A survey of the research done on preventive maintenance is presented. The scope of the present survey is on the research published after the 1976 paper by Pierskalla and Voelker [98]. This article includes optimization models for repair, replacement, and inspection of systems subject to stochastic deterioration. We study a stochastic outpatient appointment scheduling problem (SOASP) in which we need to design a schedule and an adaptive rescheduling (i.e., resequencing or declining) policy for a set of patients. Each patient has a known type and associated probability distributions of random service duration and random arrival time. Finding a provably optimal solution to this problem requires solving a multistage stochastic mixed‐integer program (MSMIP) with a schedule optimization problem solved at each stage, determining the optimal rescheduling policy over the various random service durations and arrival times. In recognition that this MSMIP is intractable, we first consider a two‐stage model (TSM) that relaxes the nonanticipativity constraints of MSMIP and so yields a lower bound. Second, we derive a set of valid inequalities to strengthen and improve the solvability of the TSM formulation. Third, we obtain an upper bound for the MSMIP by solving the TSM under the feasible (and easily implementable) appointment order (AO) policy, which requires that patients are served in the order of their scheduled appointments, independent of their actual arrival times. Fourth, we propose a Monte Carlo approach to evaluate the relative gap between the MSMIP upper and lower bounds. Finally, in a series of numerical experiments, we show that these two bounds are very close in a wide range of SOASP instances, demonstrating the near‐optimality of the AO policy. We also identify parameter settings that result in a large gap in between these two bounds. Accordingly, we propose an alternative policy based on neighbor‐swapping. We demonstrate that this alternative policy leads to a much tighter upper bound and significantly shrinks the gap.  相似文献

Egypt plays a pivotal role in the security of the Middle East as the doorway to Europe and its military expenditure reflects its involvement in the machinations of such an unstable region, showing considerable variation over the last 40?years. These characteristics make it a particularly interesting case study of the determinants of military spending. This paper specifies and estimates an econometric model of the Egyptian demand for military spending, taking into account important strategic and political factors. Both economic and strategic factors are found to play a role in determining military burden/spending, with clear positive effects of lagged military burden, suggesting some sort of institutional inertia, plus negative output and net exports effects. The strategic effect as a result of the impact of Israel’s military burden is mostly positive and significant, though its impact is reduced when the impact of important strategic events are taken into account. The military spending of Egypt’s allies Jordan and Syria generally seems to have had no effect on Egypt’s spending. These results are consistent over a range of econometric techniques.  相似文献

This article suggests some of the principal factors behind the decisions by an increasing number of countries deciding that the achievement of their national objectives required a policy for population, and the way that they are likely to work out. By 1983, 35 developing countries had an official policy to reduce their population growth rate, and in 34 others, the government supported family planning activities--usually for reasons of health or as a human right. The number is remarkable given the many compelling reasons that governments have for not attempting anything so difficult as to modify demographic trends. The future results of population programs, in social and economic terms, are very difficult to quantify, thus defying cost-benefit analysis of the desirability of investing resources in this area, rather than in something else. There are also powerful political reasons why a government might well hesitate before embarking on a policy to reduce the nation's fertility. At the very least, it implies government interference in the most private and personal of human relations, an invasion of human rights, and a disturbance of the traditional patterns of society and behavior. For many countries that are pursuing a policy to limit population growth, the decision has been taken only after the grievous consequences of not having such a policy have already become manifest. The critical question is how soon a government will make the connection among political disobedience, economic and social distress, and the population explosion, and adopt a population policy. Although the number of developing countries that have officially proclaimed a strongly pro-natalist population policy is relatively small, many have Marxist governments. Overall, governments have several strategies at their disposal: 1) improving the accessability and the quality of the service; 2) promoting population education and family planning motivation (with the assistance of the media, folk art, and personal persuasion); and 3) applying a judicious mixture of incentives and disincentives.  相似文献

In order to examine the possibility to improve its camouflage properties standard cotton fabric with camouflage print was impregnated with poly(vinyl butyral), PVB and fullerene-like nanoparticles of tungsten disulfide, PVB/IF-WS2. FTIR analysis excluded any possible chemical interaction of IF-WS2 with PVB and the fabric. The camouflage behavior of the impregnated fabric has been examined firstly in the VIS part of the spectrum. Diffuse reflection, specular gloss and color coordinates were measured for three different shades (black, brown and dark green). Thermal imaging was applied to examine the camouflage abilities of this impregnation in IR part of the spectrum. The obtained results show that PVB/IF-WS2 impregnation system induced enhacement of the materials camouflage properties, i.e. that IF-WS2 have a positive effect on spectrophotometric characteristics of the fabric.  相似文献

The present study deals with the experimental, finite element (FE) and analytical assessment of low ballistic impact response of proposedflexible'green' composite make use of naturally available jute and rubber as the constituents of the composite with stacking sequences namely jute/rubber/jute (JRJ), jute/rubber/rubber/jute (JRRJ) and jute/rubber/jute/rubber/jute (JRJRJ). Ballistic impact tests were carried out by firing a conical projectile using a gas gun apparatus at lower range of ballistic impact regime. The ballistic impact response of the proposed flexible composites are assesses based on energy absorption and damage mechanism. Results revealed that inclusion of natural rubber aids in better energy ab-sorption and mitigating the failure of the proposed composite. Among the three different stacking se-quences of flexible composites considered, JRJRJ provides better ballistic performance compared to its counterparts. The damage study reveals that the main mechanism of failure involved in flexible com-posites is matrix tearing as opposed to matrix cracking in stiff composites indicating that the proposedflexible composites are free from catastrophic failure. Results obtained from experimental, FE and analytical approach pertaining to energy absorption and damage mechanism agree well with each other. The proposed flexible composites due to their exhibited energy absorption capabilities and damage mechanism are best suited as claddings for structural application subjected to impact with an aim of protecting the main structural component from being failed catastrophically.  相似文献

ABSTRACT

This article examines British responses to the Sino-Indian border war of 1962. It illustrates how, in the years leading up to the war, Britain’s colonial legacy in the Indian subcontinent saw it drawn reluctantly into a territorial dispute between Asia’s two largest and most powerful nations. It analyses disagreements in Whitehall between the Foreign Office and Commonwealth Relations Office over the relative strength of India and China’s border claims, and assesses how these debates reshaped British regional policy. It argues that the border war was instrumental in transforming Britain’s post-colonial relationship with South Asia. Continuing to filter relations with India through an imperial prism proved unsatisfactory, what followed was a more pragmatic Indo-British association.  相似文献
