as Russia, China, South Korea, and Japan. Such programs and initiatives would support and supplement longer-term strategies to address North Korean weapons-of-mass-destruction challenges.  相似文献
