孙子“慎战”思想对武警部队履行职能的启示

“慎战”是孙子军事思想中层次最高的战争决策思想,其理论主要包括不战思想、重战思想、善战思想和善后思想。在以和平与发展为主题的时代,孙子的“慎战”思想启示我们：要牢固树立“兵者,国之大事”的观念,加强部队现代化建设步伐,制定正确决策,“先为不可胜”;要以“非危不战”为原则,遏制犯罪,维护稳定,努力创造和平稳定的社会环境;要依据“胜于无形”,认真处理国内民族及其他矛盾,保持和谐稳定的社会环境。     

Nonparametric bayesian lifetime data analysis using dirichlet process lognormal mixture model

We propose a nonparametric Bayesian lifetime data analysis method using the Dirichlet process mixture model with a lognormal kernel. A simulation‐based algorithm that implements the Gibbs sampling is developed to fit the Dirichlet process lognormal mixture (DPLNM) model using rightly censored failure time data. Five examples are used to illustrate the proposed method, and the DPLNM model is compared to the Dirichlet process Weibull mixture (DPWM) model. Results indicate that the DPLNM model is capable of estimating different lifetime distributions. The DPLNM model outperforms the DPWM model in all the examples, and the DPLNM model shows promising potential to be applied to analyze failure time data when an appropriate parametric model for the data cannot be specified. © 2013 Wiley Periodicals, Inc. DOES MILITARY EXPENDITURE MATTER FOR INFLATION AND ECONOMIC GROWTH?

This paper sets up a monetary endogenous growth model, and uses it to explain the ambiguous linkage between the military burden and the inflation rate observed in existing empirical studies. It is found that an expansion in the military burden has an ambiguous effect on the inflation rate depending upon the relative extent of two conflicting forces. More specifically, if the increase in the marginal benefit from holding money exceeds (falls short of) the increase in the marginal product of private capital, the inflation rate will rise (fall) in response. Moreover, it is found that an increase in the military burden will stimulate the balanced growth rate, confirming Benoit’s famous empirical findings.     

不确定环境中的飞行器航迹快速搜索算法

本文提出了一种飞行器两阶段航迹规划算法,该方法能够在具有不确定信息的飞行环境中进行实时规划。首先根据获得的先验信息建立概率模型———概率图;其次为保证航迹的鲁棒性及可行性,先用RYG算法确定飞行器的安全走廊,有效地缩小了搜索空间。在此基础上,考虑到实际约束条件,再利用A*搜索算法进一步细化,得到一条最优航迹。仿真结果表明,该算法能够快速有效地完成规划任务,获得较满意的航迹。     

作战能力与作战效能评估方法研究

作战能力和作战效能是军事运筹学中既有联系又有区别的两个基础性概念。在实际研究中,这两个概念经常被混淆,导致评估方法选取不适当。本文首先阐述了作战能力和作战效能概念的定义,然后探讨了这两个概念的区别与联系,最后列举了常用的作战能力和作战效能评估方法,分析了各种方法的适用环境。在此基础上,可以根据不同的评估目的,选取不同的评估方法。

本文从改进光路的矢量追迹公式入手,给出一个包含光学系统偏心量在内的矢量追迹公式,从而编制出一种精确计算光学系统三维偏差对全像差影响的通用程序。利用这个程序可以得出涉及光学系统偏差对像差影响的各类问题的解答。

Scheduling to minimize the total compression and late costs

We consider a single-machine scheduling model in which the job processing times are controllable variables with linear costs. The objective is to minimize the sum of the cost incurred in compressing job processing times and the cost associated with the number of late jobs. The problem is shown to be NP-hard even when the due dates of all jobs are identical. We present a dynamic programming solution algorithm and a fully polynomial approximation scheme for the problem. Several efficient heuristics are proposed for solving the problem.
