It is intrinsic to the nature of military competition that the unit acquisition costs of defence systems rise generation by generation. Traditional “bottom‐up” methods of cost‐estimating cannot meet the increasing demands for extensive studies of many options before commencing design and, while “top‐down” estimating techniques are an improvement, in particular by reducing the time required for preparing estimates, they also are inadequate to meet current requirements. A new method has been devised, therefore, further developing “top‐down” methods using Bayesian techniques to make best use of the available information, whether certain or uncertain, and its accuracy established by example. 相似文献

This paper reviews four economic theories of leadership selection in conflict settings. The ‘credibility rationale’, argues that hawks may actually be necessary to initiate peace agreements. The ‘bargaining rationale’ predicts that while doves are more likely to secure peace, post‐conflict hawks may be rationally selected. The ‘social psychological rationale’ captures the idea of a competition over which group can form the strongest identity. Dove selection can be predicted during conflict, but hawk selection post‐conflict. Finally, the ‘expressive rationale’ predicts that regardless of the underlying nature of the game the large group nature of decision‐making in rendering individual decision makers non‐decisive in determining the outcome of elections may cause them to make choices based primarily on emotions. Finally, the paper analyses the extent to which the theories can throw light on Northern Ireland electoral history over the last 25 years. 相似文献

A model, for assessing the effectiveness of alternative force structures in an uncertain future conflict, is presented and exemplified. The methodology is appropriate to forces (e.g., the attack submarine force) where alternative unit types may be employed, albeit at differing effectiveness, in the same set of missions. Procurement trade-offs, and in particular the desirability of special purpose units in place of some (presumably more expensive) general purpose units, can be addressed by this model. Example calculations indicate an increase in the effectiveness of a force composed of general purpose units, relative to various mixed forces, with increase in the uncertainty regarding future conflicts. 相似文献

Military reading lists, intended to promote professional reading and in turn enhance education and develop critical thinking skills and sound judgement, recommend key texts to military personnel. This is a noble intent but the lists themselves, while generally good, are not flawless. Critiques of military reading lists often focus on what sources they are missing. This article offers its own critique but from a different perspective. It does so by analysing why some sources, which have become outdated, are based on faulty or incomplete research, have been thoroughly disproven, or some combination of the above, nevertheless linger on military reading lists. It then offers a short list of such sources, which it recommends be either removed from existing reading lists or accompanied by other sources that place the original source in appropriate historical context. Where applicable, it also recommends alternative sources that provide insights into the same subject matter. In so doing, this article is intended generate debate and to assist militaries to achieve a better balance between evaluation, induction and retention of valid knowledge on one hand, and rejection of outdated or flawed knowledge on the other. 相似文献

AbstractThe utilization of health care services by veterans has received much attention in recent years. However, the impact of the large array of factors affecting the veterans’ demand for health care services remains understudied. These factors include individual socio-demographic and economic characteristics, the availability of various sources of health insurance, and the prevalence of medical conditions. We use public data to analyze how veterans’ utilization of health care services varies with these factors. We also analyze how the reliance on VA services varies when alternative sources of health insurance are available to veterans. Based on the estimated relationships, we use a micro-simulation model to forecast future health care utilization, both inside and outside of VA. 相似文献

Firing multiple artillery rounds from the same location has two main benefits: a high rate of fire at the enemy and improved accuracy as the shooter's aim adjusts to previous rounds. However, firing repeatedly from the same location carries significant risk that the enemy will detect the artillery's location. Therefore, the shooter may periodically move locations to avoid counter‐battery fire. This maneuver is known as the shoot‐and‐scoot tactic. This article analyzes the shoot‐and‐scoot tactic for a time‐critical mission using Markov models. We compute optimal move policies and develop heuristics for more complex and realistic settings. Spending a reasonable amount of time firing multiple shots from the same location is often preferable to moving immediately after firing an initial salvo. Moving frequently reduces risk to the artillery, but also limits the artillery's ability to inflict damage on the enemy. 相似文献

ABSTRACTWhile many militaries have tried to capitalize on the potential of information operations in internal war, few have succeeded. I argue that military information campaigns fall short of expectations for two reasons. First, the theory of influence militaries generally embrace – communications as a non-lethal weapons system – is largely invalid. While treating information as a weapons system makes it easier to integrate it into the existing military planning system, this overstates the independent effects of communications on behavior and understates the importance of interactive effects of what commercial marketing theory refers to as the “marketing mix” – product, price, promotion, and placement. It would be more appropriate to treat military information operations as a form of marketing: a composite effort to induce a specific behavior in a target audience by applying a combination of material and ideational instruments. The marketing model suggests that the efficacy of information operations will depend not simply on the message and its delivery (promotion) but on the behavior the sender seeks to induce (the product), the costs of that behavior (the price), and the opportunities available for such behavior (the placement). 相似文献

In this article, we study a two‐level lot‐sizing problem with supplier selection (LSS), which is an NP‐hard problem arising in different production planning and supply chain management applications. After presenting various formulations for LSS, and computationally comparing their strengths, we explore the polyhedral structure of one of these formulations. For this formulation, we derive several families of strong valid inequalities, and provide conditions under which they are facet‐defining. There is often a call in any organization to make the system ‘more efficient’. This document describes a novel framework for measuring organizational efficiency at the microeconomic level. We show how this framework can be used to monitor an organization using data typically available in extant performance management frameworks. This is most useful in large organizations with eclectic outputs where resources may be too constrained to perform industry-level analyses, such as data envelope analysis, to infer efficiency. This method helps illuminate how the factors of an organization’s internal practices can affect its efficient use of resources. 相似文献
