Probability inequalities via negative dependence for random variables conditioned on order statistics

Distributions are studied which arise by considering independent and identically distributed random variables conditioned on events involving order statistics. It is shown that these distributions are negatively dependent in a very strong sense. Furthermore, bounds are found on the distribution functions. The conditioning events considered occur naturally in reliability theory as the time to system failure for k-out-of-n systems. An application to systems formed with “second-hand” components is given.     

Polaris,East of Suez: British Plans for a Nuclear Force in the Indo-Pacific, 1964–1968

This article investigates the little-known plans formulated by Harold Wilson's Labour government to deploy Polaris submarines in the Indo-Pacific region. The scheme was first proposed in 1965 as a response to several problems faced by British policy-makers, including China's acquisition of a nuclear capability, Britain's wish to maintain a meaningful position ‘East of Suez’ at reduced cost, and German pressure for equal treatment within NATO on nuclear matters. Despite extensive high-level discussion, the plans were finally abandoned in mid-1968, as Labour moved more decisively to forsake the world role.     

Varieties of Assurance

Strategies that seek to assure other states about their security have the potential to reduce international conflict and dissuade states from seeking nuclear weapons. Yet, relative to other tools of statecraft such as deterrence, assurance remains understudied. To facilitate further empirical research on assurance strategies, this article identifies variations in the terminology scholars and policymakers have used to refer to such strategies and describes the concept of assurance associated with each variant. It seeks to clarify and standardize usage and show that there is a general, overarching concept of assurance that links the different variants. It also summarizes existing bodies of empirical research that are relevant to assessing the utility of different forms of assurance.

AN ALGORITHM FOR THE SEGREGATED STORAGE PROBLEM

The segregated storage problem involves the optimal distribution of products among compartments with the restriction that only one product may be stored in each compartment. The storage capacity of each compartment, the storage demand for each product, and the linear cost of storing one unit of a product in a given compartment are specified. The problem is reformulated as a large set-packing problem, and a column generation scheme is devised to solve the associated linear programming problem. In case of fractional solutions, a branch and bound procedure is utilized. Computational results are presented.     

A comparison of several attribute sampling plans

The purpose of this research is to examine several types of procedures for attribute sampling inspection-the widely used Military Standard 105D plans [8], the lesser known Double Zero plans as developed by Ellis [4] and the Narrow Limit gaging plans of Ott and Mundel [9]. Each of the procedures is described with an effort made to illuminate their more subtle features. Then the plans are compared, whence it is revealed that (i) Narrow Limit gaging plans have a serious weakness in comparison to the others and (ii) Double Zero plans tend to be essentially conservative, but that sufficiently tight Military Standard 105D plans can be selected to achieve comparable performance in all ways.     

Two-characteristic markov-type manpower flow models

A two-dimensional state space Markov Model of a Manpower System with special structure is analyzed. Examples are given from the military services. The probabilistic properties are discussed in detail with emphasis on computation. The basic equations of manpower stocks and flows are analyzed.
