In this paper we present a componentwise delay measure for estimating and improving the expected delays experienced by customers in a multi‐component inventory/assembly system. We show that this measure is easily computed. Further, in an environment where the performance of each of the item delays could be improved with investment, we present a solution that aims to minimize this measure and, in effect, minimizes the average waiting time experienced by customers. © 2002 Wiley Periodicals, Inc. We examine several methods for evaluating resource acquisition decisions under uncertainty. Traditional methods may underestimate equipment benefit when part of this benefit comes from decision flexibility. We develop a new, practical method for resource planning under uncertainty, and show that this approach is more accurate than several commonly used methods. We successfully applied our approach to an investment problem faced by a major firm in the aviation information industry. In this paper we study a machine repair problem in which a single unreliable server maintains N identical machines. The breakdown times of the machines are assumed to follow an exponential distribution. The server is subject to failure and the failure times are exponentially distributed. The repair times of the machine and the service times of the repairman are assumed to be of phase type. Using matrix‐analytic methods, we perform steady state analysis of this model. The time spent by a failed machine in service and the total time in the repair facility are shown to be of phase type. Several performance measures are evaluated. An optimization problem to determine the number of machines to be assigned to the server that will maximize the expected total profit per unit time is discussed. In this paper we consider networks that consist of components operating under a randomly changing common environment. Our work is motivated by power system networks that are subject to fluctuating weather conditions over time that affect the performance of the network. We develop a general setup for any network that is subject to such environment and present results for network reliability assessment under two repair scenarios. We study the problems of scheduling a set of nonpreemptive jobs on a single or multiple machines without idle times where the processing time of a job is a piecewise linear nonincreasing function of its start time. The objectives are the minimization of makespan and minimization of total job completion time. The single machine problems are proved to be NP‐hard, and some properties of their optimal solutions are established. A pseudopolynomial time algorithm is constructed for makespan minimization. Several heuristics are derived for both total completion time and makespan minimization. Computational experiments are conducted to evaluate their efficiency. Position finding has historically been carried out by calculating the coordinates of the mean position via a least-squares procedure based on the distance of the position from several direction lines. It has been suggested that the least-squares procedure assigns too much weight to outliers among the set of direction lines, outliers which may actually be associated with objects other than the one being located. In this paper, a method of using least-absolute deviations, which yields a more outlier-resistant median estimate of the position instead of the least-squares mean estimate, is presented. 相似文献

A policy of periodic replacement with minimal repair at failure is considered for a complex system. Under such a policy the system is replaced at multiples of some period T while minimal repair is performed at any intervening system failures. The cost of a minimal repair to the system is assumed to be a nonde-creasing function of its age. A simple expression is derived for the expected minimal repair cost in an interval in terms of the cost function and the failure rate of the system. The 22 September 1979 Vela Incident: Radionuclide and Hydroacoustic Evidence for a Nuclear Explosion
This article offers a new analysis of radionuclide and hydroacoustic data to support a low-yield nuclear weapon test as a plausible explanation for the still contentious 22 September 1979 Vela Incident, in which U.S. satellite Vela 6911 detected an optical signal characteristic of an atmospheric nuclear explosion over the Southern Indian or Atlantic Ocean. Based on documents not previously widely available, as well as recently declassified papers and letters, this article concludes that iodine-131 found in the thyroids of some Australian sheep would be consistent with them having grazed in the path of a potential radioactive fallout plume from a 22 September low-yield nuclear test in the Southern Indian Ocean. Further, several declassified letters and reports which describe aspects of still classified hydroacoustic reports and data favor the test scenario. The radionuclide and hydroacoustic data taken together with the analysis of the double-flash optical signal picked up by Vela 6911 that was described in a companion 2017 article (“The 22 September 1979 Vela Incident: The Detected Double-Flash”) can be traced back to sources with similar spatial and temporal origins and serve as a strong indicator for a nuclear explosion being responsible for the 22 September 1979 Vela Incident. 相似文献

This article is the latest in a series of published articles systematically examining Afghan Presidential and legislative elections. Structural problems including fraud, ethno-linguistic block voting, and the Single Non-Transferable Vote have had significant impacts on the development of Afghan democratic elections. The challenge now facing the current Afghan government and future elections is the daunting task of uniting the Afghan people while not repeating the electoral mistakes of the past. The tricky balancing act of fostering an overarching national identity without being perceived as privileging particular identities requires strong leadership and a willingness to challenge traditional ethnic, linguistic, and religious norms when need be. Karzai and Ghani Administrations have seriously failed relative to this dynamic. 相似文献
