In this note some extensions are made to previous work by a number of authors on the development of tests for exponentiality. The most recent example is due to Fercho and Ringer in which they compare the small sample powers of a few well-known test statistics for the hypothesis of a constant failure rate. It is the primary intent of this current work to extend Gnedenko's F test to situations with hypercensoring and to provide guidance for its use, particularly when a log-normal distribution is the alternative.  相似文献

This article analyses the main challenges and future prospects of creating United Nations (UN) rapid reaction mechanisms, particularly in the light of past attempts and current discussions about a “UN Vanguard Force” in the wake of the High-Level Panel on Peace Operations report. The article reviews major initiatives (in particular lessons from the Standby High Readiness Brigade for UN Operations) and assesses the main achievements, failures, and challenges related to past UN-led rapid reaction mechanisms. In line with the overall aim of this special forum, the article highlights the future potentials and institutional, operational, financial, and political challenges that need to be overcome in order to design and create a pragmatic and effective rapid reaction tool at the disposal of the UN.  相似文献

While the arrival of nuclear weapons coincided roughly with the development of short, medium, intermediate, and eventually intercontinental missiles, the contribution of missile technology to the deterrence equation is often lost. If nuclear weapons were eliminated, even new generation missiles with conventional payloads could struggle to render effective deterrence. But some of the physical and psychological effects commonly ascribed to nuclear weapons could still be in play. And in a world without nuclear weapons, thinking about the use and control of force from the nuclear age would also deserve renewed attention.  相似文献

Afghanistan's fifth effort to form a central army started in 2002, following the fall of the Taleban regime. Mainly run by the US armed forces, the formation of the so-called ‘Afghan National Army’ run into several difficulties, ranging from initially slow recruitment, low educational level of troops and officers, high attrition rates. As the new army began to take shape, it lacked many of the characteristics which had been associated by the promoters with a ‘national’ army. It also showed a low level of commitment and a lax discipline. As of 2006, it looked more like an auxiliary force at the service of the US army and its allies than like a ‘national’ army.  相似文献

We introduce and develop models for a physical goods storage system based on the 15‐puzzle, a classic children's game in which 15 numbered tiles slide within a 4 × 4 grid. The objective of the game is to arrange the tiles in numerical sequence, starting from a random arrangement. For our purposes, the tiles represent totes, pallets, or even containers that must be stored very densely, and the objective is to maneuver items to an input–output point for retrieval or processing. We develop analytical results for storage configurations having a single empty location (as in the game) and experimental results for configurations with multiple empty locations. Designs with many empty locations can be made to form aisles, allowing us to compare puzzle‐based designs with traditional aisle‐based designs found in warehousing systems. © 2007 Wiley Periodicals, Inc. Under what conditions can leaders achieve wartime political–military integration? In the Vietnam War, political–military integration exhibited dramatic variation: in the air war, the US was able to tightly integrate its political objectives and military conduct, but in the ground war, the American military prosecuted a strategy that was both divorced from broader political objectives and was immune from Washington's influence. I argue that the nature of information management between the military and civilian leadership explains the pattern of political–military integration in the Vietnam War more completely than do explanations that focus on the organizational cultures of professional militaries.  相似文献

The mechanical, thermal and ablation properties of carbon phenolic (C-Ph) composites (Type-I) rein-forced with different weight percentages of organo-modified montmorillonite (o-MMT) nanoclay have been studied experimentally. Ball milling was used to disperse different weight (wt) percentages (0, 1,2,4,6 wt.%) of nanoclay into phenolic resin. Viscosity changes to resin due to nanoclay was studied. On the other hand, nanoclay added phenolic matrix composites (Type-II) were prepared to study the dispersion of nanoclay in phenolic matrix by small angle X-ray scattering and thermal stability changes to the matrix by thermogravimetric analyser (TGA). This data was used to understand the mechanical, thermal and ablation properties of Type-I composites. Inter laminar shear strength (ILSS), flexural strength and flexural modulus of Type I composites increased by about 29%, 12%and 7%respectively at 2 wt.% addition of nanoclay beyond which these properties decreased. This was attributed to reduced fiber volume fraction (%Vf) of Type-I composites due to nanoclay addition at such high loadings. Mass ablation rate of Type-I composites was evaluated using oxy acetylene torch test at low heat flux (125 W/cm2) and high heat flux levels (500 W/cm2). Mass ablation rates have increased at both flux levels marginally up to 2 wt.% addition of nanoclay beyond which it has increased significantly. This is in contrast to increased thermal stability observed for Type-I and Type-Ⅱ composites up to 2 wt.%addition of nanoclay. Increased ablation rates due to nanoclay addition was attributed to higher insulation effi-ciency of nanolcay, which accumulates more heat energy in limited area behind the ablation front and self-propagating ablation mechanisms triggered by thermal decomposition of organic part of nanoclay.  相似文献

This article seeks to assess the magnitude of military reform in Indonesia and its impact in establishing greater levels of professionalism within the armed forces. To this end, the authors will offer some reflections on the studies of civil-military relations and military transformation for inculcating a higher degree of military professionalism; analyse to what extent the process of military reform in Indonesia has reshaped the institutional role of the armed forces; and discern three major strategic gaps in Indonesia's military reform, namely the “legal loopholes and regulation vacuum,” the “shortcomings of democratic civilian control,” and the “defence-economic gap.” This article asserts that military professionalism will grow more substantially depending on the ability of civilian elites to exercise effective control over the military and the capacity of the government to transform the military establishment keeping pace with strategic challenges and operational requirements.  相似文献
