Abd el-Krim's guerrilla war against Spain and France in North Africa: An adventure setting for screen melodramas

The Riffian rebel leader Mohammed Abd el-Krim Al-Khattabi (1882–1963) became an important early guerrilla leader by successfully initiating extensively organized resistance in the Moroccan Rif against Spanish and French imperial power in the early 1920s. The Rif War triggered a wave of adventure films since the 1930s. This article will look at some of these, especially Sergeant Klems (1971) and The Wind and the Lion (1975), and suggest that they can be seen in terms of the wider impact of screen Orientalism derived from the iconic film Lawrence of Arabia (1962) directed by David Lean. The article will show that these films promoted what it terms a colonial gaze by underlining many stereotyped cinematic clichés relating to the Islamic cultural area and Abd el-Krim's revolt that stretch back to the early history of cinema.     

PLAYING GOD WITH HIV

It is generally understood that conflict can contribute to the spread of disease. This paper explains the reverse: how disease, as an accelerating factor, can result in serious conflict. While not a cause of war itself, HIV/AIDS exacerbates existing tensions: social, ethnic and political. Political constituencies concerned about HIV/AIDS will become frustrated if the state's leadership does not meet their demands. The demand for medical treatment of the disease is certain to exceed supply in all Southern African states. Projects to treat the disease are small and access is limited. The criteria for access, both real and perceived, will play a critical role in determining the level of conflict and disruption that HIV/AIDS will cause.     

THE ACRS EXPERIENCE AND ITS RELEVANCE TO THE WMDFZ CONFERENCE

This article examines the arms control logic that was applied to the only regional arms control talks that have taken place in the Middle East to date: the Arms Control and Regional Security (ACRS) working group that was part of the multilateral track of the Madrid peace process in the early 1990s. It highlights both the successes and major constraints of the ACRS talks in an effort to assess what might be relevant to the weapons of mass destruction-free zone conference proposed for later this year. In addition to the basic arms control dilemmas that will continue to challenge this conference—as they did ACRS—the article suggests that current conditions in the Middle East are even less conducive to regional dialogue than they were in the earlier period, due to the internal upheavals in several key Arab states, and the specific challenge of Iran's move to develop a military nuclear capability.     

RUSSIAN NAVAL NUCLEAR FUEL AND REACTORS

Russian naval nuclear fuel and reactors pose both proliferation and environmental threats, ranging from the possible theft of highly enriched uranium fuel to the radioactive contamination of the environment, whether due to accident, neglect, or sabotage. Current conditions at Russian naval bases, together with a history of accidents and incidents involving Russia's nuclear fleet, make a convincing case for the large-scale assistance that the G8 is now providing to improve the safety and security of Russian naval reactors and fuel. However, virtually no data has been released to allow accurate, reliable, and independent analysis of reactor and fuel properties, risking misguided international efforts to assist in the areas of nuclear cleanup, nonproliferation, and security. This article identifies and assesses relevant properties and developments related to reactor and fuel design, provides a comprehensive presentation of Russian nuclear naval technologies, and examines technological trends in the context of proliferation and environmental security.     

The snowball phenomenon: the US Marine Corps,military mythology and the spread of hybrid warfare theory

ABSTRACT

This article reviews the book by Ofer Fridman and seeks to situate the strategic debate on hybrid war in the context of debate on the US involvement in Iraq. It points to intellectuals from the Marine Corps having a significant role in the initial development of the hybrid warfare concept at a time of some reservation in US military circles over COIN strategy as this was set out in the field manual FM3-24. Thereafter, the hybrid war concept rapidly spread and became a conceptual device used to explain Russian strategic intentions in the aftermath of the invasion of Ukraine in 2014.
