The events of the 1973 Arab‐Israeli War serve as an early indicator of Iraqi leader Saddam Hussein's willingness to use military power to address foreign policy concerns. In that war, Iraq intervened on the Syrian front with an armored division, other supporting units, and over 100 aircraft. This intervention, which occurred despite severe political and military difficulties, was larger than any previous Iraqi contribution to the anti‐Israeli struggle. Baghdad later asserted that Iraqi forces had saved Damascus from possible Israeli occupation, and these claims have been widely repeated by a variety of authors of different nationalities with various degrees of agreement or skepticism. Nevertheless, Iraqi claims to have saved Damascus from Israeli capture are false since the Israelis did not view the seizure of the city as important to their strategy for victory. Rather, the Iraqi presence on the Golan Heights was useful to the Arab war effort as one of many factors helping to delay the Israeli advance and prevent some important Syrian targets from being placed within artillery range of the Israeli force. Iraqi military shortcomings were well highlighted in this conflict, and many were repeated in the early stages of the war with Iran.  相似文献

The controversy over banning landmines in the past decade has removed matters of military technical expertise to the purview of civilian interest groups. According to a Huntingtonian perspective, this could be an indicator of unhealthy civil-military relations. Evidence of this includes political leaders' disregard of senior military advice and the initiation of a program to develop landmine alternatives after having already committed to banning them. The desire to ban landmines may represent a pragmatic revision of pacifist attempts to ban warfare altogether. Because of the development of self-destructing or deactivating mines, the landmine ban movement intrudes on technical military matters without redeeming humanitarian value. This intrusion may have further ramifications for civil-military relations.  相似文献

ABSTRACT

The practice of dispatching teams of police advisors to other states to build or train foreign security forces began at the end of the nineteenth century, yet there exists no definitive history of the practice, or any definitive theoretical approach underpinning why such missions succeed or fail. Drawing upon their recent edited book on expeditionary police advising, and by examining the donor or sending states, the host nations, and the use of police in counterinsurgency situations, the authors present some key reasons why such missions fail, and lay some groundwork for additional study of this important subject.  相似文献
