Canada is now at a crossroads unlike any other period in its history and needs to carefully consider which path to take. With the new Trudeau government comfortably ensconced since the defeat of the Harper government in the fall of 2015, a variety of competing interests have emerged in an attempt to turn Canadian policy back to a more nostalgic period of the 1970s that some see as preferable to the institutional lash-up that existed since the rolling out of the Canada First policy in the 2000s. That nostalgic period is, however, misunderstood both willfully for political purposes but also through a lack of historical context. Firmly rooting future actions in a blunt analysis of national interests is preferable to the alternative.  相似文献

ABSTRACT

The uncritical layering of western liberal defence governance norms and concepts on top of existing legacy concepts has impeded achieving coherent military capabilities and capacities when Serbia’s political and military leadership tried to reform the defence system using Western benchmarking principles and Western countries’ best practices. The process of this change has been more valuable than its actual output, as defined by increased capabilities. Such outcomes should be reflective of policy guidance, and can be thought of as closing the trinity loop of a defence planning system: plans, money and execution. This article addresses two key functional areas of the Serbian defence institution. First, it assesses the current state of defence planning to discern its strengths and weaknesses to ascertain if plans are tied to financial decision-making. Second, a full examination of current Serbian defence management is conducted to discern whether weaknesses exist that distract from producing operational capabilities. Both areas are analyzed thoroughly and some solutions for change are proposed. Also, the article analyzes the appearance of two negative phenomena in the planning process – economization and managerialism.  相似文献

The conflict between the rebel group, the Polisario Front, and the Kingdom of Morocco is nearing its 43rd year. Though under-reported, the conflict itself garners attention for the resilience – some would say tenacity – of the ethnically Sahrawi Polisario Front. Despite shifting regional and international politics and the nearly 150,000 Sahrawi refugees waiting in nearby Algerian camps, the rebel group has survived. What explains its resilience? This article uses Bourdieu’s ‘forms of capital’ to understand the Polisario Front’s persistence. Based on field research in Algeria, Western Sahara, and the United States, it finds that social, cultural, symbolic, and economic capital may provide an explanation.  相似文献

This article considers the efficient scheduling of a fleet of ships engaged in pickup and delivery of bulk cargoes. Our optimization system begins by generating a menu of candidate schedules for each ship. This menu can contain all feasible solutions, which guarantees we will find an optimal solution or can be heuristically limited to contain only those schedules likely to be in an optimal solution. The problem of choosing from this menu an optimal schedule for the fleet is formulated as a set-packing problem and solved with a dual algorithm. Computational experience is presented based on real data obtained from the Military Sealift Command of the U. S. Navy. Run times for this data were reasonable and solutions were generated with the potential of saving up to about $30 million per year over the manual system currently in place. We also describe a color-graphics interface developed to facilitate interaction with the optimization system.  相似文献

The standard problem in sampling inspection is to consider plans with and without curtailment. Curtailment causes difficulty and authors rarely give exact results (i.e., exact OC and ASN functions) for curtailed procedures. In this article we regard curtailment as an inverse sampling procedure and use Dirichlet integrals to obtain exact formulas for the OC, the ASN, and also the variance of the number of observations required under three types of plans: no curtailment, semicurtailment (for rejection only) and two-sided curtailment. Different sections of the article deal with the single sample, the two-stage, and the multiple-stage sampling problems. New tables for carrying out the single-sample procedure are included in the article. The authors feel that this article presents new directions and new ways of dealing with problems associated with quality control.  相似文献

The exact first four moments of lead-time demand L are derived for an AR(1) and a MA(1) demand structures where the arbitrary lead-time distribution is assumed to be independent of the demand structure. These moments then form a basis for the Pearson curve-fitting procedure for estimating the distribution of L. A normal approximation to L, a version of the central limit theorem, is obtained under some general conditions. Reorder points (ROPs) of an inventory system are then estimated based on the Pearson system and a normal approximation. Their performances are evaluated. Numerical investigation shows that the Pearson system performs extremely well. The normal approximation, however, is good only for some limited cases, and is sensitive to the choice of the lead-time distribution. A possible improvement is noted.  相似文献

An area to be defended consists of separated point targets. These targets are subject to an attack in which the offensive weapons are assumed to arrive simultaneously. The defense has area defenders, each of which is capable of intercepting any attacker'. Furthermore, the defense has impact-point prediction, i.e., it has knowledge of each attacker's intended target prior to allocation of the area interceptors. For a given attack, the defense wishes to allocate its interceptors against attackers so as to maximize the expected total survival value of the targets. In its first move, the offense seeks an attack allocation which will minimize expected total surviving value against best defense. We develop an algorithm to determine optimal attack and defense strategies and the optimal value of this sequential min-max problem. Branch-and-bound techniques are used to obtain integer solutions, and illustrative computational results are provided.  相似文献

An economic procedure of selective assembly is proposed when a product is composed of two mating components. The major quality characteristic of the product is the clearance between the two components. The components are divided into several classes prior to assembly. The component characteristics are assumed to be independently and normally distributed with equal variance. The procedure is designed so that the proportions of both components in their corresponding classes are the same. A cost model is developed based on a quadratic loss function and methods of obtaining the optimal class limits as well as the optimal number of classes are provided. Formulas for obtaining the proportion of rejection and the unavailability of mating components are also provided.
